Office of the County Commissioners
Washington, Pa., November 11, 1971
The Board of County Commissioners met in regular session With the following
bers being present: Commissioners Capano and Flynn. Also present being: Chief Clerk
Murphy; County Solicitor Porter; Reporter Roule of The Monongahela Publishing Company; and
Reporter Budinger of The Observer -Reporter.
Meeting called to order by Chairman and roll call taken:
Mr. Capano - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions tb Minute
No. #190, each Commissioner having received copies.

Moved by Mr. Capano, seconded by Mr. Flynn, that Minute No. # 190 be approved,
Roll call vote taken:
Mr. Capano - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Deputy Controller Whalen entered the meeting.
Old Business - None
Special Order of Business:
Chairman stated that the regular order of business would be dispensed with in
order that Mr. Roland Bourke, Executive Director of the Washington County Redevelopment
Authority, could make his presentation to thel Board. Mr. Bourke made said presentation as
per illustrated drawings and requested the County Commissioners' approval of the adoption of
two (2) Resolutions.
Moved by Mr. Capano, seconded by Mr. Flynn, that the Resolution approving Pro-
posal for Redevelopment of Disposition for Channel Right -of -Way "A" in the Curry Field Pro-
ject Area, Penna. R-165 by the Borough of Canonsburg and the form of the Redevelopment
Contract with said Public Body be approved and adopted by the Washington County Board of
Commissioners.
Roll call vote taken:
Mr. Capano - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Moved by Mr. Capano, seconded by Mr. Flynn, that the Resolution approving Pro-
posal for Redevelopment of Disposition Parcel No. 1 in the McKean Avenue Project Area,
Penna. R-267 by Char -Post, Inc., and the Form of the Redevelopment Contract with said de-

veloper be approved and adopted by the Washington County Board of Commissioners.

Moved by Mr. Capano, seconded by Mr. Flynn, that the following bills be approv-
ed for payment:
(a) Blu-Flame Burners - final payment in the amount of $3750.00 - for install-
ation of 180 h. p, high pressure Steam Boiler at Men's Home. (Bill approved by
Tony Mastrangelo and Anthony Bevec)
(b) Gregg Excavating Service - $1350.00 - excavation work at Arden Downs Race
Track as per contract agreement. (Account #618)
(c) Washington -Greene MH/MR Program - for period July 1, 1971 through Sep-
tember 30, 1971 - $14, 438. 97.
(d) Donora Veteran's Memorial Council - annual Veterans Day Parade held in
Donora - $300.00 - Acct. #603-2-10.
(e) Allocation of $125.00 for expenses incurred by County Association of Town-
ship Supervisors, Auditors, Assessors and Tax Collectors - Acct. #614.

New Business - Mr. Flynn
Chairman read memorandum under date of November 4, 1971, from Deputy Con-
troller Whalen which stated that the proper bond in reference to Olga O. Woodward - Recorder
of Deeds - has been duly filed with the Controller's Office.
Chairman read memorandum under date of November 4, 1971, from Deputy Con-
troller Whalen, which stated that all payments to the County Election Boards have been pro-
cessed and are in mailing procedures. Memo stated that $34, 656. 42 was the total expended to
said Election Boards.
