CAPANO, JOHN MAZZA, COMMISSIONERS e No. 193 Office of the County Commissioners Washington, Pa.,- November 24, 1971 The Board of County Commissioners met in regular session with the following bers being present: Commissioners Capano and Flynn. , Also present being: Chief Clerk :urphy; County Solicitor Porter; Mr. Jake Brown - Vice President - Green Engineering ompany; Reporter Roule of The Monongahela Publishing Company; Reporter Bu&ger of The bserver-Reporter; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute o. 192, each Commissioner having received a copy. read. Moved by Mr. Capano, seconded by Mr. Flynn, that Minute No. 192 be approved, Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. Motion carried unanimously. s - None Dld Business County Solicitor Porter recommended that the County Commissioners enter into proposed agreement with GREEN ENGINEERING COMPANY in connnection with the prepara- ion of a Comprehensive Solid Waste Management Plan for Washington County in the form that as been submitted and that the agreement be executed by the Board of Commissioners and at- ed by the Chief Clerk; said recommendation made for the purpose of enabling to dispose of matter at this meeting. Moved by Mr. Capano, seconded by Mr. Flynn, that the Board of Commissioners er into said agreement with Green Engineering Company as per above, subject to a complete erusal of said agreement by the Commissioners and County Solicitor; said motion based on -the recommendation of County Solicitor Porter. Chief Clerk read correspondence under date of November 19, 1971, from Carl G. and Associates - directed to Mr. Carl J. Bonidie - Carl J. Bonidie, Inc, - RE: Wash - County Home for Aged Women, New Boiler. Correspondence stated that although the boiler has been installed and is operating to supply heating to the Women's Home, consid- rable difficulty is being encountered in operating the system due to a failure to complete the of the controls. The building is overheating and maximum steam pressure cannot maintained. Correspondence stated that said Carl G. Baker and Associates has not received drawings for temperature control items required by said contract and that it is necessary have these shop drawings approved prior to installation. Correspondence reminded Mr. Bon - die that he is already considerably past the ninety (90) days for completion of said project. e also reminded that Article IV of the "Form of Agreement, " paragraph (c) on age E-3, provides for liquidated damages.in the amount of $50.00 per day if in default of said ontract. Correspondence went on to state the remaining work that must be completed immedi- Chief Clerk read correspondence under date of November 23, 1971, from John President - Canton Township Volunteer Fire Company, :which requested a base radio or joining with the Civil Defense alerting system and secondary fire protection for the purpose tying Canton Township into the Washington County Civil Defense ra&6 and warning network. respondence stated that it is understood that money has been appropriated in the 1971 bud - for this radio base station. Chief Clerk read correspondence under date of November 23, 1971, from David Miller, President - M & M Equipment Sales Company - directed to Mr. John Yuhas - County , RE: Slide Removal and Stone Protection, Burgett s:Fork-Raccoon Creek, Burgetts- own, Pa. Correspondence stated that upon completion of the clearing and grubbing and the al and disposal of the slide material in the. specified area, there are two existing situa- ons which require correction. The first item is the existence of bed rock in the toe of the lope and in the key excavation; the second item is the necessity of extending the stone protec- on downstream an additional fifteen (15) feet in order to better control the effects of the slide. espondence stated that considering the additional cost incurred in the rock excavation and anticipated need for extending the stone protection, Mr. Miller feels that M & M Equipment Company should be compensated accordingly and proposes: an additional compensation of 975.00 for the total additional work. Lane, Executive Director, Washington -Greene County Tourist Promotion Agency,. hich stated that because the State of Pennsylvania has been so slow in arriving at e. budget, the ashington-Greene County Tourist Promotion Agency has to date not received any money for State Fiscal Year July 1, 1971 - July 1, 1972. Said agency is therefore in a financial crisis are requesting an advancement of $2, 000. 00 against their 197Z first quarter allocation from ashington County. Moved by Mr. Capano, seconded by Mr. Flynn, that the request for an advancem $2, 000.00 as per above to the Washington -Greene County Tourist Promotion Agency be ap- d; said action requires a transfeiC of $2, 000.00 from Account #616-10 to Account #606. 'Dolicitor - Mr. Porter County Solicitor Porter informed the Board of the receipt of a Water Obstruction t from the Department of Forests & Waters,, known nQw as the Department of Environ- ental Resources, for the construction of a bridge, having a span of 116 feet on a 580581 8" a clearance of 14. 11, across Chartiers Creek on New Jefferson Avenue, in the Borough of g, Chartiers Township, Washington County. . Porter: May I recommend that the Board of County Commissioners accept this water Permit for the construction of said bridge as per above. Roll call vote taken: Mr. Capano - Yes; Mr. Flynn - Yes. County Solicitor Porter also informed the Board that he has been notified by the 'enn Central Transportation Company of the abandonment of one of the three railroad tracks in 1 1 1 Pennsylvania.
