CAPANO, JOHN MAZZA, COMMISSIONERS - Correspondence therefore requested a continuance of the hearing until January 16, 1972, in order that Washington County be given adequate time to prepare the protest which is in the best interest of the people of Washington County and those in adjoining counties who use and enjoy Mingo Creek County Park, Moved by Mr. Capano, seconded by Mr. Carroll, that the County Commissioners be authorized to execute said letter directed to Mrs. M. A. Smoker as per above. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr, Flynn - Yes. Motion carried unanimously. Moved by Mr. Capano, seconded by Mr. Carroll, that the meeting adjourn. Also present being: Chief Clerk Murphy; County Solicitor Porter; Reporter Roule of The Monongahela Publishing Company; Reporters Robertson and Budinger of The Observer -Reporter; Reporter Leish of The Brownsville Telegraph; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Carroll - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 196, each member having received a copy. Moved by Mr. Capano, seconded by Mr. Carroll, that Minute No. 196 be approved, as read. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously. CAPANO, JOHN MAZZA, COMMISSIONERS I Ij 1 Business - None - None e - Mr, Murphy Chief Clerk informed the Board of the following checks received from the Com- onwedlth of Pennsylvania: (a) Ck. #41-837105 in the amount of $5672. 66 for Day Care Contract #687 - Washington Day Care. (b) Ck. #47-451695 in the amount of $56, 956. 58 received from the Office of Family Services for payments to counties for Child Welfare Services for the period ending December 31, 1971. (c) Check received from Greene County in the amount of $20, 559. 10 representing amount due for the maintenance of inter -County Bridges for the period from January 1, 1968 to December 1, 1971. (Liquid Fuels Account) Moved by Mr. Capano, seconded by Mr. Carroll, that the following bills be for payment: (a) John P. Bruno - bill in the amount of $5000.00 - fourth estimate - for work completed at County Jail to date - balance due - $5087.00. (Approved by Anthony Bevec and Warden Roupe. ) (b) Richard W. Gubanish - bill in the amount of $625.00 for professional services appraising mobile homes, trailer court - October and November, 1971, in Canton Township. (Approved by Charles Bush). (c) Carl J. Bonidie, Inc. - current payment due - $9118.92 - Application No. 4 from September 29, 1971 to December 9, 1971 - boiler plant alterations for Women's Home. (Approved by Anthony Bevec). Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of December 13, 1971, from chard G. Farrow, Commissioner - Department of Public Welfare, Office of Family Services, hich enclosed a copy of the Annual Report of Expenditures for 1970, as audited by personnel of ie Auditor General's Department. Correspondence also enclosed Computation Forms which idicate how the amount to be paid Washington County for the period July 1, 1971 to December 1, 1971, was calculated. Chief Clerk read correspondence under date of December 14, 1971, from Miss L. Rutherford, President - Washington County Mental Health Association, which requested Board of Directors of the Washington County Mental Health/Mental Retardation program a public hearing on the proposed plan for 1972-1973 be scheduled for a time which would proposals and suggestions from the community and its agencies to be considered for in- in the final Plan. Correspondence further requested that the community be advised that articipation is welcomed and this said hearing is a valid opportunity to present ideas on the eds for mental health retardation services and to offer possible solutions. 716 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, A. V. CAPANO, JOHN MAZZA, COMMISSIONERS Mr. Flynn: I would suggest that the Chief Clerk acknowledge receipt of the above letter and forward same to Mr. John R. Fantz - Administrator, MH/MR Program. I would recommend to Mr. Fantz that he try to comply with the above request. Mr. Jack Merdian, WJPA, entered the meeting. Chief Clerk read correspondence under date of December 17, 1971, from H. E. Meyers, Director - Bureau of Municipal Services, which acknowledge receipt of Washington County's letter dated December 7, 1971, along with a supplemental letter dated December 13, 1971, from Mr. Eugene Tenaglia, which requested approval for the county to utilize a portion of their County Liquid Fuels Tax Revenues to finance the cost of relocating three State Highways and two Township roads due to the construction of 250 :ire multi purpose dam in a public park owned by the Commissioners. Correspondence stated, in conclusion, that under existing statutes, County Liquid Fuels Tax Funds cannot be used to relocate the State Highways or Township Roads involved. ' Mr. Carroll: I believe the Commissioners should pursue this a little further. I would suggest that County Solicitor Porter be instructed to follow through and direct'a letter to the Depart- ment of Transportation on the above matter; Chief Clerk read correspondence under date of December 17, 1971, from Mr. Keery McAmbley, Director - Washington County Industrial Development Agency, which con- tained a status report on the proposed industrial park on the County Home property adjacent to the Crile Machine Company, as requested by the County Commissioners. Correspondence stated, in conclusion, that a meeting will be held with the Commissioners when final plans have been formulated and the access toad has been approved. Chief Clerk read correspondence under elate of December 16, 1971, from Attorney John I. Hook, Jr., which was in reference to a Bridge over Ten Mile Creek. Correspondence stated that a foot bridge, abuttments and appurtenances have been erected upon the two strips of land (as described in letter) to enable residents of Pitt Gas, Greene County to cross Ten Mile Creek to L. R. 62012. Correspondence stated that at that time, the two counties made extensive repairs upon the foot bridge. Correspondence further stated that the County of Greene conveyed its portion of the bridge and land to Jefferson Township by deed dated Decem ber 22, 1953, and recorded in Deed Book Vol. 478, page 23. Correspondence stated that examination of records in Washington County shows the title still remains in the County al- though officials of Jefferson Township had understood that Washington County's portion was to be conveyed to East Bethlehem Township. Correspondence stated that the bridge is in need of repair and maintenance and that Jefferson Township is willing to pay for its portion - is Washington County willing to pay its pro -rate share ? Letter stated that an examination of the bridge would have to be made and estimates prepared to determine the estimated cost thereof. u MINUTE BOOK 717 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, A. V. CAPANO, JOHN MAZZA, COMMISSIONERS G G Mr. Flynn: The Commissioners are aware that this condition exists but did not know that the County owned this property. We have instructed Mr. Tenaglia - Bridge Engineer - to proceed as soon as possible to work in conjunction with the Township to repair this bridge. Mr. Porter: I will discuss the legal aspects on the above matter with the legal department of East Bethlehem Township. Chief Clerk read a.copy of a letter from John D. Anthony, Executive Director .of the Washington County Planning Commission, directed to Mr. Bard Judy - Soil Conservation Service, which advised that all subdivision plats which are received by the Washington County Planning Commission will be routed to the Soil Conservation Service for comment through Clay Graham of said staff. Correspondence stated that all questions and correspondence re- lated to this matter should be addressed to Mr. Graham, and upon completion .of Mr. Judy's review, that this documentation be sent back to Mr. Graham. New Business - Mr. Flynn Chairman informed those present that the Inauguration ceremony will take place on Monday, January 3, 1972, at 10:00 a.m. in Courtroom #1 for newly elected officials. Chairman stated that following the ceremony at approximately 11:00 a.m., in the County Commissioners' Conference Room, plans have been made to have the reorganization meeting for both regular and salary board. (Holiday) Chairman informed those present that the Courthouse will be closed on Friday, December 24, 1971, at 12:00 Noon until Monday, December 27, 1971, at 9:00 a.m. in obser- vance of the Christmas Holiday. (Creation of New Position) Chairman informed those present of a new position which is being created by the Washington County Board of Commissioners. Chairman stated that said position - that of Administrative Assistant - is one of absolute necessity to the Board. Chairman further stated that Commissioners Capano and Carroll and Commissioner -Elect Jones were all in c with the creation of said position. Moved by Mr. Capano, seconded by Mr. Carroll, that the position of Administra- tive:Assistant to the Washington County Board of Commissioners be created effective December 27, 1971; and that Mr. F. D. Whalen be appointed to said position. Remarks: Mr. Capano: This position is one of absolute necessity in order that the County can keep abreast with the times and the requirements by State and Federal law. I believe Mr. Whalen is the most qualified man to fill this position. He is familiar with all of the programs in the County and financially - he is an expert.
