Office of the County Commissioners
Washington, Pa., March 29, 1973
The Salary Board of the County of Washington met in the Office of the
County Commissioners with the following members being present: Commissioners
Paluso and Flynn, and Deputy Controller Criquellion. Absent being: Commissioner
Jones. Also present being: Administrative Assistant Whalen; Russell Marino - Register
of Wills; and Dave Budinger of the Observer -Reporter.
Meeting called to order by Chairman and roll call taken:
Mr. Jones - Absent; Mr. Paluso - Present;
Mrs. Criquellion - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additiions or omissions
to Minute No. 32-S, each Commissioner and County Controller having received copies.
Moved by Mr. Paluso, seconded by Mrs. Criquellion, that Minute No. 32-S
be approved, as read.
Roll call vote taken:
Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Moved by Mr. Paluso, seconded by Mrs. Criquellion that the following
items in the Magisterial Districts indicated, be- approved:
MAGISTERIAL DISTRICT # is
Mary L. Godish, Secretary, is taking her vacation from April 12 thru April 23, 1973.
MAGISTERIAL DISTRICT #7:
Diane Kulok, Secretary, worked one sick day for Ritc. Lutz on March 15, 1973.
MAGISTERIAL DISTRICT # 11:
Betty Ruth Prebeg has become a full time employee in this office, effective March 8, 1973.
She has been temporary as of February 6, 1973 thru March 2, 1973. She did not work on
March 5, 6, or 7, but returned on March 8, 1973.
Roll call vote taken:
Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn = Yes.
Motion carried unanimously.
MAGISTERIAL DISTRICT # 14:
Moved by Mr. Paluso, seconded by Mrs. Criquellion, that Magistrate Glover
be authorized to hire a temporary full-time secretary and if the workload warrants she can
then be put on a permanent basis.

LAND ACQUISITION AGENT:
Moved by Mrs. Criquellion, seconded by Mr. Paluso, that the salary of
Robin Borne, secretary to Clay Graham, be set at $143. 50 bi-weekly, effective March
19, 1973.

Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
REGISTRATION OFFICE:
Moved by Mrs. Criquellion, seconded by Mr. Paluso, that the Registration
Office be granted permission to have three temporary clerks, starting on April 2, 1973
at $136. 50 bi-weekly.

Moved by Mr. Paluso, seconded by Mrs. Criquellion, that the salaries
of the following employees be approved for payment:
COUNTY GARAGE:
Frank Brager, Extra Watchman, replacing John Kosarik, who was elevated to position
of Mechanic's Helper - effective March 17, 1973 at $20. 20 per day.
COUNTY JAIL:
Clara R. McWreath, Matron - 8 days @ $16. 80 per day - $134.40
Francis Rosmon, Guard - 8 days @ $24. 15 per day - $193.20
DETENTION HOME:
Daniel Luppino, Counselor - 39 hours @ $3.40 per hour - $132. 60
HOME FOR AGED WOMEN:
Vesta Hoffman, Cook - effective March 10, 1973 - $160. 00 bi-weekly or $16. 00 per day.
Mary Voytek, Nurses Aide - increment increase from $172. 00 bi-weekly to $184. 00
bi-weekly, effective March 24, 1973.
Mary Yasenchock, Housekeeper - increment increase from $160. 00 bi-weekly to $172. 00
bi-weekly, effective March 31, 1973.
HOME & HOSPITAL FOR MEN:
Pete Angott, Watchman, effective March 19, 1973 at $2. 00 per hour.

REGISTER OF WILLS:
Moved by Mr. Marino, seconded by Mrs. Criquellion, that the salary of
Jay W. Troutman, Audit Clerk, be set at $462. 00 bi-weekly, effective March 26, 1973.
This is a replacement for John Hana who retired.
Remarks:
Mr. Flynn raised the question of "whose employee is the audit clerk"'?
This question was brought to Mr. Flynn's attention by the fact that the last increase
Mr. Hana was given was brought up by a member of the Court. Mr. Marino stated that
this job is specifically a position of the Register of Wills and Clerk of Orphans Court.
Mr. Flynn stated that he wanted to ask the Courts or somebody just what legal right
they had to represent this person. Mr. Marino stated that the Register of Wills is the
Clerk of Orphans Court and he would like to work out something that is agreeable, but
actually Orphans Court has the right to veto any employee who works in the Register
of Wills Office who is an employee of the Orphans Court. Mr. Flynn stated that since
there is this gray area of question, he was going to call this matter to the attention of
our Solicitor to determine just whose employee this man is.

PARKS & RECREATION:
Moved by Mr. Paluso, seconded by Mrs. Criquellion, that the salary of
Jerry M. LaSalvia, part-time park policeman, replacing Mr. Gallagher, be set at
$2. 50 per hour, effective April 2, 1973;
Also included in this motion is that the salary of John Keating, part-time
park policeman at Cross Creek County Park be set at $2. 50 per hour, effective April 2,
1973.

TREASURER'S OFFICE - EXTRA HELP:
Moved by Mrs. Criquellion, seconded by Mr. Paluso, that the following
