BEVEC, JOHN MAZZA, COMMISSIONERS IIIIIIIIIIIF Minute No. 15-S Office of the County Commissioners Washington, Pa. , June 28, 1972 A Special Meeting of the Salary Board of the County of Washington was held at 10: 00 a. m. , Wednesday, June 28, 1972 for the purpose of discussing the status of an employee of the Probation Office with the following members being present: Commissioners Jones, Paluso and Flynn; and Controller Elish. Also present being Judge Sweet; Chief Clerk Murphy; Administrative Assistant Whalen; and Solicitor Capano. Mr. Flynn stated that at the last Salary Board Meeting, correspondence from George Kubovcik was presented concerning Deborah, L. Slocum, an employee in his office. Since we are under a directive, we cannot move until we hear from the Courts themselves (the President Judge in particular), the matter was tabled until further clari- fication. Mr. Kubovcik wanted to put Miss Slocum on as a summer employee and when Judge Sweet refused to discuss the matter further, he went to Judge Disalle who said the appointment was okay; prepared and order and signed it. Judge DiSalle brought up the matter with the other Judges and they all declined to sign the order. Since the order was not signed by a majority of the Judges and a motion was never made -- she was never appointed. When Judge Sweet found out that Miss Slocum had started to work he directed that she be terminated and she was terminated as of Friday, June 23, 1972. These three weeks she worked were without any authority. The only way out of this would be asking the Salary Board to put her on retroactively for three weeks at the minimum -.salary and terminate her effective June 23, 1972. Moved by Judge Sweet, seconded by Mr. Jones, that the salary of Deborah L. Slocum, employee in the Adult Probation Office, be set at $136. 50 bi-weekly for a three week period retroactive to June 6, 1972 and terminating June 23, 1972. Remarks: Mr. Flynn: I wish that you would kindly inform the gentleman in charge down there that he could be surcharged and I think he has been informed by our Chief Clerk from time to time, that he does not have the power to appoint. Apparently he does not understand this. The advice must come from the Courts. After all, he is under the jurisdiction of the Courts. I would appreciate it if the gentleman is informed that from here on in the future any appoint- ments will come directed from the Courts and not from him. Judge Sweet: I quite concur with what you said. I like to retain command there. Mr, Jones: If you remember, we sent that directive out at the first of the year. This still applies.
