Office of the County Commissioners Washington, Pa., February 15, 1973 The Salary Board of the County of Washington met in the Office of the County Commissioners with the following members being present: Commissioners Jones and Paluso, and Controller Elish. Absent being: Commissioner Flynn. Also present being: Administrative Assistant Whalen; Solicitor Hormell; Frank Roney, Solicitor for the Controller's Office; Judge Curran; Reporter Robertson of the Observer -Reporter; Reporter Roule of the Monongahela Publishing Company; Reporter Liesch of the Brownsville Telegraph; and Jack Merdian of WJPA. Meeting called to order by Acting Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Elish - Present; Mr. Flynn - Absent. Acting Chairman asked if there were any corrections, additions or omissions to Minute No. 29-S, each Commissioner and County Controller having received copies. Moved by Mr. Paluso, seconded by Mr. Jones, that Minute No. 29-S, be approved, as read. 1 SALARY' MINUTE BOOK BOARD' OF COUNTY COMMISSIONERS ' WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Moved by Judge Curran, seconded by Mr. Paluso, that the salary of Shirley Ardman, Secretary to the Pretrial Master and Law Clerk be adjusted from $143. 50 bi-weekly to $166. 00 bi-weekly, retroactive to January 22, 1973. For a matter of record: MAGISTERIAL DISTRICT # 11: Resignation of Bonnie McCartney, Secretary, effective February 5, 1973. MAGISTERIAL DISTRICT # 14: Lois Stewart will be available to help train new secretary through February 16, 1973. RECORDER OF DEEDS: Moved by Mr. Elish, seconded by Mr. Jones, that the salary of Edward Eckels, Deputy be increased from $305. 00 bi-weekly to $320. 00 bi-weekly, effective February 19, 1973. Roll call vote taken: Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Jones - Yes. Motion carried unanimously. CHILD WELFARE SERVICES: Moved by Mr. Paluso, seconded by Mr. Elish, that the salary of K. M. Chick, Clerk -Typist I (Probationary) be set at $5268. 00 annually, effective February 20, 1973. Also included in this motion is that Elena Bell, Clerk Typist I be granted an increment from $5529. 00 annually to $5803. 00 annually, effective February 19, 1973. Roll call vote taken: Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Jones - Yes. Motion carried unanimously. CIVIL DEFENSE: Moved by Mr. Paluso, seconded by Mr. Elish, that Charles O. Bohner, Ll I Executive Director's salary be adjusted from $345. 00 bi-weekly to $346. 58 bi-weekly, SALARY MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS retroactive to the pay period ending January 5, 1973. Also included in this motion is that Vlasta Draper, Administrative Assistant's salary be adjusted from $245.00 bi-weekly to $245.77 bi-weekly, effective with the pay period ending February 18, 1973. Roll call vote taken: Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Jones - Yes. Motion carried unanimously. WEIGHTS & MEASURES: For a matter of record: Donald D. Hotz, resigned, effective February 5, 1973. TAX CLAIM BUREAU: Moved by Mr. Elish, seconded by Mr. Paluso, that Vellamarie Dobbins Devecka, Clerk in the Tax Claim Bureau be granted a 60-day leave of absence, effective February 26, 1973. Please Note: Resignation of William Mentzer, Appraiser and Posting Agent, effective February 16, 1973. TREASURER'S OFFICE: Moved by Mr. Elish, seconded by Mr. Paluso, that Mary Pearson was unable to work and therefore will be replaced with Lori Goshorn at the same rate of pay, for extra help. Roll call vote taken: Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Jones - Yes. Motion carried unanimously. JUVENILE DETENTION HOME: Moved by Mr. Elish, seconded by Mr. Paluso, that a voucher be prepared in the amount of $136. 00 for Daniel Luppino, Detention Home Counselor, who worked a total of 40 hours at $3.40 per hour for the dates from January 31, 1973 - February 13, 1973. Roll call vote taken: Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Jones - Yes. Motion carried unanimously. PLANNING COMMISSION: Moved by Mr. Paluso, seconded by Mr. Elish, that the salary of Thomas Rauchfuss, Planning Technician be set at $5252.00 annually, effective February 26, 1973. Feb. 2, 1973) MEN'S HOME: Name: Salary: Frances D. Bedillion, $2. 00 per hour Kitchen Aide (temporary) Effective Date: February 8, 1973 February 3, 1973 Effective Date: February 1, 1973 Helen L. Swart, Kitchen Aide $2. 00 per hour February 1, 1973 (temporary) Please Delete: Frances Bedillion from payroll, effective February 3, 1973 due to resignation. Roney, Solicitor for the Controller's Office read the following items regarding Stanley Brovey before the board: (1) A memorandum to Controller Elish from Judge Sweet dated February 13, 1973, which enclosed a copy of an order dated February 9, 1973 (No. 128 January Term 1973) under the signature of Judge Sweet. HEKEC, JOHN MA37A, %rONUt$MONOn 11 L 1 (2) Payroll voucher under the date of February 9, 1973 signed by Thomas D. Gladden with a gross total of $1200. A notation was made at the bottom of this voucher as follows: -THIS VOUCHER IS SUBMITTED AS HERETOFORE: subject, nevertheless, to any modifications which may be imposed by the order and other communications of Sweet, P. J. in re: Stanley Brovey. (3) Correspondence under the date of February 5, 1973 from Judge Sweet to Judge Gladden. (4) Salary Board Minutes: No. 27-5, Page 3 and No. 28=5, Page, 2. (5) Section 1625-B and Section 1625-C of the County Code. Mr. Roney stated that the order pertaining to Stanley Brovey was handed down and signed by Judge Sweet alone in his capacity as President Judge. Mr. Roney stated that the records before the Salary Board indicate that Stanley Brovey is on the payroll of Judge Gladden and the matters seem to conflict. Mr. Roney stated that he thought this was a matter to be resolved by the Salary Board and not the Controller. Mr. Jones, stated that the Salary Board sets the salary for the designated employees and the Court designates who the employees are... Mr. Hormell stated that he thought it was the Controller's job to reconcile these sorts of things (such as the conflict about Stanley Brovey). Mr. Hormell. stated that since the Commissioners signatures appear on the payroll, he advised that they go along with the Controller, in that Mr. Brovey's check should not be issued until such time as this matter is reconciled and the only time they should do anything on this matter is if the Court is represented. Mr. Roney suggested that a motion be made, calling the Judges to a Salary Board Meeting for the purpose of resolving the Stanley Brovey matter, in view of the sections of the County Code referred to pertaining to the Salary Board. Mr. Hormell stated that he could not advise the Commissioners to go along with that motion, because the Salary Board has nothing to do with this problem. Mr. Hormell stated that there are two things: (1) The Judges elect who their people are, and (2) The Salary Board elects the number and compensation, and that to ask the Judges to come here and participate in a meeting for this purpose would be outside the authority of the Commissioners. Mr. Roney referred to the Salary Board Minutes of January 18, 1973 which states that Carl Sperl would be hired if and when the retirement of Stanley Brovey occurs. Mr. Roney asked if anyone had received a letter from Mr. Brovey stating that he had retired. Mr. Paluso stated that the only way to solve this matter is to hold the check in abeyance and to have the Court come down with a recommendation of who is to be deleted and who is not to be deleted in an official Salary Board Meeting.
