Mr, Porter stated that he was in Pittsburgh all day yesterday and
that action was brought against the District Attorney Costa, Judge and Police. Mr. Porter
questioned the extent of the County Solicitor's responsibility to defend this action. He
stated that there was a claim for damages and one .to restrain the D. A. from proceeding
any further. Mr. Porter brought up the matter of the legal expenses for this case.

March 18, 1971, as the day for casting lots to determine the position of names on the

Chief Clerk read copies of a letter addressed to Mr. J. U. Frye, Frye
Construction, Inc. Monongahela, Pennsylvania and The Mon Valley Progress Council, Inc.
& 21 Broad Avenue, North Belle Vernon, from Audley S. Crumrine, Executive Director of
the Washington County Housing Authority, that enclosed a copy of the Income Limit
Schedule which went into effect for the Washington County Housing Authority as of March
1, 1971. Confirming a telephone communication with Mr. Frye to which reference was
made, Mr. Crumrine stated to Mr. Frye their sincere hope that this will be the means of
Mr. Fryers organization and other private developers in the Monongahela River section of
Washington County to increase standard housing units for people whose income are too high
for the Washington County Housing Authority to accomodate. The letter to Mr. William
A. Miller, Executive Director of the Mon Valley Progress Council formally acknowledged a
letter from Mr. Miller relative to the need of increasing the maximum Income Limits re-
quired for admission to our housing units in Washington County, Mr. Crumrine was in
agreement for the need of increasing these limits in order to aid private Realtors to

participate in FHA Subsidy Programs, under section 235 and 236 of the National Housing
Act. Mr. Crumrine was glad to advise that they had been successful in increasing these
limits which are now on par with limits in use in Westmoreland County. Mr. Crumrine
made note the Schedule had been received from H. U. D. and stated his hope that fhb will
be the beginning of a Home Building Program on the Washington County side of the Mononga-
hela River. This will mean a lot not only from industrial standpoint, but by increasing
the living standards of many people whose incomes are too high for the regular public
low -rent housing as managed and operated by the Washington County Housing Authority.
Letter under date of March 2, 1971 received from Wm. R. B.
Froehlich, Executive Director of Southwestern Pennsylvania Regional Planning Commission,
made note the SPRPC is about to enter the plan -making state of its activity in developing
a comprehensive plan for the region. In connection with this, they hope to get a substantial
involvement from the staff of the Washington County Planning Commission in preparing the
Regional Land Use Plan and developing other aspects of the Comprehensive Plan. They
hope to get this work underway within the next few weeks, and expect that it will continue
for most of 1971; in connection with an application for funds, which they are in the process
of submitting to the Department of Housing and Urban Development, they are proposing
that the Regional Planning Commission reimburse the counties for this work which will be
performed - anticipated reimbursement to the county will be approximately $7, 000 to
$8, 000.
Mr. Flynn: The Planning Commission will no doubt appoint someone.
Mr. Mazza: No question about it.
Chief Clerk announced that the 1970 County Controller's Report had
been submitted for the Board to review; said report having been filed with the Court and
Prothonotary, by the County Controller - supplemental report on Magistrates was attached.
New Business:
Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of
$5, 000. 00 from Account 627 be transferred to the Local Fund Account - Community Action
Corporation.

Chief Clerk read necessary papers concerning Mingo Creek County
Park Development - (Approval for State Project 50 financial assistance and federal financial
assistance).
Moved by Mr. Mazza, seconded by Mr. Bevec, that the following
resolution be adopted,
RESOLUTION
MINGO CREEK COUNTY PARK DEVELOPMENT
WHEREAS Public Law 88-578 enacted September 3, 1964, by the
Congress of the United States provides grants for the acquisition/development of park and
recreation lands; and
WHEREAS Act #443 of the 1967 Session of the General Assembly of
Pennsylvania provides for grants to municipalities for the acquisition and development of
park and recreation lands; and
WHEREAS Washington County desires to develop Mingo Creek Park. -
which land is to be held and used for permanent park and recreation purposes; and
WHEREAS the land to be developed is owned by Washington County; and
WHEREAS the estimated cost for developing said land is $633, 435;and;
WHEREAS the local share of the estimated cost is $126, 687, said share
being immediately available for the purpose herein applied for; and
WHEREAS the estimated annual cost for maintenance of said land and
proposed facilities is $20, 000. 00, said amount to be budgeted annually;
NOW THEREFORE BE IT RESOLVED BY THE Board of Commissioners
OF THE County of Washington:
That an application be filed with the Department of Community Affairs
for the purpose of obtaining grant funds for the development of Mingo Creek Park; and
That the appropriate officers of the County of Washington are hereby
authorized to execute such application.

Park Police.
Chief Clerk read a resolution in connection with Washington County
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following
resolution be adopted.
WASHINGTON COUNTY PARK POLICE RESOLUTION
WHEREAS, the number of people using the County Parks, are
constantly and rapidly increasing year by year; and
WHEREAS, during the past year Washington County, on the
recommendation of the Director of Parks, found it necessary to employ security guards;
and
WHEREAS, on the basis of past experience and in order to provide
proper and adequate protection for the people who use and frequent the County Parks and,
the buildings and properties of Washington County, and generally to maintain law and order
in all County Parks, it is now deemed necessary by the Board of County Commissioners
and the Park Authorities that a regular and permanent police or guard service be establishe(
and
THEREFORE, BE IT HERHBY ORDAINED AND ENACTED; that a
police or guard force be established for County Park use, which shall be known as the
#2511 and
Washington County Park Police, in accordance with Sections /#2512 of the County Code,
and said police or guards to perform all duties and to have all the powers therein
prescribed.

Mr. Mazza presented a letter under date of February 26, 1971 received
from Wm. R. B. Froehlich, Executive Director, Southwestern Pennsylvania Regional
Planning Commission, contained the results of their review and recommendation on the
application by the Fallowfield Township Muncipal Authority to the U. S. Department of
Housing and Urban Development for a grant of $1, 164, 000 to construct a sanitary sewage
collection system to transport wastes from the most densely populated areas of the
Township to the sewage treatment plant of the Authority of the Borough of Charleroi; said

review to determine the extent to which these plans are consistent with a coordinated
plan for sewer systems in, -region. The proposed project has been: reviewed by the
Washington County Planning -Commission, has been reviewed by the Region Office of the
Pennsylvania Department of Health and they have raised no objections to the project,
in addition, the proposed proje ct was sent to the Pennsylvania State Planning Board and
was found to be consistent with State plans and programs. As a result of the SPRPC
review, they recommend that the U. S. Department of Housing and Urban Development
approve and finance the application by the Fallowfield Township Municipal Authority,
Washington County, to construct a sanitary sewage collection system to transport sanitary
wastes to the Charleroi Borough sewage treatment plant. Furthermore, they recommend
that an analysis be undertaken to determine the most economical way to serve the Van
Voorhis area of the Township.
Deputy Controller Whalen informed the Board that the 1970 Controller's
Report is now ready for the press - to be advertised as required, and also made note
that additional information was attached for the benefit of the Commissioners for their
review. Reporter Roule of Monongahela Publishing Company, entered the meeting.

Assistant Solicitor Porter informed the Board he had been served with a
long series of Interrogatories, Wm. C. Engle and Attorneys asking questions on the Steam-
boat Clairton, making note that the minutes would have to be reviewed with regard to this.
Chairman made note the steamboat was conveyed to the County of Washington (1965) for the
sum of $1. 00; Washington -Greene County Tourist Promotion Agency recommended and
promoted the transaction.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn.
