BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 160 Office of the County Commissioners Washington, Pa., March 25, 1971 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also pres being: Chief Clerk Murphy; Mr. Louis Furman of the Real Estate Department, Public Information Officer Huber; and Reporter Budinger of the Observer -Reporter. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present, Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 159, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 159 be approved, as read. Roll call vote taken: Mr, Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Report: Mr. Louis Furman - Private Sale Mr. Furman reported that there will be a private sale of 38 properties, (described as per Minute No. 156, Page 9-A) on April 12, 1971. The law requires that all taxing bodies be notified 6 days before the sale. This report is notification that this has been done in accordance with the requirements of the law. Awarding of Bids: County Fleet of Cars & Liquid Fuels Fleet r' Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for the purchasing and delivering of Seven (7) 1971 Models - New Car - Ford - Chevrolet - Plym or Equivalent - American Made - Regular size - No Compact, with Six (6) Trade -Ins, be awarded to PANKOPF FORD SALES, INC., 470 Washington Road, Washington, Pennsylv for the amount set forth in their bid, this being the lowest responsible bid received and being in accord with specifications^; Also included in this motion is that the contract for the purchasing and delivering of Vehicles for the Washington County Bridge Department with Seven (7) Trade - Ins, be awarded to BEATTY BUICK, PONTIAC & GMC TRUCK COMPANY, 71 Murtland Avenue, Washington, Pennsylvania for the amount as set forth in their bid, this being - the lowest responsible bid received and being in accord with specifications. Chief Clerk informed the Board of the receipt of a check in the amount of $3, 449. 03, for Day Care Services, Mon Valley United Health Services, Contract #21-157. Invoices Moved by Mr. Bevec, seconded by Mr. Mazza, that the following invoices be approved for payment: 1. Robert L. Ceisler, Esq. , Re: Parcel M-15, Mingo Creek Park, Jaynes L. Curry et al. Invoice in the amount of $8, 877.14 is hereby approved. (approved by Mike George) 2, McAnallen Brothers - llth and final payment for Juvenile Detention Home. Total amount due Contractor for this Estimate - $10, 363. 64. (approved by John Yuhas) 3. Engelhardt -Power & Associates, Inc. - $786.70 for survey, calculation, drawing and preparation of descriptions relative to Dam Site 485; and $96.00 for calculations and revision of drawing and pre- paration of new drawing, relative to Dam Site 483. Chief Clerk read correspondence under date of March 17, 1971, from Robert R. Hinkin, Staff Assistant, State Council of Civil Defense, addressed to Mr. Charles O. Bohner, Executive Director, Washington County Civil Defense, which stated that according to the records on file at their agency, the last person designated by the Washington County Commissioners as being authorized to sign required documents for and on behalf of the Washington County Civil Defense, relating to Federal rind State Aid Programs, was H. W. Minnemeyer, Executive Director. It was requested that another person be designated for this duty. Moved by Mr. Mazza, seconded by Mr. Bevec, that John P. Bevec, Civil Defense Director; Charles O. Bohner, Executive Director; and Vlasta Draper, Administr Assistant, (who will sign when Director /s / are not available), be authorized to execute, for and on behalf of the County of Washington, all agreements, applications, certificates, cl k t MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS and other required documents relating to Federal and State Aid Programs for Civil Defense, involving either financial assistance or the furnishing of emergency equipment, materials, supplies and services. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Note: This authority shall remain in full force or effect until it is terminated by similar action, official notice of which shall be provided in writing to the State Council of Civil Defense at Harrisburg, within ten (10) days immediately following the established termination date. Chief Clerk read memo under date of March 23, 1971, from John D. Anthony, Executive Director, Washington County Planning Commission, regarding Extra Funds for SCS State Cost Shazing Agreement. Walter Peechatka recently informed us that the Common wealth had unallocated funds for SCS Flood Control Projects in the amount of $30, 000.00. Mr. Flynn asked the Planning Commission Staff to contact Mr. Peechatka and see if we could make arrangements to utilize these funds, in Washington County. Clay Graham deter- mined that we could spend part, but not all, of these funds during the rest of Fiscal 1971. Peechatka, when informed of this fact on March 16, 1971, indicated that another SCS partici- pant in the Commonwealth was in a position to use the total amount, if, in fact, it was used at all. Peechatka wanted to use the sum in one county to avoid a massive amount of paper- work. He refused to split the sum. Mr. Anthony stated that he regretted that we will be unable to secure these funds for Washington County. He stated that he believes that it is better to tell Peechatka the facts rather than to indicate that we would use the funds and then not to meet our obligation. Mr. Whalen entered the meeting. Chief Clerk read correspondence under date of March 22, 1971, from Walter N. Peechatka, Acting Director, State Soil and Water Conservation Commission, which is a follow-up reminder that the Washington County Commissioners entered into a Small Water- shed Cost -Share Agreement with the State Soil and Water Conservation Commission on April 23, 1970. This agreementrkqfi&= ftmds by our cost -sharing in the amount of 25% .of the total cost, not to exceed $3, 275. Costs of land easements for Sites PA 483, 485, and 486; road relocation on Site PA 485; administrative costs for Sites PA 483, 485, and 486; ,land acquisition; flooding easements; right-of-way; salaries of persons hired to secure land rights; title searches; and legal fees may be charged to this agreement. Paragraph 3 of the agreement stipulates that a signed statement indicating these costs must be submitted to the prior to May 1, 1971. Chief Clerk read correspondence under date of March 18, 1971, from John Yuhas, County Surveyor, which recommended that the Board of County Commissioners authorize a survey to be made on the land slide area at the Washington County Airport. It would be to our advantage to have it ready for bid advertising sometime during the latter part of April or early May. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Commission authorize the hiring of a surveyor to do the above mentioned work at the Washington County Airport. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Final Days and Hours for Registration: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following days and hours of registration be approved: Friday, March 26, 1971 from 9:00 a.m. to 9:00 p.m. Saturday, March 27, 1971 from 9:00 a. m. to 12:00 p.m. Monday, March 291, 1971 from 9:00 a.m. to 9:00 p.m. Monday, March 29, 1971 is the final day of registration, before the May 18th Primary. Authorization for Posting of Obsolete Equipment: Chief Clerk read correspondence under date of March 23, 1971, from Andy Pagac, Purchasing Agent, regarding the sale and/or disposal of obsolete equipment. The equipment listed below is either obsolete or in a condition which would not be feasible to repair. Chief Clerk presented Agreement between the Commonwealth of Pennsylvania,) ' Department of Transportation, the County of Washington, Washington; Park, Inc. and Washington Mall Shopping Center. This is in regard to the matching of money to be used to improve the existing conditions at Route 19 and Oak Springs Road, Moved by Mr. Bevec, seconded by Mr. Mazza, that the above mentioned agreement be entered into and that the Board of County Commissioners be authorized to execute said agreement. Remarks: Mr. Flynn made reference to Minute No. 158, dated March 11, 1971, in which the sum of $20, 000. 00 was encumbered as Washington County's share of matching money upon the approval of the Pennsylvania Department of Transportation. Said sum to be used to improve the existing conditions which exist at Route 19 at Oak Springs Road. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of March 18, 1971 from John Roberts, Managing Editor, Newsroom, WQED - Channel 13 - WQEX - Channel 16, thanking the Commissioners for the time and cooperation afforded Gary Luczak and Craig Perry during their recent visit to Washington. They are now in the midst of the first phase of nine county coverage effort, which consists of a filmed profile portraying governmental, histori- cal, economic, recreational, and other fearures of each County served by WQED. Washing ton is to be the subject of the next such profile which will be aired on NEWSROOM on Friday March 26 between 7-8 p.m. and again between 11-12 p.m. Any assistance provided in bring- ing this presentation to the attention of the residents of the county would be greatly appreciated. Liquid Fuels Cut -Off Date: Moved by Mr. Bevec, seconded by Mr. Mazza, that April 30, 1971, be desig- nated as the cut-off date for municipalities to make application for .County Aid (Liquid Fuels) allocations.
