BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. # 17 6 Office of the County Commissioners Washington, Pa., July 22, 1971 The Board of County Commissioners met in a regular session with the follow- ing members being present: Commissioners Capano and Flynn. Absent being Com- missioner Mazza. Also present being: Chief Clerk Murphy; Reporter Roule of the Monongahela Publishing Company; Reporter Robertson of the Observer - Reporter; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Mazza - Absent; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No, #175, each Commissioner having received a copy. Moved by Mr. Capano, seconded by Mr. Flynn, that Minute No, # 17 5 be appr ed, as read. Roll Call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports - Pat Huber: Summer Intern Program Moved by Mr. Capano, seconded by Mr. Flynn, authorizing the payment of $7 50. 00 to the Southwestern Pennsylvania Economic Development Program District which represents Washington County's participation in the Summer Intern Program undertaken in cooperation with SPEDD; said payment payable from the Planning Com- mission Account. Remarks: Pat Huber: The above amount covers the expense of the two (2) additional interns that participate in said program. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: Moved by Mr. Capano, seconded by Mr. Flynn, that the contract for the Screening of Nine (9) Windows for the Washington County Juvenile Detention Home be awarded to GANDY INTERVAL, 495 Duncan Avenue, Washington, Pennsylvania 15301, L MINUTE BOOK 5`709 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS for the amount set forth in his bid - $3950.00; this being the lowest and only responsible bid received in accordance with specifications. Said action based on the recommendation of the County Solicitor. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Correspondence - Mr. Murphy Chief Clerk informed the Board of the following checks which were re- ceived and deposited: (a) Check in the amount of $5877.00 from the Department of Public Wel- fare for the Mon Valley United Health Services - Contract #21-157-0. (b) Check in the amount of $4571.05 from the Department of Public Wel- fare for the Washington Day Care Center - Contract #687. (c) Check in the amount of $8330. 00 from Department of Justice of Juve- nile Court Probation Services. (d) Check in the amount of $2147.00 from the Department of Justice for Counselor at Washington County Jail - Second Draw - Application No. SW-A-041-69. Chief Clerk read correspondence under date. of July 15, 1971, from Charles F. Rinkevich, Executive Director of the Governor's Justice Commission awarded a subgrant in the amount of $33, 768. 00 for the physical upgrading of the County Jail -#SW- A-062-70. Correspondence stated that said check shauld be forwarded within the next four weeks. Moved by Mr. Capano, seconded by Mr. Flynn, authorizing the payment of,the bill in the amount of $25.37 to George R. Kemp & Associates; Inc, for professional services rendered for period ending June, 1971, for Mingo Creek County Park - Job No. 70-507; payable from the Commonwealth Conservation Account. Said bill approved by Michael George, Director of the Department of Parks and Recreation. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Capano, seconded by Mr. Flynn, approving the sum of $9000.00 which represents the difference between the amount already paid and the agreed settlement on the James Wilson property - C-11- Cross Creek County Park; said amount payable from the Parks and Recreation Account and approved by Michael George, Director of the Department of Parks and Recreation. Roll call vote taken: Mr. Capano -Yes; Mr. Flynn -Yes. Motion carried unanimously. 580 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr.- Capano, seconded by Mr. Flynn, approving the sum of $4273.00 to the Southwestern Pennsylvania Regional Planning Commission representing the third allocation to said Commission for 1971. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of July 14, 1971, from Samuel L. Bedogne, Borough Secretary for New Eagle Borough, which stated that said Bor- ough would like to be placed on record as opposing a request to permit strip mining in Mingo Creek County Park if it were going to impair the beauty of said Park. Cor- respondence stated that if the mining were to take place in some of the isolated areas of said Park, Council would have no objection to the mining operations. Mr. Flynn: The Commissioners are also on record opposing the strip mining in Mingo Creek County Park. May I suggest that the Chief Clerk acknowledge the above letter. Solicitor: County Commissioner Capano acting.on behalf of County Solicitor Porter County Commissioner Capano presented five (5) tax refunds for the Board for their consideration and approval. Moved by Mr. Capano, seconded by Mr. Flynn, that the Tax Asses Office be authorized to prepare the following tax refunds due to either duplication or over- payment of real estate tax; said refunds having been approved by the County Solicitor. 1. In re: Ours, James (former owner: Welsch, Carl) North Strabane Township, 1970 Tax. Request for refund has been made in re above -captioned taxpayer. Taxe,, totaling $17. 10 were paid in duplicate on August 4, 1970 and August 7, 1970, by former and present owners, making a refund due in the amount of $17. 10 to JAMES OURS, R. D. #2, Box 220A, Eighty Four, Pennsyl- vania. 15330 2. In re: Hahn Motor Sales & Service Inc. South Strabane Township Upon auditing the 1971 South Strabane Township tax duplicate an over -pay ment was found on the above -captioned account. Tax in the amount of $955. 89 net was paid on June 1, 1971. Tax Adjustment No. 421 reduced assessed valuation to $48, 645.00 and net tax to $831. 83, making a refund of $124.06 due to HAHN MOTOR SALES & SERVICE, INC., 131 Murtland Avenue, Washington, Pennsylvania, 15301. 3. In re: Bentz, Paul J. & Ruth E. South Strabane Township Upon auditing the 1971 South Strabane Township tax duplicate an over -pay ment was found on the above -captioned account. Tax in the amount of $573. 53 net was paid on assessed -valuation of $33, 540, 00 on June 29, 197 Tax Adjustment, -No. 3015 reduced assessed valuation to $32, 260.00 and net tax to $551. 65 and this amount was also paid on June 29, 1971. The latter amount is the correct amount of tax, making a refund due in the amount of $573. 53 to FIRST FEDERAL SAVINGS & LOAN ASSOCIATION, 242 E. Main Street, Carnegie, Pennsylvania 15106, 4. In re: Zugaro, Amerigo Jr. & Angelina Monongahela 2nd Ward. Upon auditing the 1971 Monongahela 2nd Ward Tax Duplicate, the tax assessed in the name of Zugaro, Amerigo Jr. & Angelina was paid in error. Tax notice was mailed to First Federal Savings & Loan Assn of Monongahela and paid by them on July- 1, 1971. County Commissioner Minute No. 170 dated June 10, 1971, granted 10016 tax exemption to Mr. Zugaro, thus making a refund due in the amount of $66. 60 to FIRST FED- ERAL SAVINGS & LOAN ASS'N OF MONONGAHELA, West Main Street, Monongahela, Pennsylvania 15063. 5. Flynn, to execute the Lease Agreement be- tween the County of Washington and the Washington County Cadet Squadron #1406, for a term of twenty years commencing on the first day of August, 1971, and ending on 31st day of July, 1991, for a total rent of $20.00 for a tract of land containing ten acres more or less situate in the Northeast area of the Washington County Airport Property, ,South Franklin Township, Washington County, Pennsylvania, the exact area and location to be as, designated from time to time by the County Commissioners and as agreed to by the tenant; said lease.to be used for aviation training purposes. Said Lease Agreement approved by the County_ Solicitor. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Meeting recessed. Meeting reconveved at 11:10 a.m. for the purpose of opening bids for the furnishing and delivering of coal for heating the Washington County Court House, Jail, and the Washington County Home and Hospital for Men, Washington, sylvania, for the 1971-1972 season. Deputy Controller Whalen opened and read the following bid: 1. Name of Bidder: Address: W Amount of Bid: Certified check in the amount of $1122.22 accompanied bid.
