BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 110-S Office of the County Commissioners Washington, Pa., December 9, 1971 The Salary Board of the County of Washington met in the Office of the County Commissioners with the following members being present: Commissioners Capano, Carroll and Flynn, and Controller Elish. Also present being: Chief Clerk Murphy; Reporter Robertson of the Observer -Reporter; Reporter Roule of the Monongahela Publishing Company; Jack Merdian of WJPA; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Carroll - Present; Mr. Elish - Present; Mr. Flynn - Present; Chairman asked if there were any corrections, additions, or omissions to Minute No. 109-S, each Commissioner and County Controller having received copies. Moved by Mr. Capano, seconded by Mr. Elish, that Minute No. 109-S be approved, as read. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Elish -- Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Elish, seconded by Mr. Carroll, that the salaries of the following temporary employees in the Magisterial District indicated be set at $130. 00 bi-weekly: MAGISTERIAL DISTRICT #6: Helen B. Mihalek, Secretary MAGISTERIAL DISTRICT #9: Barbara Ann DeLost, Secretary Roll call vote taken: for November 22 & 23, 1971, while regular secretary Nancy Koslosky was off due to illness. for part-time work on October 28 & 29, 1971 (total of 8 hrs. ) Thereafter 20 hours per week, which to Friday, November 26, 1971 totals 88 hours. Has received no pay for this period. Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Please note the following vacation periods: MAGISTERIAL DISTRICT #1: John Luongo, & Mary L. Godish, Secretary December 27, 1971 - December 31, 1971 SALARY MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC. JOHN MAZZA, COMMISSIONERS 1 MAGISTERIAL DISTRICT #8: Eleanore Lutes COMMISSIONERS' OFFICE: December 15, 16, & 17, 1971 Moved by Mr. Capano, seconded by Mr. Carroll, that the salary of Gloria Jo Cianelli, Chief Stenographer in the Commissioners' Office be increased from $202. 00 bi-weekly to $222. 50 bi-weekly, effective November 29, 1971. Mrs. Cianelli has filled the vacancy left by Mrs. Ivery since August 19, 1971. Remarks: Mr. Flynn: Mrs. Cianelli has filled the vacancy left by Mrs. Ivery since August 19, 1971, but due to the wage freeze, we hesitated to increase her salary until now. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. TAX ASSESSMENT OFFICE: The following is to be made a part of the records: Philomena Chuey was removed from the Tax Assessment Payroll, effective November 24, 1971; then re -instated, effective December 3, 1971. TAX CLAIM BUREAU: Moved by Mr. Capano, seconded by Mr. Carroll, that the employment status of Vellamarie Dobbins, Clerk in the Tax Claim Bureau be changed from temporary - at $130. 00 bi-weekly, to permanent - at $136. 50 bi-weekly, effective November 29, 1971; MISCELLANEOUS ADMINISTRATION: Also included in this motion is that the employment status of Carmella Jeffers, Clerk in the Miscellaneous Administration Dept. be changed from temporary - at $130. 00 bi-weekly, to permanent - at $136. 50 bi-weekly, effective November 29, 1971. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. WASHINGTON CO. HOME & HOSPITAL: Moved by Mr. Carroll, seconded by Mr. Capano, that the salaries of the following employees at the Washington Co. Home & Hospital be set as indicated: Name: Salary: Effective Date: Thomas H. Baynham, Pharmacist $64. 60 bi-weekly November 27, 1971 replacing Edwin J. Effective Date: November 26, 1971 Note: Edwin J. Mountford resigned, effective November 26, 1971. WASHINGTON CO. HOME FOR AGED WOMEN: Moved by Mr. Capano, seconded by Mr. Carroll, that the salaries of the following employees at the Washington Co. Home for Aged Women be approved for payment: The following Nurses Aides' salaries are to be increased from $164. 00 bi-weekly to $176. 00 bi-weekly, effective November 30, 1971: Ruth Redick Maryln Bardella Josie Kelly L. V. Sutton Linda Dicks The following Housekeepers' salaries are to be increased from $164. 00 bi-weekly to $176. 00 bi-weekly, effective November 30, 1971: Margarett Gregg Peggy Siminski Name: Salary: Effective Date: Patricia Edmonds, Housekeeper increased from $152. 00 November 30, 1971 to $164. 00 bi-weekly Jeannie Kinskey, R. �,,., $27. 60 per day December 9, 1971 I (part-time) Rhonda Yarbrough, Nurses Aide $152. 00 bi-weekly December 6, 1971 (full-time) Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Elish - Yes; Mr, Flynn - Yes. RECORDER OF DEEDS: Moved by Mr. Capano, seconded by Mr. Carroll, that the salary of LuAnne Gricar, Permanent Clerk in the Recorder of Deeds Office be set at $136. 50 bi-weekly, effective November 24, 1971. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. JUVENILE DETENTION HOME: Total Amount: $25. 04 $14. 40 Moved by Mr. Capano, seconded by Mr. Elish, that a voucher be prepared in the amount of $147. 90 for Daniel Luppino, Detention Home Counselor who worked a total of 43 1/2 Hours @ $3. 40 per hour for the dates from November 23, 1971 - December 7, 1971. Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. SHERIFF'S OFFICE: Moved by Mr. Carroll, seconded by Mr. Elish, that the salaries of the following special deputies for their services guarding ballot boxes, be approved for payment: Joseph Dzurko Frank Chacko Charles Ziska Remarks: 10 shifts @ $20. 00 $200. 00 (November 24, 1971 - December 3, 1971) 10 shifts @ $20. 00 $200. 00 (November 24, 1971 - December 3, 1971) 9 shifts @ $20. 00 $180. 00 (November 24, 1971 - December 2, 1971) Mr. Capano: I didn't think guards were necessary. Police are adequate protection. I discussed this matter with Judge Sweet personally and I told my opinion, and I discussed it with the Sheriff. I was told that the matter would be considered. Since that, I feel that the Courts had a notice. I also advised him that we are running very close on our money. Under those circumstances, I do not feel that I can vote for this unwise expenditu of taxpayers money. .4'i bALAR` ' M I N UTE Ro O K BOARD OF COUNTY COMMISSIONERS WASHINGTON' COUNTY, PENNSYLVANIA MICHAEL R. FLYNN', JOHN P BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Flynn: I believe Mr. Debreczeni said that the total amount spent was around $1700 for guarding the ballot boxes. Mr, Elish: We should have some guidelines in the future as to whether we should have guards. In the past it was customary for the candidate involved to protect his interest. Here we have three men who have done the work on their own and do not realize the implications. We are duty bound to pay them. Roll call vote taken: Mr. Capano - No; Mr. Carroll - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried. Moved by Mr. Capano, seconded by Mr. Elish, that the salaries of the following employees be approved for p4yment: Gloria J. Holt - $20. 00 for her services as matron while transporting, Annette Gilly from Waynesburg to the Washington County Jail John Jochynek - $20. 00 for his services while transporting Gregory and Claude Garry to Monessen to attend the funeral of their uncle on December 7, 1971 For the following special deputies for their services as guards while transporting Aubran Martin to the Western Penn: Nelson Horner - $20. 00 Frank Clish - $20. 00 Remarks: Mr. Capano: There Is two men who were not regular deputies being used for routine matters. Are these extra men going to be routine procedure in the future or is this just because of Aubran Martin? Mr. Elish: There should be something spelled out. Why are they using the large staff of deputies ? Roll call vote taken: Mr. Capano - Yes; Mr. Carroll - No; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried.
