BEVEC, JOHN MAZZA, COMMISSIONERS ds PARKS & RECREATION: Lay-off of the following part-time park police, effective November 12, 1972: Gary Karluk Edward Forsythe Michael Messina Joseph Gallagher Thomas Fisher Resignation of James Weaver, effective November 12, 1972. SHERIFF'S OFFICE: Moved by Mr. Paluso, seconded by Mrs. Criquellion, that the following be approved for payment: Mildred Pacilla, Matron - 10 days @ $30. 00 per day - $300. 00 (for the dates from November 3, 1972 - November 12, 1972) Paula Teagarden, Matron - 10 days @ $30. 00 per day - $300. 00 (for the dates from November 12, 1972 - November 21, 1972) Fonda Liddle, Matron - 17 days @ $30, 00 per day - $510. 00 (for the dates from November 20, 1972 - December 6, 1972) Remarks: A discussion was held on the subject of: How does Mr. Debreczeni anticipate to pay the matrons prier to the date of June 12 or 13, 1972, when the close of this fiscal year is coming and there is approximately $1100 outstanding. Minute No. 27 -S 1972 Office of the County Commissioners Washington, Pa., January 3, 1973 Washington County Salary Board in compliance with the provisions of the County Oode, Article 16, Section 1622, met in the meeting room of the County Commissioners for the purpose of re -organizing and any other matters that may come before the board. Mr. Flynn made reference to a memo sent to the Salary Board Members stating that since the first BOARD' ,OF,COUNrfiY COM MISSIONERS—, WA.SHINGTON- COUNTY, PENNSYLVANIA MICH.AEL R. FLYNN, JOHN-P.^BEVEL, JOHN MAZZA, COMMISSIONERS Monday of January 1973 is a legal holiday and the Courthouse will be closed -a meeting will be held on this date for the above purposes. Present being: Commissioners Jones and Flynn; and Controller Elish. Absent being: Commissioner Paluso. Also present being: Chief Clerk Murphy; Administrative Assistant Whalen; and Solicitor Hormell. Roll call taken: Mr. Jones - Present; Mr. Paluso - Absent; Mr. Elish - Present; Mr. Flynn - Present. Chairman asked if there were any correction$ additions, or omissions to Minute No. 26-S, each Commissioner and County Controller having received copies. as read. Moved by Mr. Elish, seconded by Mr. Jones, that Minute No. 26-S be approved, Roll call vote taken: Mr. Jones - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Elish, seconded by Mr. Flynn, that in the event of the absence of the Chairman of the Board, that Frank Jones, Jr., be appointed to conduct the affairs of the meeting as Acting Chairman, Roll call vote taken: Mr. Jones - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Elish, that three (3) members shall constitute a quorum, and that whenever the salaries of the deputies or other employees of any county department are to be considered, the elected executive head or his deputy shall sit as a mem- ber of the board, as long as any matter affecting his office is under consideration. Roll call vote taken: Mr. Jones - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Elish, that the Chairman of the Salary Board has the right to call a meeting of the Salary Board when required, at any given time, prefer- ably the Thursday before the end of the pay period. . Chairman states that no county officer, representative of the courts, or officer or representative of the County Commissioners may employ or retain the services of any personnel_ without prior approval from the Salary Board.. Chairman states. that, if a person is placed upon the County payroll without proper authorization by the Salary Board, then payment of salary to that person becomes the personal responsibility of the appointing person. Moved by Mr. Jones, seconded by Mr. Elish, that the number of County employees, their positions and the salaries relating thereto as provided for in our annual county budget shall remain the same until any future determination. Roll call vote taken: Mr. Jones - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Elish, that the salary of Oliver N. Hor- mell, County Solicitor, be set at $11, 000 annually, effective December 25, 1972. Roll call vote taken: Mr. Jones - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Elish, that the salaries of the following secretaries in the Magisterial Districts indicated be set as follows: MAGISTERIAL DISTRICT #6: Esther Gallow worked five days the week of December 4, 1972. This means that she worked her regular 2 1 /2 days and also 2 1 /2 days to replace Nancy Koslosky, full time secretary who took the time as part of her vacation. $136. 50 bi-weekly. MAGISTERIAL DISTRICT #8: Amalia Yuratovich, replaced regular secretary Eleanore Lutes who was off work because of illness on December 14, 15, and 18, 1972. $136. 50 bi-weekly. JUVENILE DETENTION HOME: Moved by Mr. Elish, seconded by Mr. Jones, that a:voucher be prepared in the amount of $113. 90 for Daniel. Luppino, Detention Home Counselor, who worked a total of 33 1 /2 Hours @ $3. 40 per hour for the dates from December 20, 1972 - January 2, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. WASHINGTON CO. PRISON: Moved by Mr. Jones, seconded by Mr. Elish, that,the salaries of the following employees be approved for payment: Overtime Payroll for Regular Salaried Employees: Frank Valla, 32 hrs. @ $3. 16 - $101. 12 Edward Petras, 16 hrs. @ $3. 45 - $55. 20 George Derry, 16 hrs. @ $3. 16 - $50. 56 Anthony Kijowski, 16 hrs. @ $3. 29 - $52. 64 Per Diem Payroll: Clara R. PARKS & RECREATION: Moved by Mr. Jones, seconded by Mr. Elish, that the salary of Edward Pellegrini, Desk Clerk, who will be working evenings and weekends at Mingo Creek County Park, be set at $2. 50 per hour, effective December 26, 1972, Roll call vote taken: Mr. Jones - Yes; Mr. Elish - Yes; Mr. Flynn - Yes.
