Moved by Mr. Mazza, seconded by Mr. Flynn, that the contract for Electrical System Installation, at the Office Building, located at the County Home for Aged Men, Arden Downs, Washington, Pennsylvania, be awarded to BUBERNIAK & WISYANSKI, John Buberniak (Partner), Box 480, R. D. #1, Fayette City, Pennsylvania, for the price as set forth in their bid - $6185. 00; this being the lowest responsible bid received and being in accordance with specifications. Remarks: Mr. Capano: We received two bids for electrical system installation - one from Buberniak & Wisyanski and the other from Baldwin Electric Company, Inc. Moved by Mr. Mazza, seconded by Mr. Flynn, that the contract for the furnishing and delivering of Markers for Veterans Graves to the Veterans' Department, 67 West Cherry Avenue, Washington, Pennsylvania, be awarded to FRANK DETWILER & SONS, INC. , Box 45, Kimberton, Pennsylvania 19442, for the price as set forth in their bid - $1919. 80; this being the lowest responsible and only bid received and being in accordant with specifications; Also included in this motion is that the contract for the furnishing and delivering of Flags for Veterans Graves to the Veterans' Department, 67 West Cherry Avenue, Washington, Pennsylvania, be awarded to COLLEGEVILLE FLAG & MFG. CO., Collegeville, Pennsylvania for the price as set forth in their bid - $1813. 95, this being the lowest responsible and only bid received and being in accordance with specifications. Correspondence: Chief Clerk Chief Clerk read telegram under date of February 24, 1971, from Congressman Thomas E. Morgan, announcing that the U. S. Department of Labor and Health, Education and Welfare, today announced approval of a grant in the amount of $28, 683. 00 for the Washington Institute of Technology, Inc, , Washington, Pa. Chief Clerk read correspondence under date of February 24, 1971, from Metro Petrosky, Jr., Director, Office of Human Services, requesting the Commis- sioners I approval to attend the Pennsylvania Human Service Is Forum on March 16 and 17, 1971. This Forum is an annual affair in which much pertinent information is disseminated regarding the various programs of importance in Washington County. Mr. Petrosky requested the amount of $125. 00 be advanced no later than March 14, to cover expenses regarding this conference. Moved by Mr. Mazza, seconded by Mr. Flynn, that Metro Petrosky, Jr. , Director, Office of Human Services be advanced the amount of $125. 00, which will cover expenses regarding the Pennsylvania Human Service Is Forum, on March 16, and 17, 1971. Amanati - Real Estate Appraiser and Counselor - Appraisal fee for ten (10) properties in Washington County, Invoice in the amount of $750. 00 is hereby approved (Approved by Charles H. Bush - Director, Tax Assessment Office) Invoice under date of February 23, 1971. 2. Carl G. Baker and Associates, Architects/Engineers, Invoice for Boiler Installation, Washington County Home and Hospital for Men, Invoice No. 052, under date of February 19, 1971. Moved by Mr. Mazza, seconded by Mr. Flynn, that the Chairman of the Board of County Commissioners, Michael R. Flynn, be authorized to execute the Contract between Washington County and NCR, for three cash register attachments for the Treasurer's Office, at the rental rate of $45. 00 per month on each, subject to the approval of the County Solicitor. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of February 19, 1971 from the Pennsylvania State Association of County Commissioners, which stated that on February 18th the Senate Committee on Elections held a public hearing to receive testimony on two proposals which have been introduced in the Legislature. The first was to consider the question of permitting 18, 19, and 20 year olds to vote and how to accomplish this change. The second proposal considered by the Senate Committee was that of moving the date of primary elections in all primaries, except in the year of a Presidential Election, to the first Tuesday, after the first Monday in September, effective this 1971 Primary Elect Mr. Capano: 18 year olds are not permitted to sign petitions. Chief Clerk read correspondence under date of February 18, 1971 from U. S. Department of Labor, Wage and Hour and Public Contracts Division, which stated that the recent investigation of the Washington County Home for Aged Men, under the Fair Labor Standards Act covered the period from December 12, 1968 to December 11, 1970, and was made by their Compliance Officer Bernard B. Gallagher. Letter stated that if he does not ,receive notice from us on or before March 1, 1971, of our intention to pay back wages, he shall assume we do not intend to do so, and will proceed according to his policy in such matters. Mr. Mazza: We are going to have somebody come in and make a study of these jobs. Chief Clerk read correspondence under date of February 19, 1971 from Karl B. Schroedel, Mars Computing Services, Inc. , which enclosed a copy of letter previously sent to Mr. Flynn. He stated that he would like to reiterate that they can provide full facilities management or do contract programming for us such as a payroll program. Previous letter discussed the advantages of one of the services called Facilities Management. What they would do is assume full responsibility for operating our facility including hiring and controlling of all personnel. Mr. Schroedel asked to discuss further this service. Mr. Flynn: I suggest we reply that we will take this into consideration. Chief Clerk read copy of correspondence under date of February 17, 1971 from Richard Nixon, President of the United States, addressed to John D. Anthony commending him for the effective leadership he is providing in the cause of clean water in the Washington Area. Chief Clerk read correspondence under date of February 22, 1971 from John D. Anthony, Executive Director, Washington County Planning Commission which referred to letter from Clay Graham, regarding the Harmon Creek Flood Control Project. A copy of this letter was enclosed. Chief Clerk read correspondence under date of February 19, 197.1 from Clay Graham, Land Acquisition Agent, addressed to John D. Anthony, Executive Director, Washington County Planning Commission which asked that the Commissioners the possibilities of entering into an agreement with Jefferson and Hanover Township Supervilors to handle the maintenance on the sites in their respective townships. He stated that he discussed this matter with John Yuhas, who is the contracting official on two of these sites and he is in agreement with his conclusions. s r MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Flynn: I would suggest we arrange a meeting with Mr, Graham, Mr. Yuhas, and the Jefferson and Hanover Township Supervisors. Chief Clerk read correspondence from Norman Scherer, Corresponding Secretary, Washington County Sportsman's and Conservation League, concerning the destruction of two waterways in Washington County, for flood control. After years of mine acid pollution, West Pike Run now runs clean and pure, and was stocked for the first time with trout. Letter criticized the destruction of this waterway. Letter also criticized the revocation of weekend hunting privileges in Mingo Creek County Park. Chief Clerk read correspondence under date of February 16, 1971 from C. DeLores Tucker, Secretary of the Commonwealth, enclosing certificate signed by Milton J. Shapp, Governor of the Commonwealth of Pennsylvania, setting forth the population of Washington County as certified by the U. S. Department of Commerce, Bureau of Census. Certificate designated the population of Washington County is 210, 876, that Washington County is classified as a Fourth Class County. Mr. Mazza: What is the procedure in changing the classification of a County? Mr. Capano: This is based on population. Solicitor: Mr. Capano presented an Agreement to Settle Condemnation, Harmon Creek Flood Control Project, Site 483, Parcel #10, land owned by William T. Holland and Ruth M. Holland, in the amount of $718. 00. Mr. Capano recommended that the Commissioners authorize this settlement. Moved by Mr. Mazza, seconded by Mr. Flynn, that the Commissioners of Washington County be authorized to execute the above mentioned Agreement to Settle Condemnation, concerning the lands of William T. Holland and Ruth M. Holland. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor presented Rule regarding - Commonwealth vs. Raymond Burge, stating that the defendant has served 25 years, more or less, in consequence of his criminal conviction and has been released to civil life. County Solicitor should show cause why the said costs accrued in 1948, no longer be carried as an asset of the County. Solicitor also presented report by Louis Furman, Ch. Deputy, Real Estate Department which showed the total collections, total distributions, and balance on hand January 5, 1971 for that Department. Moved by Mr. Mazza, seconded by Mr. Flynn, that the above mentioned reports for the Tax Claim Bureau and Real Estate Department be approved by the Commissioners.
