JOHN MAZZA, r-OMMISMONERS E Minute No. 10-S Office of the County Commissioners Washington, Pa., April 27, 1972 The Salary Board of the County of Washington met in the Office of the County Commissioners with the following members being present: Commissioners Jones, Paluso, and Flynn, and Deputy Controller Gilbert. Also present being: Chief Clerk Murphy; Administrative Assistant Whalen; Solicitor Capano; Assistant Solicitor Hormell; Judge Glad Sheriff Debreczeni; Reporter Route of the Monongahela Publishing Company; Reporter Robertson of the Observer -Reporter; and Reporter Liesch of the Brownsville Telegraph. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Miss Gilbert - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 9-S, each Commissioner and County Controller having received copies. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 9-S be approved, as read. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Miss Gilbert - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Elish entered the meeting. COURTS: Moved by Mr. Paluso, seconded by Judge Gladden, that the salary df Constance Smith, who accompanied Annette Gilly to Philadelphia as a matron -guard on the dates from March 22 through March 28, 1972 which comes to a total amount of 91 hours @ $2. 50 per hour - $227. 50 be approved. Roll call vote taken: Judge Gladden - Yes; Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Note: This amount of money should be charged to Mr. Debreczeni's account for special work since she accompanied him on this trip. Judge Sweet entered the meeting. Moved by Judge Sweet, seconded by Mr. Paluso, that the salary of David S. Posner, Pre -Trial Master Law Clerk be set at $9900. 00, annually, effective June 1, 1972. Judge Sweet referred to correspondence under date of April 21, 1972 to Magistrate Tempest, which all members of the board received, stating that the Chief Clerk has no authority to approve or disapprove a, request for employment in the judicial branch. Judge Sweet requested, in his letter to meet with Mr. Tempest to discuss the matter of an additional clerk in the Monongahela Office. Judge Sweet stated that he feared that Mr. Tempest would leave himself open to surcharge for Mrs. Lupetin's wages if he employs her before the matter goes through Salary Board. Mr. Murphy stated that he requested that a letter be directed to the President Judge, County Controller or Chief Clerk's Office. He stated that he did not give approval. MAGISTERIAL DISTRICT #2: Moved by Judge Sweet, seconded by Mr. Elish, that the salary of Nancy A. Lupetin, part-time secretary (3 days a week) be set at $136. 50 bi-weekly, effective April 17, 1972. Roll call vote taken: Judge Sweet - Yes; Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. MAGISTERIAL DISTRICT #8: Moved by Mr. Jones, seconded by Mr. Pa,luso that the salary of Albina Belsenti, temporary secretary replacing Eleanore Lutes, for the day of April 14, 1972 be set at $136. 50 bi-weekly. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. ADULT PROBATION: Resignation of Margaret McKahan, Clerk, effective April 21, 1972. DEPARTMENT OF HUMAN SERVICES: Resignation of Edward A. Sadvary, Director, Protective Services Unit, effective May 1, 1972. PRISON: Moved by Mr. Jones, seconded by Mr. Pa,luso, that the following extra, pay- toll for regular salaried employees at the Washington County Prison who worked overtime during this pay period due to illness and vacations of guards, be approved for payment: Name: Abraham Zahand Hanna, Johns Herbert Fenton Remarks: Hourly. Rate: $3. 38 $3. 63 $3. 16 Total Hours: Total Amount; 1,6 $54.08 8 $29. 04 8 $25, 28 Mr. Elish: Don't you think we're getting a little overboard in this overtime. Technically, this shouldn't happen. I think the warden should be a little bit easier on this in the future. Mr. Flynn: I agree with you, Mr. Elish. I think the reasoning for it originally was the fact that he doesn't have anybody on a standby basis. We could raise the question - coule he secure somebody now. At the time he definitely didn't have anybody to call out in case somebody didn't report. But it is a, good point. We continue to raise the question. As a matter of fact, I'll bring it up at the next Prison Board Meeting. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr, Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. PLANNING COMMISSION: Moved by Mr. Jones, seconded by Mr. Elish, that the salary of William Sember, employee of the Washington County Planning Commission be supplimented by $76. 92 bi-weekly (this is to make up for the difference between the PEP Program's maxim rate and his annual salary), effective April 17, 1972, Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr, Flynn - Yes. Motion carried unanimously. JUVENILE DETENTION HOME: Moved by Mr. Jones, seconded by Mr. Elish, that a voucher be prepared in the amount of $125. 80 for Daniel Luppino, Detention Home Couns6lor, who worked a total of 37 hours @ $3.40 per hour for the dates from April 12, 1972 - April 25, 1972. Also included in this motion is that the salary of Nancy G. Momeyer, ma on a temporary basis and William A. Smith, attendant on a, temporary basis both be set at $16. 00 per day each, effective April 11, 1972. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr, Flynn - Yes. Remarks: Mr. Elish: I'm just wondering, Mr. Sheriff, how long this will run. How will your budget stand if this continues with these trials through the year? Mr, Debreczeni: May I state that the outset of this budget is up in the five figures we set up for special services. Naturally, we haven't spent down to $6, 000. Presently I have close to $4, 000. This to me will be the extent for a period of time and my budget will stand this and I will have money left over at the end of the year. But your question is that I always seem to be caught in the middle of some of these things. But I have court orders to carry these things out and therefore it is my duty to do so. I don't want to talk out of school, but if this county had to bear the expense that I am confronted with now in the field of both of these individuals the security which is paid to the people other than the county. It is running in the neighborhood of $600 per day. This is the extent of it. Mr. Paluso: The works been performed. There is no question that this has to be done now. Mr. Elish: Well lets be hopeful that this doesn't continue. Mr. Debreczeni: I think the Chairman of the Board has scheduled some kind of meeting this afternoon that we could dwell into this. I think it is for that purpose, Mr. Flynn: I think that will be one of the topics of discussion.
