Washington, Pa., March 18, 1971 The Board of County Commissioners met in regular session with the followir members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Chief Clerk Murphy; Deputy Controller Whalen; Reporter Mullig of the Observer -Reporter; Reporter Roule of the Monongahela Publishing Company; and Public Information Officer Huber. Old Business: None Correspondence: Chief Clerk Chief Clerk read a memorandum from Joseph Muscaro, Director, Registra- tion Office, requesting permission to hold a field registration at Cecil Township, at the Community Building, on Thursday, March 25th, 1971. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Registration Dept. be permitted to hold a field registration at Cecil Twp, on March 25, 1971. Chief Clerk read a memorandum under date of March 11, 1971, from Herman M. Melitzer, Director, Bureau of Community Consultation - Aging, Office of Family Servi concerning a reduction in funds for Aging Programs in Pennsylvania. Mr. Melitzer stated that he has been a&ised by the Regional Office of the Administration of Aging - Federal Program - that the allocation previously received of $348, 000 will be reduced to $206, 000, due to the reduction of funds for the Older Americans Act, in the President's budget for fiscal year 1971-72. The largest amount of funds received was $936, 214 ($636, 214 - Feder $300, 000 State) in the fiscal year 1968-69. There has been a reduction in both State and Federal funds since then. The State appropriated $250, 000 in 1970-71 for this purp©se. Chief Clerk read a copy of a letter under date of March 11, 1971, from John Mazza, Recorder of Deeds, addressed to Mr. Joseph L. Hoffmann, President, Washington County Bar Association informing him and the members of the Washington .County Bar Association that effective immediately the doors of the Recorder's Office will be locked at 5:00 p.m. and that no one will be permitted in the Office after that time. Mr. Mazza stated that this move is necessitated by the abuse of certain individuals. A note from Mrs. Stitele] Chief Transcriber in the Recorder's Office concerning the abuse of the books was attached. Mr. Jack Merdian of WJPA entered the meeting. Chief Clerk read correspondence under date of March 11, 1971, from Eugene Tenaglia, Bridge Engineer, stated that on Harmon Creek Water Shed Site 482, he, along with Mr. Clay Graham and Mr. Shakely determined that the Washington County Bridge Dept. could haul the necessary fill to build a roadway and remove trees for the People's s, National Gas Wells. Approximate cost for reconstruction of this road on Site #482 with the county's equipment, and manpower will be $600. 00 to complete the said project. JOHN P BEVEC, JOHN MAZZA, COMMISSIONERS #485, Clay Graham is to get in touch with the contractor and Hanover Twp. Supervisors to relocate a road. Chief Clerk read correspondence under date of. March 12, 1971, from John D. Anthony, Director, Washington County Planning Commission requesting the approval and signature of a Land Rights Construction Permit that applies to Harmon Creek Site 483. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Land Rights Construe tion Permit applying to Harmon Creek Site #483, be approved, and that the Chairman of the Board be authorized to execute said Permit. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes;- Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of March 16., 1971, from Mrs. E. M. Kilpatrick, Bureau of Engineering, Department of Environmental Resources, acknow ledging receipt of the application filed by the Board of Commissioners for permit to encr in an unamed tributary of Harmon Creek, Hanover Township, Washington County. Letter further stated that the application is being processed by their engineering staff. Chief .Clerk read correspondence under date of March 10, 1971, from Mr. & Mrs. Robert C. Gondos, R. D. 2, Box 596A, Monongahela, Pa., concerning a mine refuse dump in the Carroll Twp, area of Ginger Hill. Letter enclosed a copy of the petition that was circulated in their area trying to stop this as they feel that a dump in this area would violate existing and long-established township zoning ordinances, pollute the land, the atmosphere, and the natural water resources of the area. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Commissioners ack- nowledge receipt of Mr. & Mrs. Gondos' letter and that they be informed that we will keep the letter on file until action is needed, as United States Steel has withdrawn its application for the dump. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of March 16, 1971, from Dorothy J. Gildow, Assistant Secretary, Washington County Agricultural Fair, Inc. requesting permission to extend two of the Dairy Barns 60 feet each, which are located on the hill at fair grounds. Letter stated that the Fair Board will pay for the materials and furnish volunteer labor. Moved by Mr. Bevec, seconded by Mr. Mazza, approving the extension of two (2) Dairy Barns 60 feet each, located at the Fair Grounds, with all expenses and labor to be furnished by the Fair Board. Authorization to Advertise: Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk be authorized to advertise for bids for one (1) truck for Mingo Creek County Park. Said bids to be received at the Office of the County Controller, Washington County Courthouse, Washington, Pennsylvania, until 11:00 a.m. , Local Standard Time, Thursday, April 8, 1971 and opened immediately thereafter in the Office of the County Commissioners. Take Down Loan: Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk be authorized to borrow from the Pittsburgh National Bank, the sum of Two Hundred Fifty Thousand Dollars ($250, 000. 00) as part of the authorized aggregate amount adopted in the Resolution of January 28, 1971, at the rate specified. BEVEC, JOHN MAZZA, COMMISSIONERS The County of Washington in the Commonwealth of Pennsylvania, promises to pay to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washington, Pennsylvania, Two hundred fifty thousand ($250, 000. 00) Dollars, on or before December 31, 1971, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2. 86 Jo per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be colledted for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. Keller, Attorney at Law, regarding a gift of three (3) parcels of ground from the estate of Charles Campisi, which the Borough of California proposes to add to its Project 70 holdings, to be used for recreational purposes.
