Minute No. 169 Office of the County Commissioners
Washington, Pa., June 3, 1971
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Mazza, and Flynn. Also present being:
Chief Clerk Murphy; County Solicitor Capano; John Anthony; Director, Washington County
Planning Commission; Michael George, Director, Washington County Department of Parks
and Recreation; Reporter Robertson of the Observer -Reporter; Reporter Roule of the Mon-
ongahela Publishing Company; and Public Information Officer Huber.
Meeting called to order by Chairman and roll call taken:
Chairman asked if there were any corrections, additions, or omissions
to Minute No. 168, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Flynn, that Minute No. 168 be
approved, as read.
Roll call vote taken:

Report: Mr. John Anthony, Director, Washington County Planning Commission pre
sented various items to the Board for their consideration and approval: ;
(a) Mr. Anthony presented the Board with a copy of the Flood Plain
Information Studies for all eighteen (18) of the municipalities in Washington County that
border the Monongahela River. This study was comprised in conjunction with the U. S.
Army Corps of Engineers and will prove to be very valuable to the people in the Mon Valley.
A meeting will be held on June 8, 1971, at the Charleroi West Penn Power Building for
the purpose of presenting the Studies to the Mon Valley communities.
(b) Mr. Anthony informed the Board that during their regular meeting of
May 27, 1971, the Washington County Planning Commission instructed the staff to continue
to aid the City of Washington in the City's efforts to solve the flooding problems related to
Catfish Creek. Mr. Anthony further stated that they are working with the. Mayor of
Washington to develop a long-range program for Catfish Creek and that Secretary Maurice
Goddard of the Dept. of Environmental Resources has promised to send Mr. Banks of his
Flood Management Section to Washington to determine costs concerning a solution to the
problems.
(c) Mr. Anthony presented to the Board a complete list of people
recommended by the Planning Commission for membership on its Citizens Participation
Committee. The list is comprised of thirty (30) people including businessmen, students,
senior citizens, League of Women Voters, etc, and will serve for an indefinite term.

Remarks:
Mr. Flynn: I suggest that we go on record appointing these ladies and gentlemen

(d) Mr. Anthony presented to the Board a contract between the County
of Washington and Engelhardt -Powers and Associates, Inc, of Canonsburg for their approval.
The purposes of this contract is to complete the mapping of the coal mining activity in the
Pittsburgh Coal Seam throughout Washington County.
Remarks:
Mr. Capano: I recommend that this be executed by the Board of County Commissioners.

the County of Washington and Engelhardt -Powers and Associates, Inc, concerning the mappi

(e) A Supplemental Agreement for the Harmon Creek Work Plan re-
garding the obligation to Site 481 was presented to the Board for approval. This is the
agreement to modify terms, conditions, and stipulations of said Watershed Work Plan
Agreement.
Remarks:
Mr. Capano: I recommend the approval of this Supplemental Agreement for Harmon
Creek Site #481.

(f) Mr. Anthony informed the Board that during the regular meeting of
May 27, 1971, the Planning Commission was happy to learn of the intent of the
Commissioners to reinstitute the Appalachian Regional Commission's Summer Intern
Program for four (4) college students. The Planning Commission recommends that two
(2) additional su-nmer interns be hired to participate, they are Miss Kathleen Grinage and
Miss Sharon Brown of Washington, .Pa,

(g) Mr. Anthony presented to the Board a contract between the County
of Washington and the firm of Van Trump, Zeigler and Shane, Inc. This contract is
designed to permit the firm of Van Trump, Zeigler and Shane to complete the inventory
and evaluation of historical structures in Washington County as part of the Historical
Preservation Study of the County Comprehensive Plan. The firm will also provide
strict and close supervision of the six students to be hired as part of the Appalachian
Regional Commission Summer Intern Program, who will be doing work associated with
historical preservation.
Remarks:
Mr. Capano: I recommend that this be approved and executed by the Board of
Commissioners.

(h) An amendatory Contract to the original Work Plan Agreement for
Harmon Creek Site #481 was presented to the Board for approval. This is not amending
the whole contract, but is only in regard to Site #481.

per above be approved.

Chief Clerk informed the Board of a check received in the amount of
$72, 461. 75 under the Payments to Counties for Child Welfare Services Program.
Chief Clerk informed the Board of two (2) checks in the amounts of
$22, 399. 00 and $14, 656. 00 (total - $37, 055. 00) These funds represent the final
Project 500 requisition from the State for the master plan and construction of parking and
sanitary facilities at Mingo Creek Park.
Chief Clerk informed the Board of a check received in the amount of
$$31 #", 'for Senior Citizen Centers.

voices be approved for payment:
1. Donald E. York - Coal investigation of various parcels
being acquired for park purposes. Invoice in the amount
of $150. 00 is hereby approved. (approved by Michael George)

Authorization to Advertise:
Moved by Mr. Mazza, seconded by Mr. Flynn, authorizing the County
Commissioners to advertise for bids for the purchase of nine (9) Pre -fabricated Picnic
Shelters for Mingo Creek County Park. Said bids will be received in the office of the
County Controller until 11:00 a. m. , Local Prevailing Time, Thursday, June 24, 1971,
and opened immediately thereafter in the Office of the County Commissioners.

Guide Tribe to camp at Mingo Creek Park on May 21st and 22nd.

Chief Clerk read correspondence under date of May 25, 1971, from the
Washington -Greene Community Action Corporation requesting payment of the third
payment of the 1971 grant for the Protective Services Program in the, amount of $7, 204.,25.
Moved by Mr. Mazza, seconded by Mr. Flynn, that the request of the
Washington -Greene Community Action Corporation be approved.

Chief Clerk read correspondence under date of May 28, 1971, from Miss
Louise Abel, Executive Director, Child Welfare Services, requesting permission for six
(6) caseworkers and the director to attend a Dedication Program being held by the Mon -
Valley Community Health Center, Monessen, Pa. Miss Abel also requested permission for
Miss Jane Scrip to attend a continuing education course being held by the West Virginia
University of Social Work from July 12th to July 14th at Mont Chateau Lodge, Morgantown,
West Virginia and for Mr. Robert Majcher to attend the second course from July 15th to Ju
17th and July 29th to July 31st at West Virginia State College, Institute, West Virginia.

Project.

Chief Clerk read correspondence from the Washington County Commissio-
ners directed to Mr. James Mifflin, Pennsylvania Department of Transportation in regard
to the roads in Mingo Creek County Park. Letter stated that the stability of these roads
cannot withstand the present traffic, which will increase, and recommended that his
department undertake a study and improve these roads to handle present and projected
traffic. Letter further stated that the specific sections of road referred to, namely - L. R.
62032 beginning at junction of L. R. 62061 east. to junction of L. R: 42014 a distance of app.
3. 8 miles, and L. R. 62055 beginning at junction of Route 136 north to junction of L. R.
62032 a distance of app. .8 of a mile.
Chief Clerk read correspondence under date of May 25, 1971, from Mrs.
Charlotte K. Lane, Executive Director, Washington -Greene County Tourist Promotion
Agency thanking the Commissioners for designating the WAG Bike Tours as official
Washington County Bike Routes. Correspondence also stated that WAG i-s having their
second annual Bike Tour of June -26 and 27, 1971, starting from the Ramada Inn at 9:00
A. M. , both days, and invited the Washington County Commissioners to participate by
saying a few words at the kick-off on Saturday morning at 9:00 A. M.

Board be authorized to execute a Permit for construction and maintenance of a dam across
Ward Run, in Hanover Township, Washington i'Couiity.

Mr. Whalen suggested that we please advise him if re -investments' are possible at this
time in view of the latest correspondence received from the Department of Community
Affairs which stated that the incumbranccs for Liquid Fuels Funds were not assigned
CAA numbers. Mr. Flynn stated that he is not certain what these CAA numbers are
due to the fact that they have never been used in the past.

Boiler Contract - Women's Horne
Moved by Mr. Mazza, seconded by Mr. Flynn, that the Chairman of
the Board, Michael R. Flynn, be authorized to execute the contract agreement between Carl
J. Bonidie, Inc., and the Commissioners of Washington County for the boiler plant altera-
tions for the Washington County Home for Aged Women.

Contract - Michael Baker Jr.
Moved by Mr. Mazza, seconded by Mr. Flynn, that the Board of County
Commissioners be authorized to sign an Engineering Contract with Michael Baker, Jr., Inc.
to reconstruct the existing Jefferson Avenue Bridge No. 33, which spans over Chartiers
Creek in Canonsburg, Pa.

Contract - Mon Valley Day Care Services:
Moved by Mr. Mazza, seconded by Mr. Flynn, that the Board of County
Commissioners be authorized to execute an Agreement between the Department of Public
Welfare and the Board of Commissioners of Washington County, for Day Care Services which
is sub contract to the Mon Valley United Health Services in the, total amount of $90, 410. 00.

Lease:
Moved by Mx. Mazza, seconded by Mr. Flynn, approving a lease for the
Washington -Green County Mental Health and Retardation Clinic at 21 East Wheeling Street.
This is for the entire second floor of the building; 25 offices and 4 restrooms at a monthly
rental of $1, 250. 00 for a term of 5 years.
