FLYNN, 1RG7?Id�IL€�i�'6itX�ftX, COMMISSIONERS Minute No. 1-S Office of the County Commissioners Washington, Pa., January 3, 1972 Washington County Salary Board in compliance with the provisions of the County Code, Article 16, Section 1622, met in the meeting room of the County Commissioners for the purpose of re -organizing., Present being: Commissioners Flynn, Jones, and Paluso and Controller Elish. Also present being: Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor Hormell; Administrative Assistant Whalen; Reporter Robertson of the Observer -Reporter; Reporter Roule of the Monongahela Publishing Company; Reporter Liesch of the Brownsville Telegraph; Jack Merdian of WJPA; and Public Information Officer Huber. Roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Elish - Present; Mr. Flynn - Present, Moved by Mr. Jones, seconded by Mr. Paluso, that Michael R. Flynn be appointed as the Chairman of the Washington County Salary Board, for a term of (4) years, as stipulated in the County Code, Article 16, Section 1622. Roll call vote taken: Mr. Jones- Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Elish, that in the event of the absence of the Chairman of the Board, that Frank Jones, Jr. be appointed to conduct the affairs of the meeting as Acting Chairman. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Paluso, that three (3) members shall constitute a quorum, and that whenever the salaries of the deputies or other employees of any county department are to be considered, the elected Executive head or his Deputy shall sit as a member of the board, as long as any matter affecting his office is under consideration. Mr. Flynn: Only departments with an elected Executive head or deputy can have the right to vote. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Y.es; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Paluso, that the Chairman of the Salary Board has the right to call a meeting of the Salary Board when required, at any given time, preferably the Thursday before the end of the pay period. Ample notice (24 hrs. ) is to be given to board members for this, in compliance with the County Code. Mr. Paluso: Could we specify some requirement for time limit so that the members can make it there. Mr. Flynn: It is 24 hours notice except in the case of an emergency. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Elish, what it be a requirement that any office (other than offices of the County Commissioners), having an official notice of request for the Salary Board, said request to be submitted to the Chairman of the Board no later than Noon on the Wednesday prior to the meeting. Chairman states that no County officer, representative of the Courts, or officer or representative of the County Commissioners may employ or retain the services of any personnel without prior approval from the Salary Board. Chairman states that if a person is placed upon the County payroll without authorization by the Salary Board, then the payment of salary to that person becomes the personal responsibility of the appointing person. Remarks: A letter is to be directed to all heads of each department notifying them of the above motion. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes.
