offices and commissions that require legal advise. With that in mind, and in order to main-
tain my position as stated on January 3, I cannot, in all conscience vote for any solicitor in
this county, except for the mandated ones in the Code.

The Salary Board of the County of Washington met in the Office of the
County Commissioners with the following members being present: Commissioners Jones,
Paluso, and Flynn, and Controller Elish. Aleo present being: Chief Clerk Murphy;
Administrative Assistant Whalen; Solicitor Capano; Assistant Solicitor Hormell; Malcolm
Morgan - Treasurer; Sheriff Alex Debreczeni; Reporter Roule of the Monongahela Publishing
Company; Reporter Budinger of the Observer -Reporter; Reporter Liesch of the Brownsville
Telegraph; Jack Merdian of WJPA; and Public Information Officer Huber.

Chairman asked if there were any corrections, additions, or omissions

ELECTION DEPT.
Moved by Mr. Jones, seconded by Mr. Elish, that the salary of Frances
Kubala, temporary employee in the Registration Office, be set at $136. 50 bi-weekly, effective
February 22, 1972.
Remarks:
Mr. Murphy: She works two times during the year near the election. I believe it is
$1600 she is allowed to earn. She is a very good employee.
Mr. Elish: She can only work 30 days.
Mr. Capano: She is on retirement. Anybody who is on retirement can't work more than
30 days for the county, otherwise they go off the retirement and then they have to start all over
again.
Mr. Elish: That is 30 working days.
Mr, Paluso: That is $1600?
Mr. Elish: That is social security. That has nothing to do with this. The retirement
system permits 30 working days, and after that you lose your retirement.
Mr. Capano: What she does there is extra, help in order to keep current, so that they
can meet the election requirements.

the amount of $129. 20 for Daniel Luppino, Detention Home Counselor, who worked a total of
38 hrs. @ $3. 40 per hour for the dates from. February 2, 1972 - February 15, 1972.

Honan, draftsman for the Washington County Planning Commission be set at $202. 00 bi -
weekly, effective February 22, 1972.
Remarks:
Mr, Elish: Is he in the drafting room?
Mr. Murphy: A draftsman, sir.
Mr. Elish: Do you need him there? Is he a replacement ?
Mr, Flynn: The Planning Commission requisitioned for it.
Mr, Murphy: We are looking for two for the county, sir.
Mr. Jones: They are hard to get a, hold of.

WASHINGTON CO. PRISON:
Moved by Mr. Jones, seconded by Mr. Elish, that the following changes in
classification be approved at the following salaries, effective February 21, 1972:
Hanna. Johns - from Sergeant to Deputy Warden,- $290.00 bi-weekly
Henry Wetzeling - from Lieutenant to Captain - $276.00 bi-weekly
Abraham Zahand - from Guard to Lieutenant - $270. 50 bi-weekly
Clyde Gregg - from Guard to Lieutenant - $263.00 bi-weekly
Remarks:
Mr. Flynn: I want to be consistent, Gentlemen. I raised the question if this was per-
missible under the Wage Policy. I think that we have to fet approval before it is granted. I
am told that these men are in different categories, but there is still question in my mind and

I think we should get approval from the Wage Price Board.

Mr. Jones: I remember this being brought up in reference to some of our other employers.
Has there been an answer back from these people?
Mr. Flynn: In view of the fact that I raised the question about the approval and it would
be relevant to the question before us, read the letter for us will you, Mr. Whalen.
(copy of said letter attached on page 5a)
Mr, Flynn: I think it should be subject to the approval of the Wage Price Board,
Mr, Elish: According to that it is. I read a little bit about it too. I thought I had an
article from the Wall Street Journal in by briefcase on it. It allows employers who have
less than a thousand employees to give merit awards more than 7 1 /2% in the aggregate.
In other words, what the national board is concerned about is that they don't want to go
over the aggregate and to make adjustments in your own group there isn't a problem. In
fact, we are under a thousand any way. There wouldn't be a violation in the Federal
Regulations. This is my opinion. I think we can get permission to make these type of
arrangements without any difficulty. We can do it with these, the same as with the others.
Mr. Flynn: This communication is contrary to what you are saying. They say no.
The motion is on the floor. I'm saying it should be subject to the approval of the Wage
Policy Board, just like the rest of them.
Mr. Jones: I made a motion, but I sure don't want to circumvent the law, if it is against
the existing law.
Mr. Capano: The only thing the Chairman is concerned with is that it should be subject
to approval before the actual claim starts. I think in most of the cases the safest plan is
to submit this because their rulings vary and their guidelines are not always firm enough
that you can interpret them. They have their own interpretations. In other words, you
can't interpret them from a legal standpoint.
Mr, Flynn: Mr. Hormell, do you care to comment on this?
Mr. Hormell: I agree with Mr. Capano and I would add this further statement. It would
be foolishness for any public official to grant any increase in the face of an IRS ruling,
Under these circumstances, I think you'd be just heading for trouble.

Dear Mr, Whalen:
Thank you for your letter of January 21, 1972.
In reference to information requested in your letter -
(1) Longevity increase plans or established pay practices in existence before
November 14, 1971, without ngard to the 5. 5% general wage standard, if
given at the same increments. Guidelines state a bonafide promotion that
constitutes an advancement to an established job with greater responsibility
is allowed since remuneration goes with the job, not the man. The information
in your letter does not indicate the job will be a substantially different one with
more responsibility - my understanding of the job in question is the same job
just changed on paper and does not appear to qualify as a promotion or change o"
job.
(2) Awards may be granted to employees during the post -freeze period, for out-
standing performance under a prevailing program. Records must be kept to
demonstrate that these programs are not used to give wage increases in vio-
lation of the pest freeze policies.
If your would like to file for exception, the enclosed Form S-16 are to be prepared in tripli-
cate, one copy to be retained for your files.

Morgan, Treasurer be authorized to hire five (5) additional employees at $2. 20 per hour.
Remarks:
Mr. Jones: You mean we have those new machines over there, aren't they per-
forming the work they are supposed to do?
Mr. Morgan: Oh yes. This year hopefully this outfit is going to accomplish some-
thing. The ultimate aim is that we are going to get print outs back that will be able to eliminate
the hand posting that we have to put people on to do now.
Mr. Jones: We have a machine, why do you need the extra girls.
Mr. Morgan: Well, it certainly doesn't speed up the work, as fa,r as what we are
doing at the present time. In any way, shape, or form, it slows it down. It used to be that
you came up to the window and handed your tax card to the girl, She took the tax card, made
your change and reeeipted it, and gave you one copy. She did one thing. Now she ha,s to not
only receipt it, she has to punch anywhere from 18 to 21 keys to feed in the necessary informa-
tion to make the tape that goes with the computer. Then we will hopefully start making print
outs. Hopefully, some day, if we ever start getting worthwhile print outs, we will eliminate
a lot of the hand work in the back, where we have to post the books with the cards.
Mr. Murphy: What will be the length of time for employment for this extra help?
Mr. Morgan: Well, I don't really know at the present time, because our mail is
starting to tail off just a little bit and we may be able to get caught up.
Mr. Murphy: Are you going to follow your suggestion of last year of employing a
night time shift?
Mr. Morgan: No, because we have got a machine to do the mail. We have a
machine in thelback to work on the mail. We have dune a, little, but we have not been able
to get any volume done.
Mr, Jones: This is like the regular work in your office - these extra girls?
Mr. Morgan: They will be right -in there. They will be doing hand posting, running
tapes, and processing mail. Last year we spent almost $10, 000 for extra help.
Mr. Paluso: How much do you expect this year?
Mr, Morgan: Hopefully, since we are spread out over'a, longer period, we may be
able to cut that down, This year there is $3, 000 in the budget for this.
