BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. #175 Office of the County Commissioners Washington, Pa. , July 15, 1971 The Board of County Commissioners met in regular session in the Office of the County Commissioners with the following members being present: Commissioners Capano and Flynn. Absent being: County Commissioner Mazza. Also present being: Chief Clerk Murphy; County Solicitor Porter; Reporter Roule of The Monongahela Publishing Company; Reporter Robertson of The Observer - Reporter; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Mazza - =-Absent; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. #174, each Commissioner having received a copy. Moved by Mr. Capano, seconded by Mr. Flynn, that Minute No. #174 be approved, as read. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports -None Old Business - None Correspondence: Moved by Mr. Capano, seconded by Mr. Flynn, that the sum of $450. 00 be made payable to Donald E. York, MAI, for the appraisal of commercial property in Washington County. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Budget Item; Moved by Mr. Capano, seconded by Mr. Flynn, that the sum of $8000. 00;be approved for the Washington County Court Law Library against the 1971 budget. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of July 7, 1971, from Mrs. 1 MINUTE BOOK 573 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEYEC, JOHN MAZZA, COMMISSIONERS E C Shirley Pierchalski, Secretary - North Strabane Township Board of Supervisors, which thanked the Washington County Commissioners for their allocation of $7, 512. 11 which represented additional Liquid Fuels appropriation. Chief Clerk read County MH/MR Memorandum No. 44- Supplement No. 1, from Joseph Adlestein, M. D. - Deputy Secretary for Mental Health and Mental Retar- dation, Subject - County MH/MR Personnel Action Plan, which stated that the date for State-wide implementation will be delayed. Memorandum stated that after July 1, 1971, once a county's personnel action plan has been approved by the Department, they can immediately begin to operate with it. Memorandum further stated that by October 1, 1971, all county units must submit Personnel Action Plans, as defined in County MH/ Memorandum No. 44, to the Department's Regional Offices; they will be approved by January 1, 1972, for implementation at that time. Chief Clerk read correspondence under date of July 8, 1971, from Elliott Bianchi, President - Monessen Public Library, which thanked the County Com- missioners for the $1000. 00 allocation which was made recently. Chief Clerk read correspondence under date of July 14, 1971, from Miss Louise Abel, Director of Child Welfare Services, which was in reference to Robert McGlumphy. Correspondence reviewed the case history of Mr. McGlumphy since his childhood. Letter stated that due to the fact that an opening will not be avail- able until fall at the Western State School and Hospital, and opening is available at the St. Francis Hospital, Pittsburgh, for a fee of $50. 00 per day until his placement at Western State. Correspondence requested the County Commissioners intervention into this matter to help speed up Robert's placement at Western State School and Hospital. Mr. Flynn: I Would suggest that the Chief Clerk send a letter to the Western State & Hospital in reference to Robert McGlumphy. Mr. Capano: I think we should get in touch with one of our Legislators or maybe we should resort to a Court Order in reference to Robert McGlumphy. New Business: Moved by Mr. Capano, seconded by Mr. Flynn, authorizing the sum of $300, 000. 00 from the General Fund Account to be invested in a Certificate of Deposit for ninety (90) days at the Pittsburgh National Bank; and, also, authorizing the sum =of $300,000. 00 from the General Fund Account to be invested in a Certificate of Deposit for thirty (30) days at the Pittsburgh National Bank; said action based on the recommenda- tion of Deputy Controller Whalen. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. 574 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. $EVEC, JOHN MAZZA, COMMISSIONERS Solicitor: Motion carried unanimously. Solicitor Porter requested authorization from the Board to prepare a Lease with the Washington County Cadet Squadron #1406 for an area of ten (10) acres in the northeast portion of the Washington County Airport property for their training purposes. Mr. Porter explained a nominal fee would result and the term of the Lease is to be for twenty (20) years, however, terminable on six months written notice by either party. Moved by Mr. Capano, seconded by Mr. Flynn, that the County Solicitor, William Porter, be directed and is hereby authorized to prepare said Lease as per above with the understanding that said action be cleared with Mr. Jack Piatt first. Tax Refunds: Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously.. County Solicitor Porter presented two (2) Tax Refunds to the Board for their consideration and approval. Moved by Mr. Capano, seconded by Mr. Flynn, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either dupes lication or overpayment of real estate tax; said refund having been approved by the County Solicitor. 1. In re: Hamilton, J. Clyde & Shirley M. 144 Friar Lane, McMurray, Pa. Peters Township Request.for refund made in re the above -captioned taxpayer. County tax in the amount of $111.75 net was paid in duplicate on July 1, 1971, making a refund due in the amount of $11 L 7 5 to Dollar Savings Bank, 4th & Smithfield, Pittsburgh, Penn- sylvania 15230. P 2. In re: Baer, Robert E. & Barbara A. Peters Township Request for refund made in re the above -captioned taxpayer. County tax in the amount of $102. 60 net was paid in duplicate on July 1, 1971, making a refund due in the amount of $102. 60 to Dollar Savings Bank, 4th & Smithfield, Pittsburgh, Penn- sylvania 15230. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Capano, seconded by Mr. Flynn, authorizing the sum of $25, 000. 00 representing final settlement of the Lee Romanetti property, C-12, Cross Creek County Park; said check to be made payable to Robert L. Ceisler, Esquire. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Porter presented an Agreement between the County of Washington and Lee Romanetti, R. D. #2, Avella, Pennsylvania, for the consideration and the approval of the Board. Said Lease is in conjunction with the Department of Parks and Recreation. Moved by Mr. Capano, seconded by Mr. Flynn, authorizing the Wash- ington County Commissioners to enter into a_ Lease Agreement with Lee Romanetti, R. #2, Avella, Pennsylvania, for a tract of land owned by the County to be leased to Mr. Romanetti for farming operations. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Porter read correspondence under date of July 13, 1971 from Ned H. Stokes, P. E. - Chief Mechanical Engineer for Carl G. Baker and Associ- ates, which was in reference to the Washington County Home for Aged Men Boiler Plant. Correspondence recommended that a coal-fired boiler which has been in existence for 49 years be removed and a new Bryan Boiler be installed as the main unit at the esti- mated cost of $16, 000. 00. County Solicitor Porter recommended to the Board that due to the emergency situation which exists with winter only a few months away, that the Board is in order to bypass competitive bidding and authorize the purchase of the Bryan Boiler, Moved by Mr. Capano, seconded by Mr. Flynn, that due to the emer- gency situation which exists, that the Washington County Commissioners authorize the purchase & installation of a new Bryan Boiler at the Washington County Home & Hospital for Men at the estimated cost of $16, 000. 00; said action based on the recommendation of Carl G. Baker and Associates and the County Solicitor. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Porter presented a Petition for Approval of Purchase MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS of Real Estate, Washington County, by the Board of County Commissioners for the consideration and approval of the Board. Said Petition was submitted by Robert L. Ceisler, Esquire, for the acquisition of real estate of Calvin Franks and Mildred Franks, his wife, in Nottingham Township, Washington County, Pennsylvania, for the Mingo Creek Expansion program - Parcel No. 20. Moved by Mr. Capano, seconded by Mr. Flynn, authorizing the Washington County Commisioners to execute the Petition as per above and that the Chairman of the Board, Michael R. Flynn, be authorized to execute said Petition; said action based on the recommendation of the County Solicitor. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Porter presented a Lease between A. Boyd Siegel - Agent of Washington, Pennsylvania, and the County of Washington for the consideration and approval of the Board. Said Lease is for the sum of $1250. 00 per month for the entire second floor of the office building at 21 East Wheeling Street, Washington, Pennsyl consisting of 25 rooms. Said lease is for the operation of the Washington -Greene County Mental Health/Mental Retardation Clinic. Moved by Mr. Capano, seconded by Mr. Flynn, authorizing the execution of the Lease between A. Boyd Siegel and the County of Washington effective as of the first of August, 1971, as per above with$ae understanding that an inspection will be made immediately before the effective date of the Lease to be certain iffiat everything is ready and available for occupancy and if not, the payment of rent will be withheld. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Note: County Solicitor Porter stated that the above lease will cancel all other exist- ing leases. Mr. Merdian entered the meeting. Meeting recessed. Meeting reconvened at 11:11 a, m, for the purpose of opening bids for the Screening of nine (9) windows for the Washington County Juvenile Detention Home. Deputy Controller Whalen opened and read the following bid: 1. Moved by Mr. Capano, seconded by Mr. Flynn, that the above bid be tabled until a further tabulation can be made by the Solicitor and all concerned. Bid to be awarded or rejected on Thursday, July 22, 1971, at 10:00 a.m. or shortly there- after. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman read correspondence under the date of July 13, 1971, from Robert G. Wilson, Executive Director of the Wheeling Creek Watershed Commission, which stated that their records indicate a total contribution of $150, 000. 00 was pledged by the Washington County Commissioners and completed at June 30, 1971. Correspond- ence requested confirmation by the Washington County Commissioners in the space pro- vided on the letter. Moved by Mr. Capano, seconded by Mr. Flynn, authorizing the Chair- man of the Board, Michael R. Flynn, to sign and execute the form submitted by Robert G. Wilson, Executive Director of the Wheeling Creek Watershed Commission, repre ing confirmation that the Washington County Commissioners have completed their $150, 000.00 contribution to said Commission.
