BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. #178 Office of the County Commissione Washington, Pa., August 5, 1971 The Board of County Commissioners met in regular session with the f members being present: Commissioners Capano, Mazza and Flynn, Also present being: Chief Clerk Murphy; County Solicitor Porter; Deputy Controller Whalen; Reporter Roule of Tie Monongahela Publishing Company; Reporter Budinger of The Observer - Reporter; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No #177, each Commissioner having received a copy. Moved by Mr. Capano, seconded by Mr. Mazza, that Minute No. #177 be ap- proved, as read. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports - None Old Business - None Correspondence - Mr. Murphy Chief Clerk informed the Board oU the receipt of a check in the amount of $960.00 comprising State Grant funds for a summer orientation experience in conjunction with the Juvenile Probation Department. Magisterial District #13: Chief Clerk read correspondence under date of August 3, 1971, from Gene P. Amanati, Realtor, which stated that a building owned by Mr. Jack Bellotti, 575 Locust Avenue, Washington, Pennsylvania, has been located and agreed upon by same for use as a Magisterial Office. The building is a one (1) story structure located at 2403 Jefferson Avenue Extension, Canton Township and is in the area designated by the Court. The monthly rental is agreed upon for $250. 00 per month and Mr. Bellotti has agreed to comply with all specifications set forth by the County. Correspondence further stated that if said location is approved by the County Commissioners, Mr. Bellotti will immediately start remodeling and occupancy given to the County on or before October, 1971. { 592 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Capano, seconded by Mr. Mazza, approving the leasing of the above said building and also authorizing the County Solicitor to prepare the lease as per above for Magisterial District #13 - Albert Ferralli in accordance with the County's established policy. Remarks: Mr. Capano: The above lease will be for a four-year term until the expiration of the tenure of office. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Jack Merdian entered the meeting. Chief Clerk read correspondence under date of August 3, 1971, Carl G. Baker, AIA - Principal - Carl G. Baker and Associates, Re: Washington Count Courthouse Complex Renovations. Correspondence submitted the work to be accomplish ed under a Contract for the approval of the Board including the following: (Scheme Thred) (a) Construct boiler room and stack in existing garage; (b) new gas boiler system for & three (3) out buildings including the Garage, Superintendent of Schools Building and the Engineer's Building; (c) remove and replace all existing windows and frames in the two (2) courtrooms; (A) replace all remaining existing windows with new windows and fram throughout the entire Courthouse; (e) heat and cool the Courthouse with a damper control gas system; and (f) electrical equipment room. Correspondence stated that the total mated Construction Cost is $492, 380. 00. Moved by Mr. Capano, seconded by Mr. Mazza, authorizing Carl G. Baker and Associates to prepare the final plans and specifications and construction documents for the work as described above and to draft the necessary contract subject to the approval of the Washington County Commissioners. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of July 27, 1971, from Wayne Edmonds, Director of MH / MR Services - Centerville Clinic, which stated that the proposed budget for 1971-1972 has a total cost of $361, 918.00. If approved, the eligible County -State participation would be $276, 272. 00 or 76% of the total budget. Cen- terville Clinic will have to come up with $85, 646. 00 or 23% of the total budget. Correspondence stated that this is the highest collection rate for an out -patient clinic in the state of Pennsylvania yet the present state policy gives no in- centive for this, for these funds only reduce the State -County participation, not the Clinic'. Correspondence requested the Commissioners' careful consideration for the Clinic's finan cial difficulties. Mr. Flynn: The Commissioners will acknowledge receipt of the above letter and take it under consideration with the' R, Board. Chief Clerk read correspondence under date of July 29, 1971, from C. G. Cowieson, Washington County Chapter P. A. R. C. Board member and Washington - Greene MH/MR Board member, which requested the Commissioner's consideration in pro curing funds for two (2) twelve passenger bus type vans for transportation of retarded children in the Washington County area. Correspondence stated that said request is being made through the Washington County MH/MR monies because the State will not purchase rolling stock -they will pay salaries for bus drivers and an allowance for maintenance. Moved by Mr. Capano, seconded by Mr. Mazza, authorizing the County Commissioners to advertise for bids for the two (2) twelve passenger bus type vans with the understanding that said,va,n.s will be turned over to the Washington County Chapter P. A. R. C.; said funds to be drawn from the Washington- Greene MH/MR Account. Said bids to be received in the Office of the County Controller until 11:00 a. m.. , Local Prevail- ing Time, Thursday, September 2, 1971, and opened immediately thereafter in the Office of the County Commissioners. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Capano, seconded by Mr. Mazza, that George Messerotes, Chief Sealer of Weights and Measures, and Carl Archer, Assistant Sealer, be authorized to attend the 56th Conference of the Pennsylvania Association of Weights and Measures the week of September 13, 1971, with an advance of $175.00 for each gentleman to attend said conference to cover expenses. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of July 30, 1971, from Eugene Tenaglia, Bridge Engineer, which stated that the general reconstruction cost for the Burgettstown By -Pass which involves the Raccoon Creek -Center Avenue Bridge #21 15 4 MINUTE BoOX BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS will be approximately $27, 000. 00 payable in three installmehts of $9000.00 to the Penn- sylvania Department of Transporation. Correspondence stated that the first payment be due on July 1, 1972, and that drawings will be made available at a later date. Moved by Mr. Capano, seconded by Mr. Mazza, that the Washingt County Commissioners approve the sum of $27, 000.00 to be payable in three installm of $9000.00 to the Pennsylvania Department of Transportation, for the reconstruction of the Burgettstown By -Pass which involves the Raccoon Creek -Center Avenue Bridge #21. Chief Clerk read correspondence under date of August 2, 1971, fro Deputy Controller Whalen, which recommended the conversion of the present Burroughs equipment in the Controller's Office to the Burroughs L5000 Mini -Computer System. Two of the new units would replace the four units now in use. Correspondence stated that the total cost of the conversion including trade-in of the present equipment would be $41, 587. 56 with a projected delivery time of four months from the time of order. Correspondence stated that if the order could be placed at this time, delivery could be anticipated about December 1, 1971, which would allow ample time to install the new system effective January 1, 1972. Moved by Mr. Mazza, seconded by Mr. Capano, approving the ing into of an Agreement for the purchase of Magnetic Tape Equipment for the Contr Office at the total cost including trade-in of $41, 587. 56; said expenditure to be a 1972 Capital Improvements item. Chief Clerk read correspondence under date of July 30, 1971, from Assistant Attorney General Guy S. Mamolito, directed to Stephen I. Richman, Esquire, Re: County of Washington, Washingtori Park, Inc., Washington Mall Shopping Center - Oak Springs Road, U.S. Route 19 Intersection - Agreement, which acknowledged re- ceipt of the eight (8) copies of said Agreement to the Commonwealth for execution. respondence stated that insofar as the matter of the County Commissioner who signed the agreement being deceased, the Assistant Attorney General's Office is of the opinion that thi s should not alter the obligations of the County; however, after the agreement is executed by the Commonwealth, perhaps the Commissioners will reaffirm the agreemen VINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Chief Clerk read correspondence under date of July 30, 1971, from Rodney Torbic, Regional Director - Southwest. - Governor's Justice Commission, direct to Joseph Feconda, which forwarded the approved Contract for physical improvements to the Washington County, Prison, Correspondence.requested that due to Mr. Feconda's re- signing, the Governor's Justice Commission would like to be notified of the new Project Director and if he is familiar with the financial recording system required by said Com- mission in relation to this project. Mr. Murphy: Mr. Roupe was in to see me prior to the meeting. He has all of the neces- sary forms executed in reference to said grant ready to be sent in. 1 will draft a letter advising the Governor's Justice Commission of our new Project Director - James O. Chief Clerk read correspondence from Mrs. Charlotte K. Lane, Executive Director of the Washington -Greene County Tourist Promotion Agency, which extended an invitation to attend the first annual Miss Meadowcroft Contest to be held on August 7, 1971 at 2:00 p.m. on the village green in Meadowcroft, located three miles west of Avella. Chief Clerk read correspondence under date of July 28, 1971, from Tom Staff, Public Relations -, Mon Valley Chapter - Society for the Preservation and Encouragement of Barber Shop Quartet Singing in America, which expressed thanks to the Commissioners for making the Mingo Creek County Park such a beautiful and safe place to have a picnic. Correspondence also extended admiration for the Park Police for the great job that they are doing in Mingo Creek County Park. New Business: Authorization to Advertise: Moved by Mr. Capano, seconded by Mr. Mazza, authorizing the County Com- missioners to advertise for bids for (a) Printing and delivering to the Election Department the necessary ballots and election supplies for the conduct of the Municipal Election; (b) Printing and delivering to the Election Department the necessary election supplies requir- ed for the conduct of the Municipal Election; and (c) Delivering of the ballot boxes with the election supplies to the Judges of Elections for approximately 204 precincts. Solicitor: Mr. Porter Tax Refunds: County Solicitor Porter presented the following four (4) Tax Refunds to the Board for their consideration and approval. Moved by Mr. Capano, seconded by Mr. Mazza, that the Tax Asse - ment Office be authorized to prepare the following tax refunds due to either duplication or overpayment of real estate tax; said refunds having been approved by the County Solic itor. 1. Re: Charmely, Pat & Evelyn East Washington Borough Request for refund has been made re the above -captioned taxpayer for duplicate payment of 1971 county tax. Tax in the amount of $104. 14 net was paid on July 1, 1971 by First Federal Savings &a Association of Washington. Payment was duplicated on August 2, 1971, by Pat & Evelyn Charmely, making a refund due in the anou of $104. 14 to PAT & EVELYN CHARMELY, 1802 The Circle, WaE ington, Pennsylvania. 15301. 2. Re: Supbnski, Alex M. & Rose Canonsburg 1st Ward Request for refund has been made in re the above -captioned taxpay- er for overpayment of 1971 county tax. Tax in the amount of $129, net was paid on assessed valuation of $7550.00 on July 1, 1971. W. ) South Strabane Township An audit of the 1971 South Strabane Township tax duplicate shows that an overpayment was made on the account of Wagers, John L.
