BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA
MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS
This action will enable the Pennsylvania General State Authority and the Redevelop,
ment Authority to proceed immediately with the letting of their combined contracts for the in-
stallation of the channel improvement and supporting storm and sanitary sewer installations.
It is expected that all technical and legal' requirements will be finalized on a timetable that will
permit the construction of relocated Chartiers Creek to begin in the immediate future. The
Secretary reassured local officials- who had requested his cooperation on the project that he
would provide assistance and assurance that PennDot would cooperate fully with Washington
County and Canonsburg in making this project a reality.
The elimination of a major flooding problem and the construction of greatly
improved highway access to the Borough realized through the Curry Field Project, will allow
the expansion of existing industries and provide additional land for new industrial use.

bers being present: Commissioners Capano, Mazza and Flynn, Also present being: Chief
Clerk Murphy; County Solicitor Porter; Mr. Metro Petrosky, Jr. - Director of Human Services;
Reporter Roule of The Monongahela Publishing Company; Reporter Robertson of The Observer -
Reporter; and Public Information Officer Huber.
Meeting called to order by Chairman and roil call taken:

Chairman asked if there were any corrections, additions, or omissions to Minute
No. #185, each Commissioner having received a copy,

Moved by Mr. Capano, seconded by Mr. Mazza, that the Washington County Com-
missioners approve the Skilled Nursing Home Care Agreement between the Office of Medical
Services & Facilities of the Department of Public Welfare and the Washington County Home for
Aged Women & Washington County Home & Hospital for Men and that the Chairman of the Board,
Michael R. Flynn, be authorized to execute same. Said motion based on the recommendation
of the County Solicitor.

Moved by Mr. Capano, seconded by Mr. Mazza, that the Washington County Com-
ssioners adopt the Resolution whereby the County will apply to the Bureau of Aviation, De-
ent of Transportation, Commonwealth of Pennsylvania, for state participation in the sum
of $13, 000.00 maximum in the Earth Slide Correction - Runway Embankment Project at the
ashington County Airport; and that the Chairman of the Board and the Chief Clerk be authorize(
o execute Agreement No. 24-A-72-4 with the Commonwealth acting through the Department of
Transportation. Said action based on the recommendation of the County Solicitor. Said Resolu-
can be found on Page 10 which is attached hereto and made a part hereof of the minutes.

Moved by Mr. Capano, seconded by Mr. Mazza, that the contract for an Earth Slide
Correction and Related Work at the Washington County Airport be awarded to GAVLIK CON-
TRUCTION COMPANY, 114 Piersol Avenue, Bentleyville, Pennsylvania 15314, for the am
as set forth in their bid - $24, 150.00; said bid being the lowest responsible bid received and in
accordance with specifications. Also, said action based on the recommendation of the County
itor and subject to the specific expressed provision that the actual execution of the contract
and performance of same and payment of same is contingent upon the County obtaining financial
articipation from the successful processing of the application for state aid.

Moved by Mr. Mazza, seconded by Mr. Capano, that Green Engineering, Sewickley,
Pennsylvania, be retained as the planning and engineering consultant to the Washington County
Planning Commission in the preparation of the Washington County Solid Waste Disposal Manage -
I ment Plan; said action based on the condition that Green Engineering be required to perf-drm an
amount of work according to that offered by Gilbert Associates in their work proposal. Also,
said action subject to the condition that the actual execution of the contract and performance of
same and payment of same is contingent upon the County obtaining financial participation from
sources other than County funds. Said motion based on the recommendation of the County Solic-
itor.

(b) Carl J. Bonidie, Inc. - Boiler Plant Alterations at Washington County Home
for Aged Women - Contract No. 1-H-V. A. C. - Estimate #2 - $1, 984. 50 and
Estimate No. 3 - $9, 418. 50 are hereby approved. (Bills approved by Anthony
Bevec)

(a) Redevelopment Authority of the County of Washington - $19, 437. 50 - fourth
quarterly allocation for 1971.
(b) Nottingham Township Supervisors - Mingo Creek Park Road Maintenance -
$1, 100.00 representing the second payment due township as per agreement signed
by the Commissioners and the Supervisors on August 3, 1970.
(c) Washington County Firemen's Association, Inc. 400.00 - Fire Prevention
Week.

the recommendation of Miss Louise Abel, Executive Director of the Child Welfare Services of
Washington County.

Chief Clerk read correspondence under date of September 30, 1971, from Joseph
Conti, Secretary - Tri-Community Ambulance- Service, which requested the sum of $3, 000.00
for the purchase of needed radio equipment for its base station and in each of its two ambulanc
Correspondence stated that if the Washington County Commissiohers act favorably to said re-
quest the Board of Directors of said ambulance service will submit an application for matching
funds to the National Highway Safety Act for the purchase of radio equipment.
Mr. Flynn: May I suggest that the Chief Clerk acknowledge- receipt of the above correspondence;
however, the Commissioners will have to have more information before the above request can
be considered.
Chief Clerk read correspondence under date of September 24, 1971, from Michael
T. Kistler, Supervisor - Department of Labor and Industry - Bureau of Inspection, directed to
Mr. Robert McDougle, Assistant Administrator - Washington County Home & Hospital for Men,
which stated that following an examination of said Home on September 22, 1971, said Bureau
found certain requirements which must be met according to the laws and standards of this
Commonwealth. Correspondence stated said requirements and informed that plans must be sub
mitted and approved and all necessary constuction completed prior to issuance of Department of
Labor & Industry approval for occupancy. Correspondence further stated ninety days time is
allowed for compliance.
Chief Clerk read correspondence under date of September 28, 1971, from Carl G.
Baker and Associates - In re: Washington County Courthouse, Jail and Smoke Stack. Corres-
pondence stated that on September 23, 1971, an inspection was made of the stone work at the
Washington County Courthouse, Jail and the Boiler Stack. Correspondence reviewed the results
of said inspection. Correspondence recommended that the smoke stack be lowered the height of
the stack down to the ring at the top of the tapered portion and also recommended that after the
inspection of the Courthouse and Jail, that all loose mortar joints need immediate attention of
raking and re -pointing, as winter freezing conditions could cause movement in certain areas
and sections of the stone and could create a structural problem in the future if not corrected.
Correspondence further recommended that the Washington County Commissioners give serious
consideration to the correction of said problems and authorize Carl G. Baker and Associates to
eed with the preparation of the Drawings and Specifications necessary to accomplish said
k and also to enable said firm to receive bids and have the construction completed prior to
e time severe weather conditions set in.

Mr. Anthony Bevec: May I recommend that the chimney be taken care of immediately or we
not have _any heat in the Courthouse this winter.
Moved by Mr. Capano, seconded by Mr. Mazza, that Carl G. Baker and Associates
be authorized to prepare the necessary drawings and specifications for the immediate repair of
the Smoke Stack at the Washington County Prison. Said action based on the recommendation of
Anthony Bevec, Building Superintendent, and Carl G. Baker and Associates.

Chief Clerk read correspondence under date of October 7, 1971, from Eugene Tena-
glia, Bridge Engineer, which made reference to Excerpt from Minute No. #185 dated September
30, 1971. Correspondence stated that Mr. Gorman of the Pennsylvania Department of Transpor-
tation has informed said Office that Form 340, which was submitted for approval to cover costs
of Engineering Services rendered for the reconstruction of the Jefferson Avenue Bridge #33,
has not been approved. Correspondence stated that upon approval of the plans, a new 340 must
be submitted for the full amount of the project including the cost of the engineering services.
Moved by Mr. Capano, seconded by Mr. Mazza, rescinding the action taken as per
Minute No. #185 dated September 30, 1971, on the above with the intention that at the proper timE
the Commissioners will re -submit a new request.

Chief Clerk read correspondence under date of September 30, 1971, from Ms. Betty
Simpson, Teacher - Sixth Grade Students of Meadowlands School, which thanked the Commis-
sioners for providing outdoor education at Mingo Creek County Park for said students. Corres-
pondence enclosed twenty-nine letters from the Sixth Grade Students thankingthe Commissioner
in their own way for the opportunity of visiting Mingo Creek County Park.
Mr. Flynn: May I suggest that the Chief Clerk acknowledge receipt of the above correspondencE

and advise them of the Commissioners appreciation in that each of the students did write to the
Commissioners on what their feelings were of Mingo Park.

Moved by Mr. Capano, seconded by Mr. Mazza, that the Washington County Com-
missioners approve the Revised Work Plan for the Wheeling Creek Compacts Flood Control
Project and that the Chairman of the Board, Michael R. Flynn, be authorized to sign and
said Revised Work Plan.

Chairman made reference to the Resolution which was adopted at the last regular
board meeting held on Thursday, September 30, 1971 (Minute #185) in reference to McMurray
Road in Peters Township being added to the Urban Highway Needs Study of the Federal Highway
Administration. Chairman stated that said Resolution has been amended to read: McMurray
Road in Peters Township, from Evergreen Drive to the Allegheny County Line, as recommender
by the Washington County Planning Commission, be added to the Federal Urban Aids System.
Moved by Mr. Capano, seconded by Mr. Mazza, that the above Resolution, as
amended, be re -adopted by the Washington County Board of Commissioners. Said Resolution
can be found on Page 11 whieh is atta6.ed'hereto and made apart hereof of the minutes.

(New Taxing Period)
Moved by Mr. Capano, seconded by Mr. Mazza, that the New Taxing Period for
1972 be as follows:
Five (5%) Per Cent Discount for the months of January, February, March,
April, May and June.
Payable at Face during the months of July and August.
Ten (10%) Per Cent penalty added to Face after September 1, 1972.
Remarks:
Mr. Capano: This is a great improvement and I take great pleasure in making the motion that
these new dates be adopted.

Solicitor - Mr. Porter
County Solicitor Porter reported that the Airport Lease between the County of Wash-
ington and Jetcraft, Inc., is not ready for final disposition. Mr. Porter Mated that said Lease
is yet to be drafted and then presented to the Board for adoption.

County Solicitor Porter reported on the contract with the NCR Company. Mr. Por-
ter stated that after the cancellation of said contract, NCR made a demand on the County for
the sum of $14, 824. 04, which the County declined to comply with. Mr. Porter stated that
after several meetings with NCR, a reduction was made in their claim for $14, 824.04 to
$9, 379.04. Mr. Porter recommended that the Washington County Commissioners approve
authorize said settlement to NCR.
Moved by W. Capano, seconded by Mr. Mazza, that Washington County pay in
settlement of the claim of NCR the sum of $9379.04 and that this sum be tendered and paid to
them on the basis that it represents a complete discharge and release of any and every claim
of NCR against Washington County up to date and that their acceptance of that payment will
constitute a full release and discharge.
Remarks:
Mr. Mazza: I believe that this is the best move that this Board could make and I think that
County Solicitor Porter should be commended on the above compromise.

Moved by Mr. Capano, seconded by Mr. Mazza, that the meeting adjourn.

RESOLUTION
RESOLVED, that the County apply to the Bureau of Aviation, Department of Trans-
portation, Commonwealth of Pennsylvania, for state participation in the sum of $13, 000.00
maximum in the Slide Correction - Runway Embankment Project at the Washington County
Airport;
AND, that the Chairman of the Board and the Chief Clerk be and they are authorizes
to execute Agreement No. 24-A-72-4 with the Commonwealth acting through the Department
of Transportation;
AND, that said Chairman be and he is authorized to execute any application, pros-
pectus or any other document required in connection herewith;.
AND, that the County hereby appropriates and makes available the sum of $13, 000.
toward the cost of said project and as its share of such cost.
