BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 163 Office of the County Commissioners Washington, Pa., April 15, 1971 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Chief Clerk Murphy; Assistant County Solicitor Porter; Reporter Robertson of the Observer -Reporter; Reporter Roule of the Monongahela Publishing Company; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 162, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 162 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously, Reports: None Old Business: Awarding of Bid for Truck for Dept. of Parks & Recreation Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for one (1) V-Plate Dump Truck for the Department of Parks & Recreation be awarded to PANKOPF FORD SALES, 470 Washington Road, Washington, Pennsylvania 15301; for the amount set forth in their bid; this being the lowest responsible bid received and being in accord with specifications. Motion made upon the recommendation of the County Solicitor. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Correspondence: Chief Clerk Chief Clerk informed the Board of a check received in the amount of $7204, 2! for Protective Services - Aging. Chief Clerk informed the Board of a check received in the amount of $3516. 40 for Mon Valley United Health Services. Chief Clerk read a telegram under date of April 22, 1971, from Congress- man Thomas E. Morgan, stating that the Secretary of Health, Education, and Welfare MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN. JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS has approved a supplemental grant in the amount of $14, 710. 00 for a Head Start Program for the Washington -Greene County Community Action Corporation. Chief Clerk read correspondence under date of April 13, 1971, from Clay Graham, Land Acquisition Agent to Mr. Walter N. Peechatka, Acting Director, State Soil and Water Conservation Commission, Re: 1971-72 Small Waters Cost Share. Mr. Graham requested that their 1972 Cost Share allotment be considered for additional funds. Mr. Graham stated that they may have some carry-over expenses from their 1971 agree - went, as well as a supplementary expense with Harmon Creek Site 481. Chief Clerk read correspondence under date of February 2, 1971, from James H. Mifflin, District Engineer Regarding the Donora Monessen Bridge. Correspon- dence stated that the project has been allocated 1, 625 calendar days, and the total cost of the project is $18, 454, 604. 00. Correspondence gave other facts concerning the Bridge such as designer, etc. Commissioner Bevec, read a statement from Jacob G. Kassab, Secretary of Transportation concerning a Six Year Highway Improvement Program that the Pennsylvania Department of Transportation and the Pennsylvania Department of Highways have been utilizing for a number of years. This program was formulated by the Transportation commission. In it he mentioned the Donora-Monessen Bridge stating that originally the Bridge was programmed at a cost of $4 million in 1965. This cost estimate was increased to $9. 5 million in 1968; to $10. 2 million in 1969 and to $14. 1 million in May, 1970. The current total cost, based on the December 1970 low bid for the project, is $23. 2 million - a 560 per cent increase. Mr. Capano entered the meeting. Chief Clerk read correspondence under date of April 7, 1971 from Walter N. Peechatka, Acting Director, State Soil and Water Conservation Commission stating that they have received our documentation to support our claim for 25 percent reimbursement on the Harmon Creek Watershed. Correspondence also stated that if our documentation meets all of their requirements, they will be processing our request for payment during the next several weeks. Chief Clerk read correspondence under date of April 5, 1971, from Mrs. Andrew G. Uran, General Chairman, Central Washington County United Fund, requesting financial help from the Washington County Commissioners for the 1971 Health-O-Rama. The Health-O-Rama is being held at the Washington Mall on June 3, 4, 5, and 6. Remarks: Mr. Mazza: I certainly want to praise the program and want to encourage it. I have been over there and I think it is one of the greatest programs they could have for the pe ople . Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk presented correspondence under date of April 6, 1971, from H. E. Myers, Director, Bureau of Municipal Services, Harrisburg, Pa, in reference to Liquid Fuels Tax Fund Reports. Correspondence stated that the Liquid Fuels Tax Act states, in part, that except in the case of an emergency, no county shall carry over any credit balance against future fuel tax receipts from year to year. In the future, if any county over -encumbers the cash balance as of December 31 and no emergency exists, the Bureau must recommend that the County Liquid Fuels Tax Fund Account be reibursed from the County General Fund Account in the amount of the over-encumberance. Note: Mr. Murphy stated that this letter does not apply to Washington County. Invoice: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following invoice be approved for payment; 1. Gene P. Amanati, Real Estate Appraiser and Counselor - Appearance in Court - Pioneer Trails, Inc. , 1370 West Chestnut Street, Washington, Pennsylvania, Invoice in the amount of $100. 00 is hereby approved. Invoice under date of April 14, 1971. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of April 14, 1971, from Richard S. Holt of the Fort Vance Historical Society regarding the erection of a Plaque along Burgett's Fork of Raccoon Creek in the Borough of Burgettsto vn. Mr. Holt stated that the site they have selected is on an Easement owned by the County Commissioners and they would like permission to erect the plaque on that site. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Whalen entered the meeting. New Business: Appointments Chief Clerk read correspondence from Mrs. Grant Lilley, Secretary, Child Welfare Advisory Board requesting that the Board of County Commissioners appoint Mr. John Bell, 94 Acheson Avenue, Washington, Pa., and Mr. Barry Stout, 214 Piersol Avenue, Bentleyville, Pa., to the Washington County Child Welfare Advisory Board for a period of Three (3) years effective January 1, 1971. Moved by Mr. Mazza, seconded by Mr. Bevec, that Mr. John Bell, and Mr. Barry J. Stout be appointed to the Child Welfare Advisory Board for a period of three (3) years, retroactive to January 1, 1971. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor: Mr. Capano (Tax Refunds) County Solicitor Capano presented three (3) Tax Refunds to the Board for their consideration and approval. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplication or overpayment of real e-state tax: 1. In re: Nolan, John L. & Myra S. South Strabane Township A duplicate payment was made on the account of Nelan, John L. Tax was paid twice on August 14, 1970, making a refund due in the amount of $44. 12 to FIRST FEDERAL SAVINGS AND LOAN ASSOCIATION, South Main Street, Washington, Pa. 15301 2. In re: Pickerine, Nancy Cecil Township Over -payment of 1970 County tax in the amount of $2. 99, tax was paid on August 5, 1970 and payment was duplicated on August 14, 1970, making a refund due in the amount of $2. 99 to NANCY PICKERINE, 140 Pennsylvania Avenue, Bridgeville, Pa. In re: Walsh, John H. & Franette Over -payment was made on the account of Walsh, John H. & Franette. Tax in the amount of $37. 53 net was paid twice on August 14, 1970, making a refund due in the amount of $37. 53 to JOHN H. WALSH, 203 Skyline Drive, California Pa. 15419 Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously, Solicitor Capano presented to the Board an Agreement to Settle Condemnation Project Number A-209, Parcel Number M-34 for the property of Ross D. Myers and Ethel A. Myers, R. D. #2, Finleyville, Pa, for the Board to approve. Moved by Mr. Mazza, seconded by Mr. Bevec, approving the Agreement to Settle Condemnation for the property of Ross D. Myers and Ethel A. Myers, Approval made on the recommendation of the County Solicitor. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously, Solicitor Capano presented a copy of an Order from the Public Utility Commission in reference to the hazardous conditions that exist at the crossing which are located in the middle of main street in West Brownsville. The Public Utility Commission has ordered the County to participate in the expenses of the removal of the crossings to the extent of 30% of the cost which amounts to approximately $14, 000. 00, which is to be paid when certified by the Commission. Mr. Merdian entered the meeting. Assistant -County Solicitor Porter reported on the Howard Johnsons case saying that it is at a standstill right now and that in the Clairton Steamaboat case, answers to Interrogatories by the Plaintiff were sent out on April 14, 1971. Commissioner Bevec reported that the Legal Aid :society has received $35, 769. 00 in Federal Funds. This is $41, 769. 00 less $6, 000. 00 which is re -programming funds: The amount of $9, 696. 00 has been approved for the Public Defender's Office.
