Office of the County Commissioners
Washington, Pa., September 16, 1971
The Board of County Commissioners met in regular session with the following
members being present: Commissioners Capano, Mazza, and Flynn. Also present being:
Chief Clerk Murphy; County Solicitor Porter; Mr. Michael George, Director, Department of
Parks and Recreation; Mr. Sam Congie, Recreation Supervisor for the Department of Parks
and Recreation; Reporter Robertson of the Observer -Reporter; Reporter Roule of the Monon-
gahela Publishing Company; and Public Information Officer Huber.
Meeting called to order by Chairman and roll call taken:
Mr. Capano - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions to
Minute No. 182, each Commissioner having received a copy.
Moved by Mr. Capano, seconded by Mr. Mazza, that Minute No. 182 be
approved, as read.
Roll call vote taken:
Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Special Order of Business:
Chairman stated that regular order of business would be dispensed with in
order that Mr. Michael George, Director of the Department of Parks and Recreation and
Mr. Sam Congie, Recreation Supervisor for the Department could make their presentations
to the Board.
Mr. George stated that recently Federal and State funds have been approved for
a proposed expansion of 1100 acres in Mingo Creek County Park. He then presented a land
acquisition and development map to the Board in conjunction with his presentation. Said map
designated the different areas of the park and what they would be used for, such as where the
proposed golf course would be located, the swimming pool, winter sports area, etc... The
County would be required to come up with 20% of the cost of the project. Mr. Mazza inquired
about the water situation in Mingo and Mr. George stated that temporary wells would be
drilled until water could be brought in from another source.
Mr. Merdian entered the meeting.
Mr. Congie, Recreation Supervisor of the Parks Dept. reported that the
activities scheduled for the park this summer went very well with the average attendance
being 100 per evening and many times more. Mr. Congie presented a list of some of the

activities held such as fireworks, concerts, hikes, etc... and also stated that a various
number of things were being planned for the months to come. A chart showing the increase
in attendance from the year 1969 to the present was also presented to the Board by Mr. George.
Mr. George and Mr. Congie left the meeting,

Chief Clerk read a telegram under date of September 16, 1971, from J. Shane
Creamer, Attorney General, informing the Commissioners that at the request of Judge
Alfred Luongo, U. S. District Court, a hearing will be held on Thursday, Sept. 16, 1971, at
2:00 p.m. in Courtroom 9, Federal Court House, Philadelphia, Pa., the purpose of the
hearing to decide whether a temporary restraining order shall be issued requiring registra-
tion officers to register students and if such an order is issued - the amount of financial
security to be posted,
Chief Clerk informed the Board of a check in the amount of $3, 531. 32 for the
Washington Day Care Center, Contract #687,
Chief Clerk read correspondence under date of September 8, 1971, from Mrs.
Joan W. Owens, Executive Director, Washington -Greene Community Action Corporation,
requesting payment of the fourth payment of the 1971 grant for the Protective Services Program
in the amount of $7, 204. 25.
Chief Clerk read correspondence under date of September 14, 1971, from Edward
J. Woods, County Agricultural Agent, requesting an allotment of $5, 000. 00.
Moved by Mr. Capano, seconded by Mr. Mazza, that the above requests by
the Washington -Greene Community Action Corporation and Mr, Edward J. Woods, County
Agricultural Agent be approved.

Chief Clerk read correspondence under date of September 4, 1971, from
Clement D. Yancosek, Vice -President and Manager, Town Taxi, Inc., in reference to a
survey being conducted by County agencies into the local transportation situation and a
County -operated transportation program which is now in the planning stages. Mr. Yancosek
stated that Town Taxi was not included in the survey but volunteered their opinions to the
Office of the Aging by a letter of which a copy was enclosed. Mr. Yancosek furthered stated
the hope that local government will cooperate with them so that their vital service will
continue to be available to the public in the future.

Chief Clerk read correspondence under date of September 9, 1971, from R. M.
Davis, State Conservationist, in reference to the Operation and Maintenance Agreement
dated June 4, 1968, between the Washington County Commissioners and the Soil Conservation
Service relative to the operation and maintenance of site PA-479 in the Harmon Creek Water-
shed. They have been advised that an adequate vegetative cover has now been obtained on
this work of improvement, giving the Commissioners complete operation and maintenance
responsibility. Mr. Davis stated that in order to limit future O&M problems, he would
like to suggest that this site be posted and restricted in its use by the installation of gates
and barriers at the entrance to the site.
Chief Clerk read correspondence under date of September 9, 1971, from Mrs.
August Engelhardt, President, Library Board of Directors, Chartiers -Houston Community
4-brary, thanking the Commissioners for their contribution of $500. 00 which will supplement
their operating income and help them provide quality library service to the residents of
Chartiers Township and Houston Borough.
Chief Clerk read correspondence under date of September 8, 1971, from Charles
J. Gersna, Elementary Supervisor, Avella Area Schools, commending the Commissioners
for the fine programs held at Mingo Park this year. Mr. Gersna stated that he thinks the
outdoor films should be continued along with the upcoming outdoor education programs
planned for the 6th graders,
Chief Clerk read a memorandum under date of September 7, 1971, from Herman
M. Melitzer, Director, Bureau of Community Consultation - Aging, stating that the federally
funded Emergency Employment Act allocates funds for creation of jobs in 41 cities and
counties in Pennsylvania with population in excess of 75, 000, Mr. Melitzer stated that the
Commissioners must make every effort and use the means necessary to secure employment
opportunities for the older person, either full or part time as many older people have the
skills or could learn what ever is required for the job.
Chief Clerk read correspondence under date of September 9, 1971, directed to
the President Judge of each Judicial District of Pennsylvania from A. Evans Kephart, State
Court Administrator stating that voter registration should be conducted in locations other than
magisterial district offices due to the fact that the Supreme Court has determined that it
would be improper to use the magisterial offices or their personnel,
Chief Clerk read correspondence under date of September 1, 1971, from Daryl
Azorsky, Secretary, Washington County Magisterial Association, directed to President
Judge Charles Sweet thanking him for the opportunity to'attend the Institute on Courts of
Initial Jurisdiction at Penn State and also requesting that the County purchase 68 Purdons
for each Magisterial Office.

Chief Clerk read a memorandum under date of September 14, 1971, from F. D.
Whalen, Deputy County Controller, stating that due to procedural changes in the Magistrate's
system, it was necessary to arrange a school session with Deputy Administrator Spivak, Pa.
Supreme Court, for the Magistrates and their secretaries, to be held on Friday, October 1,
1971, at 10:00 A. M. at the Holiday Inn, Washington, with the expenses being nominal, limited
to the cost of the luncheon.
Moved by Mr. Capano, seconded by Mr. Mazza, approving the expenses, which
will be limited to the cost of the luncheon, for the above meeting to be held at the Holiday Inn,
Friday, October 1, 1971.

Motion carried unanimously.
Chief Clerk read a memorandum under date of September 13, 1971, from Judge
Sweet's Office, informing the Commissioners that Washington County will pay the costs for
the incarceration of Annette Gilly in the Greene County Jail --Greene County.
Moved by Mr. Capano, seconded by Mr. Mazza approving costs for the incar-
ceration of Annette Gilly in the Greene County Jail to be paid by Washington County.

Motion carried unanimously.
Solicitor: Mr. Porter
County Solicitor Porter reported that East Washington Borough has been
divided into two (2) precincts and will be submitted to Court for approval on October 4, 1971.
The dividing line follows the center line of South Wade Avenue to the intersection with East
Beau Street and then follows the center line of Beau to the borough line. All voters south of
the line will be in the first precinct and voters north of the line will be in the second precinct.
There will be 615 in one precinct and 594 in the other. Mr. Porter presented a Petition in
conjunction with the division directed to the Honorable Judges of the Court for the Commis-
sioners and the Chief Clerk to execute.
Moved by Mr. Capano, seconded by Mr. Mazza, approving the division of the
Borough of East Washington into two (2) voting precincts, and the execution of the Petition
by the Board of Commissioners and the Chief Clerk.

County Solicitor Porter presented to the Board a Project Agreement for Mingo
Creek Park Development to be signed by the Chairman of the Board and the Chief Clerk.
Moved by Mr. Capano, seconded by Mr. Mazza, that the above Project Agree-
ment be approved and executed by the Chairman of the Board and attested by the Chief Clerk.

Motion carried unanimously.
Appointment of Assistant County Solicitor:
Moved by Mr. Capano, seconded by Mr. Mazza, approving the appointment of
Howard F. Carson as Assistant County Solicitor at the bi-weekly rate of $202. 00 effective
September 20, 1971.

Tony Note as an Investigator in the Office of the Public Defender at the annual rate of $6300. 00,
effective September 20, 1971.

Mr. Jack Merdian of WJPA radio reported to Chairman Flynn that Dr. Lauda,
of the Peters Township School District had called him and asked him to convey the message
that Mrs. Hadlock, who is Chairman of the Women's Auxiliary to the Washington County
Medical Society and Assistant Director of the Washington County Drug Information Center, is
quite ill. Mrs. Hadlock is on a committee now conducting a survey to determine from the
Courts, the hospitals, and the local police the number of hard drug users that have been
arrested, convicted, hospitalized, etc... in the past year. This survey is to complete the
Alcohol and Drug application grant for the Crime Commission. Mr. Merdian requested, in
behalf of Dr. Lauda, that a director be appointed to fill Mrs. Hadlock's place so that the work
could continue without interruption.
Mr. Flynn stated that he could not give an answer right at this time.
Mr. Merdian also brought up the subject of the Nation's Bicentennial in 1976.
Correspondence was received from George H. Ebner, Executive Director of the Bicentennial
Commission of Pennsylvania (per minute No. #161, dated April 1, 1971) requesting that the

Commissioners designate someone to be responsible for Bicentennial planning within
Washington County. It was decided that Mrs. Charlotte Lane would act as the Liaison Agent
for the County.
Moved by Mr. Capano, seconded by Mr. Mazza, that Mrs. Charlotte Lane,
Executive Director of the Washington -Greene County Tourist Promotion Agency be appointed
as the Liaison Agent for Washington County to be responsible for Bicentennial. Planning
within the County for the Nation's Bicentennial in 1976.
