Acting Chief Clerk Whalen read a copy of a letter from William A. Mitchell, Juven-
ile Prosecutor, which requested a raise in compensation for this position from the present range
of $2, 800. 00 to a salary of $6, 400. 00 per annum.
This matter was tabled.

COURTS:
Acting Chief Clerk Whalen read the following letter to be made a part of the
minutes:
Dear Mr. Flynn:
You asked me to write you some summary of our position as to the role of the
judges in their appointments and the representation at the Salary Board.
From an examination of the relevant Acts of Assembly, it seems fairly clear to
me that the "judges" or "the court" appoint almost all the Court Employees collectively. This
is specifically true of the members of the Board of View (16 P. S. 4103), the reporters (17 P.
S. 1801), the stenographers, typists and other clerks (17 P. S. 1837), court criers, tipstaves
and court constables (17 P. S. 1861), interpreters (17 P. S. 1875), probation officers and
assistants (19 P. S. 1053), desertion and nonsupport officers (48 P. S. 135). The authority
to appoint the court administrator is found in the Rules of Criminal Procedure and directives of
the Supreme Court.
The Salary Board Act provides that the President Judge shall appear for salaries
of the court criers or tipstaves or other court employees. The President Judge appears for the
collective employees; these are the court administrator and his secretary, the court duty officer,
the probation, both adult and juvenile, the desertion and nonsupport people, presentence inves-
tigators, members of the Board of View. The President Judge appears for the magistrates'
secretaries because of his authority over the magistrates under the rules for the governing of
the minor judiciary. The Labor Board has recently recited this fact. The President Judge
appears for the librarian under the provisions of 16 P. S. 1965.
We believe that the judges' secretaries are individual employees rather than
collective. However, since we think it would be inconvenient and perhaps even unwise to have
all five of us coming to the Salary Board, each for his own secretary, the members of the Court
have agreed to an agency arrangement whereby the President Judge will appear for the other
judges' secretaries.
By Act of Assembly, the law librarian is a President Judge's appointment. We
have treated it collectively so far.
Since the great majority of the appointments abovementioned are collective, we
have a provision that a majority of the Court can overrule the President Judge if he should act
