CAPANO, JOHN MAZZA, COMMISSIONERS (Tax Refund) County Solicitor Porter presented a Tax Refund to the Board for their considerati and approval. Moved by Mr. Capano, seconded by Mr. Flynn, that the Tax Assessment Office be authorized to prepare the following tax refund due to either duplication or overpayment of real estate tax: Re,: Richard Lee & Mary K. 189 Shirley Ann Drive - - Washington, Pennsylvania 1970 Assessment - South Strabane Request is being made for the refund of 1970 taxes due to Appeal #8974 dated January 16, 1969, which lowered the total assessment from $4, 885. to $4, 585. The breakdown is -as follows: - _ 1970 Tax -Face $4, 885. $87.93 $4, 585. $82. 53 Total refund due for 1970 is $5. 13 Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Also present being: Chief Clerk Murphy; County Solicitor Porter; Deputy County Controller Whalen; Reporter Roule of The Monongahela Publishing Company; Reporter Robertson of The Observer -Reporter; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute 1 C 1 No. 191, each Commissioner having received a copy. Old Business - Mr. Flynn Mr. Flynn reported that the contract pending with Green Engineering Company for Engineering Services in connection with the preparation of Washington County's Solid Waste Management Plan should be available for the next regular Board meeting. (Mr. L. Benjamin Wilt - Pennsylvania Business Development Mar4ger - Cole -Layer -Trumble Company - entered the meeting.) Reports - None Correspondence - Mr. Murphy Chief Clerk informed the Board of the receipt of the following checks from the Com- monwealth of Pennsylvania, Department of Public Welfare: For Contract #851: (Day Care) Ck. # 65-812008 - $4, 879. 53 Ck. # 65-812009 - $5, 243.76 Ck. # 65-812010 - $7, 732. 55 For Contract #744: (Foster Care) Ck. # 50-425609 - $1, 264. 84 Chief Clerk read correspondence under date of November 10, 1971, from Wm. R. Froehlich - Executive Director - Southwestern Pennsylvania Regional Planning Commission. Correspondence attached a resolution recognizing the services of John Mazza which was adop- ted by the Regional Planning Commission at its last meeting. County Solicitor Porter read Court Order No. 490 September Term, 1971, A. D. signed by the Honorable Judge P. Vincent Marino - Report of Special Master - IN RE: 1971 Board of Election, Washington County, Pennsylvania. Said Court Order stated, in conclusion, that a full, complete and careful investigation of the recount and canvassing of the votes cast in said election was made; and it was recommended that certain ballot boxes be opened and the ballots respecting that office separately tabulated. Court Order cited the precincts involved. Chief Clerk Murphy read correspondence under date of November 12, 1971, from Miss Louise Abel - Executive Director - Child Welfare Services. Correspondence stated that Frankie Paul Miller born October 21, 1970, has been under the care and custody of the Child Welfare Program since his birth. Correspondence also stated that Frankie Paul Miller has Hirshsprung's Disease and has had an ileostomy. Correspondence advised that he has been in and out of Children's Hospital several times, his last stay being from June 2, 1971 to Nov 11, 1971, at which time he required 42 pints of blood. Correspondence questioned if it would be within the Board's jurisdiction to ask County employees, their families, or any one else if they could donate a pint of blood. Correspondence gave the hours that blood could be given at the Washington Hospital. 146 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, A. V. CAPANO, JOHN MAZZA, COMMISSIONERS Chief Clerk read correspondence.under date of November 11, 1971, from Metro Petrosky, Jr. - Director of Human Services - RE: Account #305, Protective Care. Corres- pondence advised that notification has been received from Harrisburg that the first installment check for the Protective Care Program may be.expected on or about December 1, 1971. Said payment will cover any expenditures of the program retroactive to September 1, 1971, the start of the present project year. Correspondence assured the Board that any funds advanced to said office will be repaid in full immediately upon receipt of funds from Harrisburg. Chief Clerk read memorandum under date of November 16, 1971, from Deputy County Controller Whalen directed to Malcolm L. Morgan, County Treasurer - Subject: Pitts- burgh National Bank Aect. #83-2-173634 - Harmon Creek Flood Control Escrow Account. Said memorandum stated that the above captioned account is in -active and in light of recent action taken by the Board of County Commissioners relative to establishing a ,general holding account in regard to all GRANTS & GIFTS, it is in order to advise the Pittsburgh National Bank to close this account. Said memorandum advised that the new account has been established and the resolution and signature cards are now in process of completion. New Business - Mr. Flynn Chairman made reference to a Court Order under date of August 19, 1970, signed by the Honorable President Judge Charles G. Sweet which gave the Commissioners until January, 1972, to establish a uniform ratio between market and assessed values and eliminate inequities among assessments. Said order was later changed when it was apparent that the Commissioners were taking serious steps to update the assessment system. Chairman further alluded to a study of the Pennsylvania Economy League and a report of the State Tax Equaliza- tion Board. The Economy League placed the county ratio at 30 per cent, while the Tax Equali- zation Board had it at 31. 4 per cent. Chairman then went on to discuss a $288, 000.00 contract with Cole -Layer -Trumble Company of Dayton, Ohio - nationally known real estate appraisers. Said contract consists of plotting and indexing every parcel of land in the county of Washington, Pennsylvania, and will include aerial photography. Mr. L. Benjamin Wilt - Pennsylvania Business Development Manager - from Cole -Layer -Trumble Company stated that said work would begin immediately and would be completed by November 1, 1972. Mr. Porter: May I recommend that the Washington County Commissioners enter into said contract with the Cole -Layer -Trumble Company in accordance with their proposal and speci- fications. Moved by Mr. Capano, seconded by Mr. Flynn, that the County Commissioners enter into said contract with the Cole -Layer -Trumble Company for the amount set forth in their proposal; said action based on the recommendation of County Solicitor Porter. Roll call vote taken: 1 7 LJ Mr. Capano - Yes; Mr, Flynn - Yes. Motion carried unanimously. MINUTE B 0 0 K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, A. V. CAPANO, JOHN MAZZA, COMMISSIONERS n 1 Chief Clerk read correspondence under date of November 12, 1971, from Audley S. Crumrine - Executive Director - Washington County Housing Authority - which stated that their records show that Mr. William H. Russell, of North Avenue Apartment H2, Washington, Pa., who was reappointed as a Member of the Washington County Housing Authority to a five- year term beginning the first Monday in January 1967, will have completed his term of office the first Monday in January 1972, which is January 3, 1972. Correspondence further advised the Board that the Washington County Housing Authority will meet January 13, 1972, and it has been their procedure in the past to seat the new Member at this first regular meeting in the new year. The Housing Assistance Administration requires that the Local Authority send cer- tified copies of the excerpts of the County Commissioners' Minutes, showing the appointment of their Board of Directors. Said correspondence stated that they would appreciate having three (3) copies of the excerpts when the Commissioners have acted on this appointment. Moved by Mr. Capano, seconded by Mr. Flynn, that Mr. William H. Russell, of North Avenue Apartment H2, Washington, Pennsylvania, be reappointed as a Member of the Washington County Housing Authority to a five-year term effective the first Monday in January 1972. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk Murphy read memorandum under date of November 15, 1971, from Deputy County Controller Whalen - Subject: Temporary Investments. Said memorandum advised the Board of Commissioners that the final General Fund Investment in the amount of $200, 000.,00 matured on said date and has been deposited into said account. Memorandum also stated that a Certificate of Deposit in Liquid.Fuels funds in the amount.of $100, 000.00 also matured on said date and that Mr. Whalen re -invested this amount for sixty (60) days as of said date. Said memorandum further advised the Board of another investment in the amount of $100, 000. 00 in Liquid Fuels funds which will mature on December 7, 1971, Moved by Mr. Capano, seconded by Mr. Flynn, confirming the above action taken Deputy County Controller Whalen. Motion carried unanimously; Moved by Mr. Capano, seconded by Mr. Flynn, that the Board of County Commis- sioners sign the Objections in Support of Appeal By Board of Commissioners of Washington County, Pennsylvania, from Action on Application No. 3271BSM17-ERG, INC. - Mingo Creek County Park - and Objections in Support of- Appeal By Board of Commissioners of Washington County, From Action on Application No. 327BSM18 - GYSEGEM ENTERPRISES, INC. - Cross ray MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, A. V. CAPANO, JOHN MAZZA, COMMISSIONERS Creek County Park; said action based on the recommendation of County Solicitor Porter. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously/ Solicitor - Mr. Porter County Solicitor Porter informed the Board of a check received in the amount of $9, 37 5.00 from. the Southwestern Pennsylvania Economic Development District for the Washing ton County Industrial Site Location Study. Mr. Porter: May I recommend that this sum of $9, 375. 00 be deposited into the Washington County Grants & Gifts Escrow Account; and later payment of $3, 000.00 be made to the General Fund Account and the remaining $6, 37 5. 00 made to the Overall Economic Development Com- mittee-. Moved by Mr. Capano, seconded by Mr. Flynn, that the sum of $9, 37 5. 00 be de- posited into the Washington County Grants & Gifts Escrow Account as per above; said action based on the recommendation of County Solicitor Porter. Holiday Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman informed the Board and all those present that the Courthouse will be closet on Thursday, November 25, 1971, in observance of Thanksgiving. Chairman further stated that due to the Courthouse being closed on Thursday, November 25, 1971, the Commissioners will hold their regular Board meeting on Wednesday, November 24, 1971, at 10:00 a..m. Moved by Mr. Capano, seconded by Mr. Flynn, that the two appointed overseers in Precincts 7-3 and 7-4 in Washington, Pennsylvania, for the Municipal Election held on Novem- ber 2, 1971, be paid the amount due them; said action due to the fact that said overseers were overlooked. Remarks: Mr. Capano: We should receive a Court Order in connection with the above action within a few days. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously.
