BEVEG, JOHN MAZZA, COMMISSIONERS ,7 1 Minute No. 111-S Office of the County Commissioners Washington, Pa., December 22, 1971 The Salary Board of the County of Washington met in the Office of the County Commissioners with the following members being present: Commissioners Capano, Carroll and Flynn, and Controller Elish. Also present being: Chief Clerk Murphy; Deputy Controller Whalen; Judge Gladden; Sheriff Debreczeni; Prothonotary Franks; Olga O. Woodward - Recorder of Deeds; Coroner Jackson; Joseph Mouyard - Clerk of Courts; Treasurer Morgan; Reporter Roule of the Monongahela Publishing Company; Reporter Robertson of the Observer -Reporter; Reporter Leisch of the Browns- ville Telegraph; Jack Merdian of W,JPA; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Capano - Present; Mr. Carroll - Present; Mr. Elish, - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 110-S, each Commissioner and County Controller having received copies. Moved by Mr. Capano, seconded by Mr. Carroll, that Minute No. 110-S be approved, as read. Roll call vote taken: Mr. Capano Yes; Mr. Carroll - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn: We have made provisions in the 1972 budget for overall salary increases to all employees on the basis of 5%. We are prepared to proceed along those lines. It is required by law that you must agree to this and make a motion. The money is available. If there is no objections, when a motion is made, it is to be effective December 27, 1971, the beginning of the new pay period. Do you have any questions. Moved by Mr. Capano, seconded by Mr. Carroll, that the beginning rate for all permanent employees of Washington County be set at $143. 50 bi-weekly, effective December 27, 1971. SHERIFF'S OFFICE: Moved by Mr. Debreczeni, seconded by Mr. Capano, that all the employees of the Sheriff's Office receive a 516 -increase in their salaries, effective December 27, 1971. Roll call vote taken: Mr. Debreczeni - Yes; Mr. Capano - Yes; Mr. Carroll - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. REGISTER OF WILLS: Moved by Mr. Elish, seconded by Mr. Capano, that all the employees in the Register of Wills Office receive a 5% increase in their salaries, effective December 27, 1971. Note: Lois Maltony received a 10% increase in salary and Rose Merlo remained at her present salary as provided for in the budget. PROTHONOTARY'S OFFICE: Moved by Mr. Franks, seconded by Mr. Capano, that all the employees of the Prothonotary's Office receive a 5% increase -in their salaries,. effective December 27, 1971. TREASURER'S OFFICE: Moved by Mr. Morgan, seconded by Mr. Capano, that all the employees in the Treasurer's Office receive a 5% increase in their salaries, effective December 27, 1971. BEVEC, JOHN MAZZA, COMMISSIONERS CONTROLLER'S OFFICE: Chief Clerk presented two pieces of correspondence under the date of December 21, 1971, from the Controller's Office, stating that due to the resignation, of Deputy Controller F. D. Whalen, the following. promotions and appointments were made, to become effective December 27, 1971: Miss Nancy L. Gilbert promoted from"Office Manager to Deputy County Controller - $320. 00 bi-weekly, effective December 27, 1971 Mrs. Margaret Fisher - promoted from Clerk -Typist to Office Manager - $202. 00 bi-weekly effective December 27, 1971 Mrs. Ann Schellinger - appointed Clerk -Typist, effective December• 8, 1971 replacing Mrs. Fisher - $158. 00 bi-weekly The rest of the employees in the Controller's Office are to receive a 5% increase in their salaries, effective December 27, 1971. BRIDGE DEPARTMENT: Moved by Mr. Capano, seconded by Mr. Carroll, that all the employees of the Bridge Department be granted an increase of 57o to their salaries, (which amounts to about 16� per hour) effective December 27, 1971. Chief Clerk read correspondence under date of December 13, 1971 from the Pennsylvania State Association of County Commissioners regarding the answer of IRS on Phase II concerning elected officials. Internal Revenue Service of Philadelphia has completed its evaluation of the request for exemption from the 5 1/2% limit of the Economic Stabilization Program on salary increases during Phase II for the elected county officials of Pennsylvania. This is being forwarded to the Pay Board, in Washington D. C. for a final determination since it involves the entire state. In the matter of a 10% increase in the salary for Civil Service Employees of the counties, IRS has reiterated the position that the counties and the Commonwealth are separate bodies and that the counties are limited to increasing appointed employees to 5 1/216 unless a payrpll plan was in effect prior to August 15, 1971 that called for higher increments than 5 1/2% or unless the counties have been granted special permission by the Pay Board to go beyond 5%. Moved by Mr. Capano, seconded by Mr. Carroll, that the above outlined pay requests for elected officials and civil service employees be adopted subject to the approval of the Wage Price Board.
