(a total of 20% increase in this fiscal year in their salaries). When we resolve this, we
should take up other existing questions before us.
Mr. Elish: Well, you should if there is inequitities. People not getting paid for certain
work. Mr. Chairman, they should be corrected. This is my position all the time. I think
it is completely unfair what we are doing. Looking at it from an objective viewpoint. Its
the same thing with Judge DiSalle.
Mr, Jones: We work within a budget here, Mr. Elish. You know that. We have to stay
within the confines of each individual office, a,s far as the budget is concerned. Now, to
me this is still a point of law.
Mr. Flynn: Well, your point is well taken, Mr. Jones. But between now and December 31,
some of us are going to have to stand up and be counted. The entire budget. We a,re walking
a tight wire right now.

The Salary Board of the County of Washington met in the Office of the County
Commissioners with the following members being present: Commissioners Jones, Paluso,
and Flynn, and Deputy Controller Gilbert. Also present being: Chief Clerk Murphy;
Administrative Assistant Whalen; Solicitor Ca,pano; Assistant Solicitor Hormell; Judge
Gladden; Judge DiSalle; Reporter Roule of the Monongahela Publishing Company; Reporter
Jane Bennett of the Brownsville Telegraph; and Public Information Officer Huber.

Chairman asked if there were any corrections, additions, or omissions to
Minute No, 8-S, each Commissioner and .County Controller having received copies.
Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 8-S be
approved, as read.

Moved by Judge Gladden,. seconded, by Mr. Paluso, that the salary of
Lillian E Sowers, Secretary to Judge Gladden be set at $202. 00 bi-weekly effective May 1,
1972 and then after a, 6-month period, her salary be increased to $212. 00 bi-weekly. This
is a replacement.
Remarks:
Mr. Flynn: May I suggest, too, Judge, for the record, .that she starts at $202. 00 and then
after a probationary period of 6 months she goes to $212. 00. Then, I think from the $212. 00
to $230. 00 maximum. Thats uniform with all them up there.

Moved by Judge DiSalle, seconded by Miss Gilbert, that the salary of Mary
Francis Secretary to Judge DiSalle, be increased from $212. 00 bi-weekly to $230. 00 bi-
weekly, effective January 24, 1972.
Remarks:
Mr. Jones: Is this the same point of law that we are talking about in reference to the raises
on the IRS ?
Mr, Flynn: Yes, that is right.
Judge DiSalle: This was approved last January and it was made subject to the approval of
the Wage Price Commission, I believe. I understand that at the last Salary Board Meeting
Mr. Morgan and Mr. E1ish came in (their employees have been in the same situation) and
from my understanding of the thing, the matter was resolved so that the increases were
approved retroactive to January 24.
Mr. Paluso read back Salary Board Minutes of January 20, 1972.
Mr. Flynn: Gentlemen; if I may. From my own personal observation, that is the reason

we suggested that we spell it out in the record here just exactly what we anticipate now.

It was an understanding that this would take place. The only thing I can say to you Sir, as f ar
as I am concerned, there is nothing personal as far as the lady.is concerned, but to be con-
sistent, I must of necessity vote against it.
Mr. Jones; I was going to ask Mr. Whalen if he received any more correspondence from the
IRS, to be consistent.
Mr. Whalen: No.
Mr. Paluso: I'm lost. Just back here you passed the one for Judge Gladden. This lady is
the same employee, she does the same thing with less money. She has been here several
years. The new girl, after she put in 6 months probationary will make this salary.
Mr. Flynn: She starts at $202. 00 and after 6 months goes to $212.00.
Mr. Paluso: Then in twelve months, didn't you say $230.00. This lady is not making that
now. How many years ha,s she, been here.
Mr. Flynn: She will ,be here a year this month.
Judge DiSalle: She was with another judge for years. She will be with me a, year April 1.
Mr. Flynn: We got into a controversy before about this Wage Policy Board and there is
nothing on record that indicates we do have this policy.. Thats why I asked Judge Gladden.
The only think I'm saying, I have nothing personal, I just have to be consistent.
Mr. Paluso: You just okayed the new one.
Mr. Flynn: At $202. 00. By the time she gets around to 6 months, there might not be a wage
policy board. By the time she gets around to a year, the wage policy board could be out of
existence.

MAGISTERIAL DISTRICT #14:
Moved by Mr. Jones, seconded by Mr. Paluso, that the salary of Mona L.
Strahel, temporary secretary, be set at $136. 50 bi-weekly, effective April 24 through May 5,
1972, This is a replacement for the regular secretary during her vacation period.
