BEVEC, JOHN MAZZA, COMMISSIONERS M Minute No. 155 Office of the County Commissioners Washington, Pa., February 18, 1971 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor Porter; Mr. Roland Bourke, Director, Washington County Redevelopment Authority; Mr. Larry Zimmerman - Redevelopment Authority; Reporter Robertson of the Observer - Reporter; Reporter Roule of the Monongahela Publishing Company; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 154, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 154 be approved, as read. Report Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Roland Bourke, Director of the Redevelopment Authority of Washington County reported on the Curry Field Project stating that the First Phase is completed and that they are halfway through the second phase. Mr. Bourke also stated that the width of the Chartiers Creek is going to be enlarged and that the GSA (General State Authority) and the Industrial Development Agency are going to advertise for bids as soon as they gotten all necessary information. Mr. Bourke and Mr. Zimmerman left the meeting. Old Business: None. Correspondence: Chief Clerk Authorization to Advertise: (Election Supplies) Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing the County Controller to advertise for bids for the printing and delivering to the Election Department of the County Commissioners the necessary election supplies, required for the conduct of the Municipal Primary Election, to be held on Tuesday, May 18, 1971, the delivering of the ballot boxes with election supplies to the Judges of Elections for approximately two L� hundred three (203) precincts, and for the printing and delivering to the Election Departme MINUTE BOOK 411 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Authorization to Advertise: (Liquid Fuels Vehicles) Moved by Mr. Mazza, seconded by Mr. Bevec, authorizing the County Con- troller to advertise for bids for Liquid Fuels Fleet of Vehicles, automobiles, trucks, and ,hi -lift. Bids to be received in the Office of the County Controller, Washington County Courthouse, Washington, Pennsylvania, until 11:00 a.m., Thursday, , and opened immediately thereafter in the Office of the County Commissioners. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Authorization to Advertise: (Replacement of Cars) Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing the County Con- troller to advertise for bids for Replacing of Cars for the County. Bids to be received in Office of the County Controller, Washington County Courthouse, Washington, Pa., until 11:00 a, m. , Thursday, Office of the County Commissioners. Remarks: Mr. Flynn: How old are these automobiles? and opened immediately thereafter in Mr. Murphy: Most of them have 85, 000 miles on them and are starting to break down. Invoice• Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the foll-owing invoice be approved for payment: 1. Gene P. Amanati - Real Estate Appraiser and Counselor - Appraisal fee for eight (8) properties in Washington County. Invoice in the amount of $800.00 is hereby approved. (Approved by Charles H. Bush - Director, Tax Assessment Office) Invoice under date of February 16, 1971. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. BEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk presented correspondence under date of February 9, 1971, from William L. Hutchinson, Secretary -Treasurer, Washington County Soil and Water Conserva- tion District requesting funds in the amount of $5, 000. 00 for the District - Acct. 624. Moved by Mr. Bevec, seconded by Mr. Mazza, that the amount of $5, 000.0( be granted to the Washington County Soil and Water Conservation District. (note: This is a Budget item) Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of February 11, 1971, from MisE Louise Abel, Executive Director, Child Welfare Services, requesting permission for Mr. Robert Majcher and Mr. James Henry, Social Workers to attend the Child Welfare League of America Central Region Conference being held on March 31, April 1, and 2, 1971 in Indianapolis, Indiana. Letter further stated that the approximate total expense for the con- ference is $97. 50. Moved by Mr. Mazza, seconded by Mr. Bevec, that Mr. Robert Majcher and Mr. James Henry, Social Workers, be permitted to attend the Child Welfare League of America Central Region Conference being held on March 31, April 1 and 2, 1971 in Indianapolis, Indiana. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. New Business: Mr. Flynn (Transfer of Funds) Moved by Mr. Bevec, seconded by Mr. Mazza, that the amount of $5000. 00 be transferred from Account 627 to the Local Fund Account of the Community Action Cor- poration. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously., - (Take Down Loan) Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk be authorized to borrow from the Pittsburgh National Bank, the sum of Two Hundred Fifty Thousand Dollars ($250, 000.00) as part of the authorized aggregate amount adopted in the Resolution of January 28, 1971, at the rate specified. BEVEC, JOHN MAZZA, COMMISSIONERS P U Motion carried unanimously The following is a copy of the Certificate of Indebtedness: February 18, 1971 CERTIFICATE OF INDEBTEDNESS OF WASHINGTON COUNTY, PENNSYLVANIA $250, 000. 00 February 18, 1971 The County of Washington in the Commonwealth of Pennsylvania, promises to pay to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washing- ton, Pennsylvania, Two hundred fifty thousand ($250, 000. 00) Dollars, on or before December 31, 1971, with interest from date on the unpaid principle balance hereof from time to time outstanding at the rate of 2. 99% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the authorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January 28, 1971, which resolution is in full force and effect. Flynn, be authorized to execute said Proclamation. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano presented to the Board a Deed of Right-of-way for the Chartiers Township Sewer Authority to be approved and executed by the Board. BEVEC, JOHN MAZZA, COMMISSIONERS Authority proposes to extend its main sanitary sewer line interceptor to provide needed sewer line facilities for residents of Chartiers Township. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Deed of Right -of• way for the Chartiers Township Sewer Authority be approved and that the Board execute said Right-of-way. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Patrick Derrico, Solicitor for Canonsburg, entered the meeting. Mr. Derrico reported on the reapportionment of the voting district in Canonsburg saying that the change was made by an ordinance reapportioning the voting districts so that the population in the three wards in the borough is more nearly equal. The reapportionment was accomplished without splitting any precincts. Instead, precincts were transferred so that voters will continue to vote in the same places they had before. Messrs. Morgan, Whalen, and Merdian entered the meeting. Mr. Robertson left the meeting. 11:00 A. M. (a. Electrical Contract for Building at County Home for Men) (b.
