of County Commissioners is now in the process of adopting the 1972 budget and that when said
budget is finalized, the Board may withdraw said $20, 000 commitment for said project.

The Board of County Commissioners met in regular session with the following m
bers being present: Commissioners Capano and Flynn. Also present being: Assistant County
Solicitor Carson; Mr. Jack Merdian - WJPA; Reporter Roule of The Monongahela Publishing
Company; Reporter Budinger of The Observer -Reporter; Deputy Controller Whalen; Public In-
formation Officer Huber; and Joe Judish.
Meeting called to order by Chairman and roll call taken:
Mr. Capano - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions to Minute
No. 188, each Commissioner having received a copy.

Mrs. Cianelli informed the Board of the following checks received from the De-
partment of Public Welfare:
(a) Check in the amount of $2, 053.75 - Program Development - Services for the
Aging.
(b) Checks in the amounts of $1, 848. 68 and.$2, 235. 58 ( August and July, 1971,
respectively) - Contract #744 - Child Welfare Service Agreement - Payment for
Child Care in Foster Homes or Child Care Institutions and also Services to
Children who are eligible for Public Assistance.

nection with new Boiler for Washington County Home for Aged Men.

Invoice #57851 - Engineering services rendered for design of new boiler for Home
for Aged Women and Architectural and Engineering Services rendered in preparing
studies and recommendations for renovations to the Courthouse and renovations to
the Heating Plant for the Courthouse and Jail.
(d) Michael Baker, Jr., Inc., P. O. Box 111, Rochester, Pa. - $9, 921. 89,
Invoice #57793 - In -Depth Bridge Inspection - Washington County Timber Bridges,
Liquid Fuels monies. Work completed for the month of September, 1971.

Mrs. Cianelli read correspondence under date of October 26, 1971, from Ned H.
Stokes - Director of Environmental Coordination - Carl G. Baker and Associates - Subject:
Washington County Home for Aged Men - Boiler Plant. Said correspondence attached a copy
of Blu-Flame Burners, Inc. Is quotation, dated October 23, 1971, for replacing the boiler feed
pump at said building. Said correspondence advised the Board that Carl G. Baker and Associatf
had reviewed the application of the existing condensate pump and find that it will only allow the
new boiler to operate to 30 psig steam pressure. Said correspondence stated that since it is
advisable to provide 100 psig to the laundry equipment for maximum efficiency and production,
and it is necessary to hand feed make-up water to the boiler through the injector when the boil
is operated above 30 psig, said Carl G. Baker and Associates is recommending this new pump
obtain fully authomatic operation. Said correspondence further stated that it is the opinion
of said Carl G. Baker and Associates that the quotation in the amount of $2, 190.00 is reason-
able and suggests that the County Commissioners contact Blu-Flame Burners, Inc., and con-
tract with them for the installation of the duplex unit.
Moved by Mr. Capano, seconded by Mr. Flynn, that a new pump be purchased for
Boiler Plant at the Washington County Home for Aged Men in the amount of $2, 190.00 as
recommended by Carl G. Baker and Associates. I

acknowledged Mrs. Draper's letter of October 19 which advised said Council of the recommen-
dation of the Washington County Board of Commissioners to have Mr. Michael R. Flynn serve
as Acting Director for Washington County Civil Defense. Said correspondence advised that
records maintained in said Headquarters have been altered to reflect the Board of Commissione
recommendation. Said correspondence stated that Commonwealth procedure relating to the
appointment of -County and Local Civil Defense Directors prohibits the formal appointment of
individuals recommended to serve in an "Acting" capacity. However, said Council recognizes
Acting Directors and have authorized them to execute, for and on behalf of the political sub-
divisions, all agreements, applications, certificates, claims and other required documents re-
lating to Federal and State civil defense programs. Said correspondence further advised that
this authority remains in full force and effect for a period of ninety (90) days, or until such time
as the Acting Director's status changes, whichever date is earlier. Said correspondence stated
that written official notice of change in status of the position of Director must be provided:the
State Council of Civil Defense.
Mrs. Cianelli read correspondence under date of October 21, 1971, from C. Victor
Funk - Program Specialist on Watersheds - State Soil and Water Conservation Commission.
Said correspondence forwarded a fully executed copy of the small watershed agreement between
the State Soil and Water Conservation Commission and the Washington County Commissioners in
the amount of $6, 000. Said correspondence stated that said funds shall be used in fulfilling the
Board of Washington County Commissioners' obligation as a local sponsor of the Harmon Creek
Watershed project. Said correspondence noted that said agreement will expire June 30, 1072,
and all documentation to support a claim must be submitted prior to that dat e.
Mrs. Cianelli read correspondence under date of October.19, 1971, from Wayne C.
Johnson of Hagerstown, Maryland. Said correspondence advised the Board that Mr. Johnson
was engaged in his Senior Field Work Course at California State College this past summer and
that he chose to do this related work in his field of Recreation and Park Administration at
Creek County Park. Said correspondence congratulated the Commissioners on the excellent
facility they have provided to the citizens of Washington County and on the fine job.they are
and to bring to their attention one small part of operation that is indeed an asset to their over-all
program.
Mr. Flynn: May I suggest that we send a copy of this letter to Mr. Michael George, Director
of Parks and Recreation.
Mrs. Cianelli read correspondence under date of October 15, 1971, from Walter:N.
Peechatka - Executive Secretary - Department of Forests and Waters. Said correspondence
stated that On January 1, 1972, the terms of one farmer member - Lee Adamson - and one urba
member - Paul Onopiuk - will expire as directors of our county soil and water conservation dis

trict. The term of our county commissioner member also expires on that date. Said corre

action should be given no later than December 15.
Mr. Flynn: We have complied with this _request.
New Business - Mr. Flynn
Chairman informed the Board and all those present that the Courthouse will be
closed on Election Day, November 2, 1971, but the Election Office will be opened.
Mr. Anthony Bevec entered the meeting.

Assistant County Solicitor Carson presented two (2) Tax Refunds to the Board for
consideration and approval.
Moved by Mr. Capano, seconded by Mr. Flynn, that the Tax Assessment Office be
lauthorized to prepare the following tax refunds due to either duplication or overpayment of real
testate tax; said refunds having been approved by the Assistant County Solicitor.

Request for refund has been made in re the above -named tax account. Tax in the
amount of $1, 026. 00 net was paid on assessed valuation of $60, 000 on July 1, 1971.
Court Order #443 March term,- 1971 reduced asses sed valuation to $51, 750 and
net tax to $884. 92, making a refund due of $141.08.
