BEVEC, JOHN MAZZA, COMMISSIONERS 11 CJ Minute No. 184 Office of the County Commissioners Washington, Pa., September 23, 1971 The Board of County Commissioners met in regular session with the following members being present: Commissioners Capano, Mazza and Flynn. Also present being: County Solicitor Porter; Deputy Controller Whalen; Mr. Clay Graham - Land Acquisition Agent for County; Reporter Roule of The Monongahela Publishing Company; Reporter Roberts of The Observer -Reporter; and Public Information Officer Huber. Chairman made note that Chief Clerk Murphy was in Hershey, Pennsylvania, attending a Conference. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Mazza - Present; Mr. Flynn - Present Chairman asked if there were any corrections, additions, or omissions to Minute No. 183, each Commissioner having received a copy. as read. Moved by Mr. Mazza, seconded by Mr. Capano, that Minute No. 183 be approved, Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman requested that the regular order of business would be dispensed with in order that three representatives of the Peter Pan Program of the Washington County Chapter of the Pennsylvania Association of Retarded Children could make their presentation to the Board. The representatives stated that their problem was with the funding and employment of qualified personnel to keep said Program in operation. One of the representatives stated that Mr, John Fantz, Administrator of the Washington -Greene MH/MR Program has not to this date evaluated the Peter Pan Program. After a lengthy discussion was held on said problem, Chairman instructed Commissioner Capano, who is a member on the MH/MR Board, to notify Mr. Fantz before the next Board meeting to include the representatives of the Peter Pan Program on the agenda so that said problem can be taken under proper consideration by all concerned. Mr. Capano suggested that the representatives direct a letter to Mr. Fantz requesting an appearance before the MH/MR Board at their next Board meeting. Three representatives left the meeting. Old Business - None Reports - None Correspondence - Mr. Capano Commissioner Capano informed the Board of a check received from the Governor's Justice Commission in the amount of $33, 678. 00 which is for the plumbing, wiring and paving contracts at the Washington County Prison. l(EM01 ME BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Commissioner Capano informed the Board of Job Conference No. 1 - Boiler Plant Alterations, Washington County Home for Aged Women, Washington, Pennsylvania, Date of Job Conference - September 13, 1971. Job Conference reported on the work performed since the last Job Conference; the work proposed for the coming two weeks; and the general discus- sion. Budget Items Moved by Mr. Mazza, seconded by Mr. Capano, that the following two (2) budget items as indicated be approved for payment: (a) Washington -Greene County Tourist Promotion Agency - $3850. 00 - Fourth quarterly allocation for 1971. (b) Annual appropriation of funds for four (4) Washington County National Guard Units - $1500. 00. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Jack Merdian entered the meeting. Commissioner Capano read correspondence under date of September 17, 1971, from Charles Chattaway - President of the Middle Monongahela Industrial Development Association and Chairman of the Operating Committee for the Noble J. Dick Aquatorium. Correspondence requested a meeting with the Washington County Commissioners to go over the program of the American Wind Symphony Orchestra, Inc., and formally request consideration for inclusion in the 1972 County Budget. Mr. Flynn: I would suggest that the Chief Clerk acknowledge the above letter and make the necessary arrangements for Mr. Chattaway to meet with the Board for inclusion in the 1972 County Budget. Commissioner Capano read correspondence under date of September 20, 1971, from Kathrene Petrilak, Secretary - Borough of Charleroi, which requested a grant of $15, 000. 00 from the Washington County Commissioners to assist said Borough with expenses involved in updating the traffic signal system. Mr. Flynn: I would suggest that the Chief Clerk acknowledge the above letter and request them to submit to the Commissioners a breakdown of the cost involved for said Project. Commissioner Capano read a copy of a letter under date of September 16, 1971, from James H. Mifflin, P. E. - District Engineer - Commonwealth of Pennsylvania, Depart- ment of Transportation, directed to Mr, Frank Zappala, Promoter, Washington Plaza Shopping Center, In re: Washington County, Washington Mall Shopping Center, Washington Plaza, L. BEVEC, JOHN MAZZA, COMMISSIONERS all agreements in reference to said project have been executed; Correspondence directed attention to various specifications and provisions as required by PennDOT. Commissioner Capano read correspondence under date of September 16, 1971, from William H. Wilcox, Secretary - Department of Community Affairs, which, was in reference to the tragic floods which hit Southeastern Pennsylvania last weekend. Correspondence urged that every flood -prone municipality within Washington County consider applying for coverage under the National Flood Insurance Program. Correspondence stated that communities which fail to secure Federal flood insurance by December 31 of this year will face a more detailed and complex procedure in getting approval after that date. Mr. Flynn: I would suggest that Mr. John Anthony, Director of the Washington County Plan- ning Commission, send a letter to the municipalities advising them of the above deadline for securing Federal flood insurance. Moved by Mr. Capano, seconded by Mr. Mazza, that the following payments for the acquisition of property be approved as indicated: (a) Clayton E. Curtis and Gladys Curtis - Harmon Creek Flood Control - Site 485 - Parcel 3403-25 - $696. 38. (Approved by John D. Anthony) (b) Doyle Mullins and Macille Mullins - Harmon Creek Flood Control - Site 486 - Parcel 3403-21 - $266. 44. (Approved by John D. Anthony) Roll call vote taken: Mr. Capano Yes; Mr, Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. New Business - None Solicitor - Mr. Porter County Solicitor Porter informed the Board that the Lease Agreement for Magis- terial District #13 - Albert Ferralli, has been completed. Said Lease Agreement is between Washington County and Jack and Goldie P. Bellotti of South Strabane Township. The quarters are located at 2403 Jefferson Avenue, Washington, Pennsylvania, and the monthly rental shall be $250. 00 commencing on the lst day of October, 1971, and ending on the 1st day of January, 1976. Mr. Porter recommended that the Washington County Commissioners be authorized to execute said Lease Agreement subject to said Agreement being signed by the Landlord and returned to the County Solicitor. Moved by Mr. Capano, seconded by Mr. Mazza, that the Washington County Commissioners be authorized to execute the Lease Agreement between Jack and Goldie P. Bellotti and Washington County for Magisterial District #13 - Albert Ferralli - as per above, subject to said Agreement being signed by the Landlord and returned to the County Solicitor; motion made upon the recommendation of the County Solicitor. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously, (Tax Refund) County Solicitor Porter presented a Tax Refund to the Board for their consideration and approval. Moved by Mr. Capano, seconded by Mr. Mazza, that the Tax Assessment Office be authorized to prepare the following tax refund due to either duplication or overpayment of real estate tax: In re: North Gate Associates 969 Union Trust Building, Pittsburgh, Pennsylvania South Strabane Township Request for refund has been made by the above -captioned taxpayer in re over- payment of 1971 county tax. Tax in the amount of $7, 695. 00 net was paid on assessed valuation of $450, 000. 00 on June 23, 1971. Court Order No. 210 January Term, 1971 A. D. , reduced assessed valuation to $306, 000. 00 and net tax to $5, 232. 60, making a refund due in the amount of $2, 462. 40 to NORTH GATE ASSOCIATES, 969 Union Trust Building, Pittsburgh, Pennsylvania 15200. Roll call vote taken: Mr. Capano - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman of the Board read correspondence under date of September 23, 1971, from Keery McAmbley, Director of the Washington County Industrial Development Agency, which advised the Board of the progress of the Washington County Emergency Employment Program. Correspondence stated that the County's initial funding request in the amount of $31, 000. 00 was approved by the Department of Labor - Manpower Administration on August 28, 1971. The application for full funding in the amount of $156, 500.00 was submitted to the Manpower Admin istration on September 17, 1971. The Emergency Employment Committee has selected to be funded under the Program as indicated on the enclosed Exhibit "A" pending final approval by the Regional Manpower Administration. Most of these positions will not be filled until late October or November, 1971, The Committee has selected Mr. John R. Fantini as Director of the Program effective September 20, 1971, Moved by Mr. Capano, seconded by Mr. Mazza, that the meeting adjourn. Meeting adjourned.
