The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also
present being: Chief Clerk Murphy; Assistant County Solicitor Porter; Reporter Roule
of The Monongahela Publishing Company; Reporter MacDonnell of The Brownsville
Telegraph; Reporter Robertson of the Observer - Reporter; Reporter Mario Mullig
of the Observer - Reporter; and Public Information Officer Huber.

Chairman asked if there were any corrections, additions, or

Re -investment: Liquid Fuels Account
Chief Clerk read a memorandum under date of January 29, 1971,
from Deputy Controller Whalen which advised that in conjunction with the Liquid Fuels
Account - Short Term Investments - that two (2) Certificates of Deposits in the amount of
$100, 000. 00 each will mature on February 5, 1971, and February 12, 1971, respectively.
Deputy Controller Whalen recommended that said Certificate of Deposits be reinvested
in the amount of $100, 000. 00 each for a period of thirty (30) days at Pittsburgh National
Bank.
Moved by Mr. Mazza, seconded by Mr. Bevec, authorizing the re-
investment of the two (2) Certificate of Deposits as per above in the amount of $100, 000. 00
each for a period of thirty (30) days at the Pittsburgh National Bank.
Remarks:
Mr. Whalen advised that 1/2 of 1% is higher on a Certificate of
Deposit than on a Treasury Bill.

Chief Clerk informed the Board of a Telegram received from
Congressman Thomas E. Morgan announcing that the Secretary of Health, Education
and Welfare and the Department of Labor announced approval of a federal grant in the
amount of $87, 174. 00 for a manpower development training Act project at Donora,
Pennsylvania, to train 20 entry level electronics mechanics for 52 weeks with classes
to be held at the Donora Junior High School.
Budget Items:

following budget requests as submitted:
(1) Washington -Greene County Tourist Promotion Agency -
lst quarter allocation - $3850. 00.
(2) Washington County Agricultural and Home Economics
Extension Association - 1st allotment - $5000. 00.

Chief Clerk read correspondence under date of January 27, 1971, from
Audley S. Crumrine, Executive Director of the Washington County Housing Authority,
which enclosed for our files a Statement of The Computation of Payment in Lieu of Taxes
for all public low -rent housing projects under the jurisdiction of the Washington County
Housing Authority. Also enclosed was a copy of a letter sent to Malcolm L. Morgan which
enclosed a check in the amount of $4178. 6,5 which covers Project 1 thru 5. Letter stated
that the County's share of Project PA 17-8, City of Washington, and Project PA 17-9,
Borough of California, is to be distributed by the respected municipalities.
Chief Clerk read correspondence under date of January 25, 1971,
from Miss Dorothy Squibb, Supervisor of Special Education, directed to Michael R. Flynn,
which was in reference to the development of educational programs at the Juvenile Detention
Home. Correspondence stated that there is still a need for counseling for students as well
as the advisability of having a social history for certain children. Correspondence contained
suggestions which should contribute to strengthening the entire program at the Detention
Home.
Chief Clerk informed the Board of correspondence under date of
January 28, 1971, from Mrs. June Gillespie, Secretary - Central Washington MH/MR
Clinic, which enclosed a copy of the letter of resignation of Raymond J. Fioroni as a
member of the Board of Directors of the Central Washington MH/MR Clinic. Said term
expires January 1, 1973.
Mr. Flynn: Mr. Fioroni's, resignation is accepted with regret.
Chief Clerk read correspondence under date of January 29, 1971, from
Harry Marchesmi, Foreman - Grand Jury, which commented on the tour and examination
of the County Home for Aged Women and the Washington County Jail made by the members
of the January Term of the Grand Jury for the year 1971.
Chief Clerk read correspondence under date of January 29, 1971,
from Tony Bartkus, Justice of the Peace - Magisterial District #10, which informed the
Commissioners that said Office was broken into on January 28, 1971, between the hour
of 10: 00 p, m. and 10:45 p. m. Entry was made by breaking window panes in two storm
doors and windows on the two main doors. Estimate for replacing windows and labor, ply
wood to cover windows - $150. 00. Painting on windows estimated at $45. 00.
Chief Clerk read correspondence under date of January 28, 1971,
from Michael George, Director of the Department of Parks and Recreation, directed to the
Nottingham Township Board of Supervisors, which informed the said Department has
erected the 25 MPH Speed Limit signs on L. R. 62032 through Mingo Creek County Park.

New Business: (Holiday)
Chairman announced that the Courthouse will be closed on Friday,
February 12, 1971, in observance of Lincoln's Birthday and on Monday, February 15, 1971,
in observance of Washington's Birthday.
Chairman informed the Board of a memorandum dated February 4,
1971, from Deputy Controller Whalen, stating that a Municipal Loan in the amount of
$250, 000. 00 at the First National Bank & Trust Company dated January 31, 1966, has now
been paid in full and the original Indebtedness Note has been properly marked "Paid" and
returned to the Controller's Office.

Commissioner Mazza informed the Board that Mr. Wes Terres, RCA,
reported that other companies have been tapping into the sewage line which RCA has put
in the East Washington Authority --without the approval of the RCA. Mr. Mazza stated
that said companies are subject to be fined by the Pollution Act. Mr. Mazza recommended
that John Yuhas, County Surveyor, be instructed to contact the RCA to help correc this
situation.

Meeting reconvened at 11: 08 a, m, for the purpose of opening bids
for the furnishing of Fleet Insurance for Public Liability, Property Damage, Comprehensive
A. C. V. , Fire, Theft, and Collision coverage as per schedule of equipment attached hereto,
to be written for a term of one (1) year effective 10:01 a.m., February 18, 1971. The
Following bids were opened and read by Deputy Controller Whalen;
