Washington, Pa., August 12, 1971
The Board of County Commissioners met in regular session with
following members being present: Commissioners Capano, and Mazza. Also present bein
Chief Clerk Murphy; County Solicitor Porter; Mr. John Anthony, Executive Director, Wa -
ington County Planning Commission;; Reporter Roule of the Monongahela Publishing Com-
pany; Reporter Budinger of the Observer -Reporter; and Public Information Officer Huber.
Absent being: Commissioner Flynn who is on vacation.
Appointment of Acting Chairman:

Moved by Mr. Mazza, seconded by Mr. Capano, appointing Mr. Ca-
pano as Acting Chairman of the Board due to the absence of Commissioner Flynn.

Acting Chairman asked if there were any corrections, additions, or
omissions to Minute No. #178, each Commissioner having received a copy.

Reports: Mr. John Anthony - Re: Phase III of the Comprehensive Planning
Application.
Mr. Anthony reported on the progress of the County Comprehensive Plan and asked for
permission from the Commissioners to submit an application for grants for the develop-
ment of phase III of the plan.
Moved by Mr. Mazza, seconded by Mr. Capano, that the Commiss-
ioners comply with Mr. Anthony's request to submit an application for grants for Phase III
of the County Comprehensive Plan.

Mr. Mazza made note that the SPRPC has been working on this for about
a year and plans are being developed up unto the year 2000.

Authorization to pay bills:
Moved by Mr. Mazza, seconded by Mr. Capano, that the following bills
be paid:
1. Gene P. Amanati, Real Estate Appraiser and Counselor -
Appraisal of seven (7) commercial properties in Charleroi,
Washington County. Bill in the amount of $600.00 is hereby
approved. Bill under date of August 9, 1971.
2, Redevelopment Authority of the County of Washington -
Relocation activities completed under contract dated April
9, 1970 (Contract No. 3). Bill in the amount of $1, 670. 15 is
hereby approved. Bill under date of July 12, 1971 and ap-
proved by Michael George.
3. Carl G. Baker & Associates - Recommendation for Payment.
Contractor: Carl J. Bonidie, Inc. 92 Loretta Street, Bethel
Park, Pa. 15102. Project: Washington County Home for
Aged Women. Contract No. 1-HVAC--Estimate No. 1. Date
of Contractor's Estimate - 7 /30 /71. Total amount due Con-
tractor for this estimate: $6, 093.00.

Resolution
Moved by Mr. Mazza, seconded by Mr. Capano, that the following
Resolution be adopted:
Resolution
WHEREAS, the Legislature by the enactment of Act No. 31 of 1971,
effective July 9, 1971, required the Pennsylvania Department of Property and Supplies
to allow counties and other local governments to participate voluntarily in or purchase
of purchase contracts for materials, supplies, and equipment entered into by the Common-
wealth, and
WHEREAS, extending the vast purchasing power of the Commonwealthto
local governments would result in savings or public funds,
NOW, THEREFORE, BE IT RESOLVED that the Board of County Com-
missioners of Washington County does hereby request that the Pennsylvania Department
of Property and Supplies authorize the County of Washington to participate in such pur-
chases, and
BE IT FURTHER RESOLVED that the County of Washington will agree t
be bound by such terms and conditions as the Department may prescribe and that it will be
responsible for payment directly to the vendor under each contract.

Chief Clerk read correspondence under date of August 5, 1971,
from R. M. Davis, State Conservationist, United States Department of Agriculture,
Soil Conservation Service, stating that Public Law 91-646, "Uniform Relocation Assis-
tance and Real Property Acquisition Policies Act of 1971, "became effective January
2, 1971, Said correspondence furiker stated a paragraph that must be added to the
Harmon Creek Supplimental Watershed Work Plan Agreement No. 1, which was signed
June 3, 1971 in order to comply with the Act. Mr. Davis requested that each sponsor
provide them with written concurrence. for inclusion of said paragraph in Supplemental
Watershed Work Plan Agreement No. 1.
Moved by.Mr, Mazza, seconded by Mr. Capano, that a resolu-
tion be adopted authorizing the additon of said clause (or paragraph) to the Harmon
Creek Supplemental Watershed Work Plan Agreement No. 1.

9, 1971, from J. Terrell Whitsitt, Regional Manpower Administrator, stating that a
briefing meeting of State, City and County officials with responsibility for partic
of their jurisdiction iA the ergency employment act, will be held in the ballroom of
the Holiday Inn, 18th and Market Street, Philadelphia, on August 13, 10 a.m- to 4 p, m

two copies of a letter dated August 3, 1971, from the Commonwealth of Pennsylvania,
Department of Labor and Industry, Boiler Division, approving the final 'plans, for the
New Boiler the Washington County Home for Aged Men.

Acting Chairman Capano presented two (2) Performance Evaluation Reports for Sandra L.
Moyer, Psychiatric Nurse 1, and Mary J. Drewitz, Psychological Services Associate 1 tc
be signed and approved by the Chairman of the Board.
Moved by Mr. Mazza, seconded by Mr. Capano, approving the above
mentioned Performance Evaluation Reports, which are to be signed by the Chairman of
Board, in this case the Acting Chairman of the Board.
Also included in this motion is that the Acting Chairman of the Board
be authorized to sign a request for an- Inter -agency Transfer for Stanton Marlan, Psycho-
logical Services Associate II, from his present place of employment to the Washington -
Greene Co. Mental Health --Mental Retardation Program, - 21 East Wheeling Street, Wash-
ington, Pa.

Chief Clerk read correspondence under date of August 9, 1971, from
J. C. Hilty, President, Suburban Lines, Inc., stating that Suburban Lines, Inc, has been
providing the bus service between Washington Pa. and Pittsburgh, Pa. for the past 9 years
When South Hills Village was opened, P. A. T. extended their routes to include South Hills
Village which is Suburban Lines territory. Under the law of the PUC this is illegal, but
P. A. T. is an authority and Suburban Lines could.not afford the cost to take legal action,
nothing was done. As a result, Suburban Lines lost about $100, 000 a year in revenues ant'
the people in the Washington area lost ten round trips of service per day. Mr. Hilty stated
that if the cost of operations continues to rise at the same rate as it has in the past and if
the P. A. T. Skybus is built to South Hills Village, the transporation service that Suburban
Lines is now providing will be seriously affected.
Chief Clerk read correspondence under date of July 29, 1971, from
Charles R. Bugbee, Executive Director, The Boy's Home, stating that at their July meet-
ing, the Board of Directors of the Boys' Industrial Home of Western Pennsylvania estab-
lished a new rate to effective during their next fiscal year, October 1, 1971 through Septem
ber 30, 1972. Correspondence further stated that the new rate will be $550.00 per month
and $18.3 5 per day for partial months, and will be effective October 1, 1971.
Moved by Mr. Mazza, seconded by Mr. Capano, that the Chief Clerk be
authorized to reply and state that Washington County's budget for the fiscal year has alre
been adopted and therefore it will be impossible for us to comply with these rates.

Reaffirmation of Agreement:
(as per the request of Assistant Attorney General Guy S. Mamolito - Per Minute NO. 178
dated August 5, 1971)
Moved by Mr. Mazza, seconded by Mr. Capano, that the :Washington
County Commissioners reaffirm the Agreement between the Department of Transporation,
County of Washington, Washington Park Inc. and Washington Mall Shopping Center for
Spring Road, U. S. Route 1.9 'Intersection.
