In the case of the Register of Wills, it is a replacement anyway. He is entit- d to that. . Whalen: Well, he talked to me. But about the only thing I can say is that I had a sharp cussion with Mr. Mouyard and he didn't send his request in until, I think noon two weeks ago oday and he wanted either Mr. Murphy or Ito include it with the minutes of last meeting. We d to him that we couldn't do that, that it had to be. approved by the Salary Board and he stormed out of, my office and was very much upset. So I told him I couldn't help it because no way Mr. Murphy and I can authorize minutes to be corrected or changed. So both Mr. and I did have a conversation with him two weeks ago today, but prior to that time I had discussion with him. And on Mr. Franks, I didn't have a discussion with him on that either. BEVEC, JOHN MAZZA, COMMISSIONERS I did on Mr. Marino and he pointed out to me that it was an emergency and I felt that was in . Flynn: The Prothonotary is entitled to that, he doesn't have to get approval because he eady has the position. But Mr. Mouyard's the one. . Whalen: He was insisting that we pay the last time. I told him I didn't have any authority tc e payment either. . Paluso: What we have to remember was that we didn't have salary board. . Flynn: We did on September 14. . Murphy: You see, what he did is come in about 12:30 on September 14, with this request d I said the meeting is over, what are we going to do with it. He said, you can put it in the inutes. I said, we can't do that. Then he threatened to take me and Mr. Whalen to court. Mr. Jones: Didn't we send memos to all the offices on this? . Flynn: He put that woman on the 5th. He had no right to do that until after he got approval. ow, look at the others. Mr. Franks in the Prothonotary's Office has a vacancy and he's o that position and he can fill it. .
