Chief Clerk informed the Board of a check received from the Depart- ment of Community Affairs in the amount of $270. 00 for Contract No. SPAG 6912, McGuffey Area, Cbordinating Service Contract. Chief Clerk read a memorandum under date of June 25, 1971, from Deputy Controller Whalen, which advised that as of said date, General Fund Account Temporary Loans in total amount of $1, 250, 000. 00 have been re-po.id in full to Pittsburgh National Bank. Memo stated that the total interest paid in connection with said loans is in the amount of $8, 970, 79. Chief Clerk read correspondence under date of June 25, 1971, from ohn Liekar, Esq. , which requested approval from the Commissioners to appoint Fred J. Sentner, Esq. , as an additional staff attorney for said Office. Mr. Porter - May I suggest that the above request from the Public Defender's Office be tabled until the next regular board meeting of the Washington County Commissioners. -Budget Item• Moved by Mr. Mazza, seconded by Mr. Capano, approving the sum of $5000. 00 to the Washington County Agricultural and Home Economics Extension Service. FLYNN, JOHN P. $EVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk read Correspondence under date of June 25, 1971, from Louis A. Vidic, Executive Director of the Southwestern Pennsylvania Economic Development District, which stated the Community Facilities Act has provided almost $2 million to small communities in Southwestern Pennsylvania for such projects as water, sewer facilities and access roads which could not have otherwise been constructed due to lack of resources or inability to se- cure Federal funding because of size. The funds to support the program came from taxes on betting at two of the three harness racing tracks in the State. Correspondence stated that if House Bill 556 is enacted, it would seriously jeopardize the funding now enjoyed under the fisting Act. Correspondence stated that the Bill, if enacted, would result in a 30% reduction in funds available under the Community Facilities Program and leave only the funds derived from the Meadows track in Washington County to support the program across the State. Cor- respondence further requested that our Senator be contacted immediately regarding our posi- tion on the proposed Bill. Mr. Flynn: May. I suggest that the Chief Clerk enter our objection,to the said House Bill. Chief Clerk read correspondence under date of June 24, 1971, from Charles I. Homan, P.E., Assistant Chief.Engineer - Civil Engineering; Planning.& Special Services Division - Michael Baker, Jr., Inc., which was. directed to Michael George, Director of the Departm of Parks and Recreation, which stated that a Professional Agreement to cover the engineer- ing and architectural services which will be required for the design and construction of Park facilities will be prepared. Correspondence stated that said Agreement will be prepared and furnished to Mr. George by the middle of next week, along with a letter outlining proposed design and construction schedule for said initial site improvements. Chief Clerk read correspondence under date of June 24, 1971, from Dennis W. Keiser, Staff Specialist - Pennsylvania State University, which expressed thanks to the County Com- missioners for the excellent cooperation, participation and degree of commitment showed during the recent Civil Defense Emergency Operations Simulation Exercise. Chief Clerk read correspondence under date of June 28, 1971, from James J. Harris, Assistant County Superintendent of Schools, which informed the Commissioners that the build- ing which houses the County Superintendent of Schools, 74 W. Beau Street, will be vacated by Thursday, July 1, 1971. Moved by Mr. Capano, seconded by _Mr. Mazza,. approving the increase of the county share of the Foster Home reimbursement from $11. 00 per monthU $25. 00 per month; said action upon the recommendation of Mr. Metro Petrosky, Jr., Director of the Office of Hum Services. Chief Clerk read correspondence under date of June 29, from Clay Graham, Land Acquisition Agent, directed to the Board of Supervisors of Smith Township, which stated that it was mutually agreed upon with a meeting with the Washington County Commissioners that the Smith Township Supervisors will participate in a future m agreement pertaining to Harmon Creek Site 481. Correspondence stated that the particul in detail of said agreement will be worked out at such time as is made available through the Soil Conservation Service of Washington County. Chief Clerk read correspondence under date of June 25, 1971, from Auditor General Robert P. Casey which enclosed a copy of report of audit of the Liquid Fuels Tax Fund Administered by the Commissioners of Washington County, for the period January 1, 1970, to December 31, 1970. Chief Clerk informed the Board that a surcharge resulted in the amount of $1.956. 08 due to the fact inadequate payroll records cDuld not be located for the period 12-29-69 to 8-7-70 for one employee. Said bids will be received in the Office of the County Controller until 11:00 a.m., Local ime, Thursday, July 15, 1971, and opened immediately thereafter in the Office of the County Commissioners. Short -Term Investment: Moved by Mr. Capano, seconded by Mr. Mazza, authorizing the sum of $200, 000. 00 from the Liquid Fuels Account to be invested in a Short -Term Investment at the Pittsburgh National Bank for a period of 60 days at 5 1 /4% in a Certificate of: Deposit. Capano to the following Boards: (a) Washington -Greene Community Action Board to fill the unexpired term of the late John P. Bevec, County Commissioner. (b) Washington -Greene County MH/MR Board to fill the unexpired term of the late John P. Bevec, County Commissioner, expiring on December 31, 1973. Remarks: Mr. Mazza: I take great pride in making these two appointments for our newly appointed Board member, A. V. Capano. Solicitor: Mr. Porter Tax Refund: County Solicitor Porter presented a Tax Refund to the Board for their con- sideration and approval. Moved by Mr. Mazza, seconded by Mr. Capano, that the Tax Assessment Office be authorized to prepare the following Tax Refund due to either duplication or over- payment of real estate tax; said refund having been approved by the County Solicitor, 1. In re: Javornicky, Anna Canonsburg lst Ward 1970 Assessment Request for refund of 1970 Washington County tax has been made in re above -named taxpayer. Payment in the amount of $29, 75 net was made on July 16, 1970, in error. Property had been acquired by the Redevelopment Authority of Washington County in 1969 and is tax-exempt, making a refund due in the amount of $29, 75 to ANNA JAVORNI 5 Orchard Avenue, Canonsburg, Pennsylvania 15317. County Solicitor Porter presented a request from the Election Department for the authorization from the Washington County Board of Commissioners for the division of East Washington Borough into two (2) precincts because of the large number of voters in said Borough. Moved by Mr. Mazza, seconded by Mr. Capano, authorizing the division of East Washington into two (2) precincts due to the large number -of voters in said Borough; said request made by the. County Solicitor Porter requested authorization of acceptance of a Re- solution in which Anthony Liberatore would be appointed to the office of Assessor for the 6 th Ward Centerville Borough replacing G. B. Gaster, who resigned. Mr. Porter pre- sented a Petition signed by residents of said district in conjunction with said appointment and recommended said appointment by the Board. Moved by Mr. Mazza, seconded by Mr. Capano, approving the Resolution appointing Anthony Liberatore to fill the vacancy of Assessor for the 6th Ward - Cent Borough replacing G. B. Gaster, who resigned. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Porter presented an Agreement in conjunction with the Department of Parks and Recreation. Said Agreement between the County of Washington and the American Federation of Musicians, Local 592 of Charleroi. Said Federation will provide at least nine (9) concerts to be held every Sunday throughout July and August, 1971, at Mingo Creek County Park, for the sum of $500. 00 to be made payable to the Music Per- formance Transcription Fund, payable $100. 00 in advance and the balance midway through the season. Moved by Mr. Capano, seconded by Mr. Mazza, that the Washington County Commissioners execute the Lease Agreement between the County of Washington and John Vettorel, R. D. #2, Avella, Pennsylvania, for a tract of land owned by the County to be leased to Mr. Vettorel for farming operations. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Porter informed the Board of correspondence under date of June 29, 1971, from Michael George, Director of the Department of Parks and Recreation, which enclosed an executed contract between the Commonwealth of Pennsylvania and County of Washington, Said contract represents. a grant-in-aid acquisition contract for the expan- sion of Mingo Creek County Park in the approved amount of0. 00 under the State Project 500 Program. Mr. Porter explained that said Contract is for our files. County Solicitor Porter presented a Deed, of Easement, Agreement of Sale, and Settlement Statement for the consideration and approval of the Board. Mr. Porter explained that the Deed of Easement, Agreement of Sale and Settlement Statement are in connection with the taking by the Department of Transportation an area of land opposite thQ entrance to the Men's Home in Chartiers Township. This is a small area of land that is already actually. being used by the Highway Department and its conveyance to the Commonwealth does not represent and appreciable loss to the County. Mr. Yuhas, County Engineer, has negotiated a payment of $1035. 00 for this Deed and upon the execution of these three papers and their being forwarded to the Department of Trans- poration, the County will be paid said sum of $1035. 00. Solicitor Porter recommended the execution of these three documents above mentioned. Moved by Mr. Capano, seconded by Mr. Mazza, that the Washington County Commissioners execute the Deed of Easement, Agreement of Sale, and Settlement State - ment as per above. Moved by Mr. Capano, seconded by Mr. Mazza, that the Lease between the County of Washington and Mr. Louis N. Sollon & Sons, 30 E. College Street, Canons- burg, Pennsylvania 15317, for the storage of one aircraft 9038 L, in Hangar No. A-3, for the sum db $40. 00 per month beginning the 1st day of July, 1971, and thereafter from month to month be approved; and that the Chairman of the Board, Michael R. Flynn, be authorized to execute said Lease. Rental fee to be payable to the County of Washington, c/o John Yuhas, County Surveyor, 67 W. Cherry Avenue, Washington, Pennsylvania 15301. County Solicitor Porter reported that the hold-up for the rental of the 2nd floor of the Siegel building is apparently with the brother of Boyd Siegel, Dr. Joseph Siegel, who occupies said building for his practice. Mr. Porter stated that the lease is all ready for execution as per conversation with Boyd Siegel as soon as Dr. Siegel re- locates. Meeting recessed, Meeting reconvened at. 11:13 a.m. for the purpose of opening bids for the furnishing and delivering of coal for heating the Washington County Courthouse, County Jail, and the Washington County Home and Hospital for Men for the 1971-1972 season. Mr. Whalen: Mr. Chairman, no bids have been received for coal Moved by Mr. Capano, seconded by Mr. Mazza, authorizing the County Commissioners to re -advertise for bids for the furnishing and delivering of coal for heat- ing the Washington County Courthouse, County Jail, and the Washington County Home and Hospital for Men for the 1971-1972 season. Said bids will be received in the Office of the County Controller until 11:00 a.m., Local Prevailing Time, Thursday, July 22, 1971, and opened immediately thereafter in the Office of the County Commissioners.
