Chairman explained the policy adopted by the Board of Commissioners on awarding of contracts: bids are opened in accordance with advertisement at the designated date and hour, contracts awarded one week later, giving the Solicitor and the necessary persons involved an opportunity to review all bids received. Moved by Mr. Mazza, seconded by Mr. Bevec, that all bids be tabled until a tabulation can be made by the Solicitor. Contract to be awarded or rejected on Thursday, February 11, 1971, at 10:00 a.m. or shortly thereafter. adjourn. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Chairman asked if there were any corrections, additions, or omissions to Minute No. 153, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 153 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor: (Mr. Porter) Tax Refund: Assistant County Solicitor Porter presented a Tax Refund for the consideration and approval of the Board. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment Office be authorized to prepare the following tax refund due to either duplication or overpayment of real estate tax: 1. In re: Richmond, Enlow D. & Margaret Canton Township Court Order No. 261, November Term, 1968, lowered the total assessment from $3160 to $2760 for the years 1969 and 1970, making a refund due in the amount of $13. 69 to RICHMOND, ENLOW D. & MARGARET, 2585 Everly Drive, Washington, Pa. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Awarding of Contract - Fleet Insurance: Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for the furnishing of Fleet Insurance for Public Liability, Property Damage, Comprehensive A. C. V. , Fire, Theft, and Collision Coverage be awarded to LONG-WARNE AGENCY, 242 W. Main Street, Monongahela, Pennsylvania 15063, for the price as set forth in their bid - $5954. 00; this being the lowest responsible bid received and being in accordance with specifications. Motion made upon the recommendation of the assistant County Solicitor. 406 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS C Remarks: Mr. Porter: Three bids were received. Two of them were virtually indentical -- Long-Warne Agency and J. P. Rebarick. There was $4. 00 difference. The bid of the Long -Warne Agency was $4. 00 higher. Rebarick did not comply with the specifications and submit a certified check with his bid. In the meantime we received a letter from the Hartford Insurance Group which explained that the premiums of both Long -Warne Agency and J. P. Rebarick were identical. Mr. Bevec: Long -Warne Agency is our present carrier and we have had a very good understanding with them. Mr. Porter: This is one of the reasons why we reached our conclusion. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Payroll Check for Michael Zivnoska, Jr. (Deceased): Mr. Porter stated that he had a discussion with the Controller about the death of Michael Zivnoska, Jr. A two weeks pay check was issued for him and was returned to the Controllers' Office. Mr. Zivnoska had no wife or children, but a mother and sister. He worked an additional week after that check was issued. Memorandum under date of February 5, 1971, from F. D. Whalen, Deputy Controller was presented, which stated that the payroll check for Michael Rivnoska, Jr, was returned to the Controllers' Office by Tax Assessment Office due to the untimely death of this employee. This check was completely voided out. Upon proper claim by his family it would appear that they are entitled to this salary check. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Controller be authorized to pay three (3) weeks wages to the mother of Michael Zivnoska, Jr. (deceased), employee of the Tax Assessment Office, in accordance with the Fiduciaries Act of 1949, Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. BEVEC, JOHN MAZZA, COMMISSIONERS u Mr. Porter: As you know, we have been spending a good deal of time on the Atlantis Case. It is unfortunate that the County Legal Department has to be burdened with that. We are going to file the necessary papers due, on the 24th of February. .G Report: Transportation Problems Mr. Donald W. Martin, Washington County's representative on the PAT Board, and the Authority's Acting Operating Manager and Director of Planning, Harold H. Geissenheimer, reported on present and future transportation problems in Washington County and the role played by the Port Authority Transit of Allegheny County. It was revealed that PAT has four routes which extend into Washington County - in the areas of: Cecil - Bishop - Hickory; McDonald - Midway - Burgettstown; Hills Station and Finleyville - Elrama. Said Geissenheimer, "These are not money -making routes because of inflation. We have enough business, but cost is a big factor and we cannot raise the fares to the point where we can meet it. " Mr. -Geissenheimer emphasized that he and Martin were not making a "Pitch" for a subsidy, only furnishing information, Geissenheimer pointed out that PAT absorbs all operating losses on Washington County Routes, not receiving any financial support. He added, "But it is time that all communities face up to the fact that they must find a means of financing a transportation system that meets required needs. " Although PAT has acquired scattered local transportation systems in this end of the state, Geissenheimer said this is not necessarily the solution to the financial woe of PAT or local carriers. Two of the solutions could be, he said, local lines doing business in both their own county and Allegheny County, and the development of a rapid transit system. He mentioned also that if the state, if it has the funds, will reimburse up to two-thirds of the operating loss of a carrier, with the other third to be raised locally. Commissioner Flynn observed that transportation problems exist throughout Washington County. "We are pledged to assist in any way possible, but we can't move until there is further study. " Mr. Martin & Mr. Geissenheimer left the meeting. Correspondence: Mr. Murphy Chief Clerk informed the Board of a check #65-568057 received from the Office of Family Services - Aging, in the amount of $2199. 66, which covers the Commonwealth's share for the first payment of the Grant for the Senior Activity Center. BEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk informed the Board of a check received from the Grain Dealers Mutual Insurance Company, in the amount of $1150. 00, for collision claim for the car from Juvenile Court. Chief Clerk read correspondence under the date of February 8, 1971 from Keery McAmbly, Director, Washington County Industrial Development Agency, enclosing the bill received from the Fayette County Development Council for those people in attendance from Washington County at the Southwestern Pennsylvania Economic Development meeting on January 27, 1971. Moved by Mr. Bevec, seconded by Mr. Mazza, that the bill in the amount of $147. 40 for 44 Dinners @ $3. 35 each, at the Southwestern Pennsylvania Economic Development Meeting, be approved for payment. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr, Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of February 10, 1971 from John Yuhas, County Surveyor, stating that on Sunday, February 9, 1971, at 9:00 A. M. he received a telephone call from Mr. C. R. Breese, pertaining to a landslide at the Washington County Airport. Mr. Yuhas made a visual survey of this area. The area that slid was built in 1957. He recommended that a trench be dug so that the water can drain until such a time that the weather permits us to correct the situation. Moved by Mr. Mazza, seconded by Mr. Flynn, that John Yuhas, County Surveyor, be authorized to proceed with emergency temporary repairs in connection l�:rrr: with the landslide at the Washington County Airport, in order to correct the situation for the time being. Chief Clerk read correspondence under date of February 8, 1971 from the Department of Transportation, which acknowledged receipTof County Liquid Fuels Tax Fund Report for the period ending December 31, 1970. They have reviewed the report and found it to be in order and have forwarded one copy to the Department of the Auditor General for Audit. The County will be certified for the next payment of funds unless they receive a report from the Auditor General indicating otherwise. BEVEC, JOHN MAZZA, COMMISSIONERS ,7 Chief Clerk read correspondence under date of February 8, 1971, from George H. Roadman, President, California State College, thanking Mr. Murphy for his reappointment to the Planning Commission. He stated that he will endeavor to improve his contribution to the growth and development of Washington County in any way that he might serve. Chief Clerk read correspondence under date of February 3, 1971 from James P. Huber, addressed to the Honorable Thomas E. Morgan, asking that he send a copy of P. L. 91-453 of October 1970. This is the New Federal Mass Transit Act (UMTA). Mr. Huber stated that we have several areas in our County faced with serious public transportation problems, and most of these areas are comprised of a high concentration of welfare recipients, retired people, and people on fixed incomes, who depend to a large extent on public transportation. Treasurer Morgan entered the meeting. Chief Clerk read correspondence under date of December 15, 1971, from Robert P. DeLotta, Chairman, Southwestern Pennsylvania Regional Planning Commission held Monday, December 14, 1970, the budget for the year 1971 was reviewed and approved by the Commission. Letter enclosed a copy of Budget. Washington County's proportionate share of the 1971 Budget amounts to $17, 092. 15. Due to the need to match Federal Funds in the first four months of the year, the Commission is requesting 50% of this amount in January, and 25% each, in May and September. Mr. DeLotto requested that Washington County remit to S. P. R. P.C. the sum of $8, 546. 15 as early as feasible in the month of January. Moved by Mr. Bevec, seconded by Mr. Mazza, that the first allotment to the Southwestern Pennsylvania Regional Planning Commission in the amount of $8, 546. 15 be approved for payment. This first installment, will in part, support the Commission's Activities from January through April. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
