The Board of County Commissioners met in regular session with the foll
members being present: Commissioners Bevec, Mazza, and Flynn. Also present being:
Chief Clerk Murphy; County Solicitor Capano; Mr. Metro Petrosky Jr., Director of Human
Services; Mr. Edward Sadvary, Director, Counseling & Referral Service; Thomas Bontem
Bontempo & Associates; Reporter Robertson of the Observer -Reporter; Reporter Roule of
the Monongahela Publishing Company; and Public Information Officer Huber.

Metro Petrosky Jr., Director of Human Services and Edward Sadvary, Direc
tor, Counseling & Referral Service, reported on a newspaper column sponsored by the Offic
of Human Services entitled "Help for the Elderly", which is being run in approximately
fifteen (15) papers throughout Washington and adjoining counties. The purpose of this column
is to reach more of our 20, 000 Senior Citizens in the County by printing questions and answe:
to different problems these people have. Mr. Petrosky stated that they hope to branch out
into other Counties and syndicate this column on a nation-wide basis if possible, therefore,
they are requesting that the County Commissioners actively assist them in this project by
writing letters to the five (5) neighboring counties telling them of this project and getting
them to cooperate, then if in six (6) weeks they are as successful as Washington County has
been, the Observer -Reporter will help to syndicate this column either on a state-wide basis,
or if possible, a nation-wide basis.
Remarks:
Mr. Bevec: I noticed these articles, and they are very good.
Mr. Flynn: I suggest that we make arrangements at a later date to sit down and discuss
this more thoroughly,

Chief Clerk read correspondence under date of April 5, 1971, from J. Shane
Creamer, Attorney General, Department of Justice, and Dale F. Shughart, Chairman,
Juvenile Court Judges' Commission concerning a program sponsored by the Juvenile Court
Judges' Commission designed to provide paid summer work experience in a juvenile pro-
bation office for college students. The purpose of.this program is to acquaint college studeni
with the juvenile probation field in the hope that a reasonable number of them will choose a
career in this area upon completion of their education. Correspondence enclosed five (5)
copies of application blanks for county participation.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the five (5) copies of
application blanks for county participation in the summer work experience program be
executed by the Board.

Washington Day Care Center.

1. Gene P. Amanati, Real Estate Appraiser and Counselor - four (4)
property appraisals. Bill in the amount of $400. 00 is hereby

Chief Clerk read a telegram from Thomas E. Morgan announcing the approval
by the Office of Economic Opportunity of a legal services grant in the amount of $41, 7 69. 00
($35, 769. 00 - New Federal Funds) and 6, 000. 00 reprogrammed funds) to the Washington -
Greene Community Action Corporation. The Delegate agency is the Washington -Greene
Legal Aid Society. The length of the program is for 12 months and areas to be served are
Washington and Greene Counties. The program will provide legal services through two
attorneys. Program emphasis will be placed on Law Reform, Rent Distraint, Support Pay-
ments Reform and Confession of Judgement. The local share is $10, 516.00.

Chief Clerk read correspondence under date of April 19, 1971, from John R.
Fantz, MH/MR Administrator stating that Wednesday, May 5, 1971, has been set for the
public hearing for the annual MH/MR County Plan. The hearing will be held at the Citizens
Library, Washington, Pa., and is for the purpose of agencies, associations, institutions,
and individuals who are representative of the population served by the bi-county program to
submit a written statement, or made an oral statement concerning the plan.
Mr. Bontempo re-entered the meeting.
Chief Clerk read correspondence under date of April 15, 1971, from Robert P.
DeLotto, Chairman, Southwestern Pennsylvania Regional Planning Commission, requesting
that the County remit to the Commission as early as feasible in the month of May, the sum
of $4, 273. 00 as the County's second payment toward its share of their estimated expenses
during the current year.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $4, 273. 00,
the County's second payment toward its share of the SPRPC's estimated expenses during
the current year, be approved for payment.

Chief Clerk read correspondence under date of April 15, 1971, from Harry
Comer, Chairman, State Government Committee, requesting a written opinion from the
Commissioners concerning the possibility of -changing the date of the primary election to
September.
Messrs. Capano and Mazza re-entered the meeting.
Chief Clerk read correspondence under date of April 13, 1971, from Richard
W. Lindsey, Chairman, Board of Probation and Parole, addressed to the Honorable Charles
G. Sweet, stating that the Board has approved our applicationfor a Grant -in -Aid for 1971.
Correspondence further stated that the Board was unable to fund the full amount requested
for continuing positions, since the appropriation of $721, 000 was less than the total amount
requested by the 37 counties being awarded grants for this program. Washington County
will receive a continuing grant of $10, 994.16 which represents 77.91743% of the continuing
grant requested.
Chief Clerk read correspondence under date of April 15, 1971, from Emanuel
A. Paris, Secretary, Alex E. Paris Contracting Company, Inc., requesting that he be
allowed to perform work on the Pike Run Stream Project during his slow period, due to the

Chief Clerk read correspondence under date of April 8, 1971, from Harold A.
Gennaria, Secretary, State Association of County Directors of Veterans Affairs, stating
that the Pennsylvania State Association of County Directors of Veteran Affairs will hold
annual convention at the Holiday Inn, Sharon, Pa., on June 21, 22, and 23, 1971. Letter
also requested that the designated Director of Veteran Affairs of Washington County be
authorized to attend this convention.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Elmer Obitko, Director
of Veteran Affairs, be authorized to attend the annual convention of the Pennsylvania State
Association of County Directors of Veteran Affairs on June 21, 22, and 23, 1971, at the
Holiday Inn, Sharon, Pa. (This is exclusive of travel time)

Chief Clerk read correspondence under date of April 19, 1971, from Michael
George, Director, Department of Parks & Recreation, requesting permission to attend the
annual State Recreation and Park Conference to be held April 25-28, 1971, at Penn State
University. The total estimated cost to attend this conference is $115.00.

Dino, Jr., Special Agent in Charge, Bureau of Narcotics and Dangerous Drugs, stating that
the Bureau of Narcotics and Dangerous Drugs is presenting an in-depth two week training
program for Police Officers from June 14, 1971 to June 25, 1971, in Pittsburgh, Pa. Among
the instruction to be presented will be drug identification, enforcement techniques, legal

Chief Clerk read correspondence under date of April 16, 1971, from C. Rob
Budd, Chairman, Legislative Committee, Pennsylvania State Association of County
ioners, stating that a two-day conference for all members has been planned and is to be held
on May 26-27 at the Penn Harris Motor Inn, Camp Hill, Pa. Letter further stated that the
two matters that are probably of greatest concern to the counties are (1) Home Rule and
Optional Forms of Government and (2) Assessment Reform.

at that time to attend the two-day conference at Camp Hill, Pa., be authorized to do so.

Commissioner Mazza read correspondence under date of April 15, 1971, from
George Ferguson, Program Director, Southwest ern.Pennsylvania Regional Planning Commi
ssion, stating that on April 8, 1971, they received notification from HUD that SPRPC has
fulfilled the areawide planning requirements and that the Pittsburgh Region has been certifie
for the various grant /loan programs administered by the federal agency. A copy of the
letter they received was attached.

authorized to borrow from the Pittsburgh National Bank, the sum of Two Hundred Fifty
Thousand ($250, 000. 00) Dollars as part of the authorized aggregate amount adopted in the
Resolution of January 28, 1971, at the rate specified.

The County of Washington in the Commonwealth of Pennsylvania, promises to
pay,to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washington
Pennsylvania, Two hundred fifty thousand ($250, 000. 00) Dollars, on or before December 31,
1971, with interest from date on the unpaid principal balances hereof from time to time out-
standing at the rate of 2. 86% per annum, interest payments to be made on the first day of
each calendar quarter throughout the year.
Payment of the indebtedness evidenced hereby may be anticipated in whole or
in part at any time and from time to time without penalty.
This certificate of indebtedness evidences a temporary loan in anticipation
of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the
first revenues received by the undersigned during the current fiscal year.

Letter stated that if the Borough of Elco is desirous of razing said buildings, it will be
necessary for two releases to be furnished; one for the Washington County Real Estate Dept.
and one for the School District. The Washington County Real Estate Dept, will then give
notification to go ahepd with the demolitions.
Solicitor Capano read correspondence under date of April 9, 1971, from Mr.
John J. Cairns, Superintendent, California Area High School, informing the Board that the
California Board of Education, at its meeting on April 14, 1971, did study disposition of Lots
31 to 38, Lynn Street, Roscoe, Pennsylvania, and is favorable to the move planned by the
Roscoe Borough Council. Letter further stated that the Board will appreciate being inform
of final disposition of said real estate property.
Solicitor Capano presented a Consent to Assignment of Lease and Mortgage
of Leased Premises which we received from Jetcraft, Inc. This is a request of approval
from the Board of County Commissioners for the assignment of a Lease made by the County
to Tri-State Aviation, Inc., dated November 10, 1965 for two (2) tracts of land at the Airport;
Tri-State Aviation, Inc. is assigning all of their rights, title, and interest, to Jetcraft, Inc.
which includes a mortgage by Jetcraft, Inc. to Charles R. Coen et al.
Mr. Capano: I hereby recommend that the assignment of the lease to Jetcraft, Inc. be
approved; however, Washington County shall in no way be responsible for the
payment of the mortgage.
