CAPANO, JOHN MAZZA, COMMISSIONERS 1 1 County Solicitor Porter informed the Board that Mr. Louis Furman, Auditor - Taxes, under date of November 30, 1971, has submitted a detailed chart covering ctions, liens, exonerations and adjustments for the year 1970. Mr. Porter stated that . Furman is requesting the County Commissioners to adopt a minute closing the 1970 Delin- ent County Collections by exonerating the County Treasurer for the amount of $41.76 - said represents three items that the Treasurer failed to collect or lien. Moved by Mr. Carroll, seconded by Mr. Flynn, that the Washington County s exonerate the County Treasurer for the amount of $41.76, which represents ee items that the County Treasurer failed to collect or lien. ks: Note was made that the County Commissioners will not be in order to close the L970 Collections, liens, exonerations & adjustments until such time that a report is received 'rom the County Controller's Office that they are in agreement with Mr. Furman's report, as submitted, and therefore, the County Treasurer will be exonerated in whole. Roll call vote taken: Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman requested that the records indicate that Mr. Frank Carroll was ap- ointed as Minority Commissioner to fill the unexpired term of the late John Mazza effective as of November 24, 1971. Chairman congratulated Mr. Carroll on his appointment in behalf of Commissioner Capano and himself. Moved by Mr. Carroll, seconded by Mr. Flynn, that the meeting adjourn. Meeting adjourned. Motion carried unanimously. d Business - None s - None respondence - Mr. Murphy Chief Clerk informed the Board of a Telegram under date of December 6, 1971, ^om Congressman Thomas E. Morgan which announced that the Office of Economic Opportunity as approved grant funds in the amount of $42, 733. 00 for the Washington -Greene Legal Aid cf ety. Telegram stated that the program will last for twelve months and will serve Washing - and Greene Counties. Telegram further stated that the purpose is to provide legal services low income residents through two attorneys and the local share of the program is $10, 516.00 Chief Clerk informed the Board of the following checks received from the Common of Pennsylvania: (a) Ck. #65-832992 in the amount of $7901. 82 for Day Care Contract #851. (b) Ck. #53-442406 in the amount of $1560. 89 for Civil Defense personnel and ad- ministrative expenses. Moved by Mr. Capano, seconded by Mr. Carroll, approving the Invoice in the of $11, 429. 48 as submitted by the Commonwealth of Pennsylvania, Department of c Welfare, for the Food Stamp Program for the quarter ending September 30, 1971. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Capano, seconded by Mr. Carroll, approving the Invoice under date November 29, 1971, as submitted by M & M Equipment Sales Company, in the amount of 4900, 00 (as per agreement dated September 9, 1971) for completion of Slide Removal and Protection, Burgetts Fork -Raccoon Creek, Burgettstown, Pennsylvania; and also approv- the Invoice under same date in the amount of $975. 00 for additional work completed on said of ect. 1 1 MINUTE TE BOOK 701 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Moved by Mr. Capano, seconded by Mr. Carroll, approving the amount of $553, 35 which represents Washington County's share of the Maintenance of Inter -County Bridges from January 1, 1968 to December 1, 1971. Remarks: Note was made that the preceding bill will be held in abeyance until Washington County's share is forwarded to Greene County and settlement will be made. Roll Call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Capano, seconded by Mr. Carroll, approving the sum of $80.78 to Gerald MacKenzie for additional work at the Washington County Airport; said sum represent: work done over and beyond Mr. Mackenzie's contract with Washington County. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously, Chief Clerk read correspondence under date of December 6, 1971, from Philip W. Seiberling - Lutheran Childrens Home, which informed the Commissioners that effective January 1, 1972, said Home's per diem rate will be $15. 00 per day and that said Home's billing will reflect that figure as of January 31, 1972. Chief Clerk read correspondence under date of December 1, 1971, from George E. Watkinson, Director of Elementary Education - Ringgold School District, which expressed appreciation to the Commissioners for the wonderful facility provided by Mingo Creek County Park. Moved by Mr. Capano, seconded by Mr. Carroll, that Change Order HVAC-1 in the sum of $1872, 13 as submitted by Carl G. Baker and Associates for the Washington County Home for Aged Women - Boiler ; )'Plant Alterations, Contractor - Carl J. Bonidie, Inc. be approved by the Washington County Commissioners. Roll call vote taken: Mr, Capano - Yes; Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously. Correspondence stated that said payment is for the two quarters in the July 1, 1971 to December 31, 1971, and that said check should be received in the next weeks. New Business - Mr. Flynn (Re -appointments) Moved by Mr. Capano, seconded by Mr. Carroll, that Mr. Lee Adamson be re- appointed as Farm Director to the Washington County Soil and Water Conservation District for a term of four years effective January 1, 1972 and expiring January 1, 1976; that Mr. Paul be re -appointed as Urban Director to the Washington County Soil and Water Conserva- District for a four-year term effective January 1, 1972 and expiring January 1, 1976; and Michael R. Flynn be reappointed as a County Commissioner member to the Washington County Soil and Water Conservation District for a one-year term effective January 1, 1972 and L expiring January 1, 1973. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Flynn -'Yes. Motion carried unanimously. Posting: Moved by Mr. Capano, seconded by Mr. Carroll, that the proposed budget for 1972 for Washington County be made available for public inspection at the Office of the Chief k to the County Commissioners, Washington County Courthouse, Washington, Pennsylvania, nning Thursday, December 9, 1971; for a period of twenty (20) days. Chairman read a memorandum under date of December 3, 1971, from Deputy Controller Whalen, which stated that the required Bond for County Commissioner Carroll is the possession of the Controller's Office. -investment - Liquid Fuels Account Moved by Mr. Capano, seconded by Mr. Carroll, that the Certificate of Deposit hich matured on December 7, 1971, in the sum of $100, 000. 00 be re -invested for same amou a Certificate of Deposit for 90 days at the Pittsburgh National Bank. MINUTE BOOK 703 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, A. V. CAPANO, JOHN MAZZA, COMMISSIONERS I I Solicitor - Mr. Porter ,County Solicitor Porter presented four copies of a Contract for Grant, two copies of Resolution authorizing execution of Contract for Grant, and two Opinion of Counsel to Accompany Contract for Grant in conjunction with Project No. PA-OSA-321,. Contract No. 321G, for Grant to acquire and/or develop land for open space purposes as submitted by the Department of Housing and Urban Development. Moved by Mr. Capano, seconded by Mr. Carroll, authorizing the Chairman of the Board, Michael R. Flynn, to sign and execute the Contract on behalf of Washington County as per above; said copies to be forwarded to the United States Department of Housing and Development for Open Space Land Program. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Capano, seconded by Mr. Carroll, that the Resolution whereby G. H. Fetherlin, Chief Assessor for said County of Washington, be authorized to prepare and submit the proper application for the in -lieu -of -tax payments in accordance with the Act which requires the County of Washington to request the State Tax Equalization Board to determine and certify the prior market value of the acquired property by the Game Commission of Com- monwealth of Pennsylvania to the Auditor General and the Secretary of Forest and Waters (72 P. S. 3946. 19) be adopted by the Washington County Commissioners; said action based on the recommendation of the County Solicitor. Flynn, be authorized to sign and execute a Dam Completion Report as required by the Department of Environmental Resources in conjunction with Harmon Creek Site PA-484 as submitted by the Department of Forests & Waters. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Porter presented a Contract Agreement between Gerald D. MacKenzie, an individual, trading and dbi.ng business as MacKenzie Electric Service of 120 Milbeck Drive, Washington, Pennsylvania, and Washington County. Contract is in the sum of $250. 00 per month for 24 hr, around -the -clock service at the Washington County Airport and is to be for a period of four (4) years, effective December 3, 1971 and expiring December 31,1 7 5.
