BEVEC, JOHN MAZZA, COMMISSIONERS on any of the collective employees against the will of the majority of the Court. It seems pretty unlikely he would do this, but the safeguard has been built in. if, because the President Judge is in trial or for any other reason, he wishes to send another member of the Court, he may do so. Frequently, another judge will be more familiar with the immediate problem at hand and so will be the one to come, but it will be in order for the Chairman of the Salary Board to ascertain for the record on each occasion that the judge appearing is appearing at the request of the President Judge and that he is there "for" the Court. Also present being: Administrative Assistant Whalen; Judge Charles G. Sweet; District Attorney Costa; Assistant Solicitor Gilmore; Mike George, Director, Department of Parks and Recreation; Dave Budinger of The Observer - Reporter; June Lilley of The Daily Notes; and Earl Bugaile of WKEG Radio. Godish on June 12 and 13, 1973. MAGISTERIAL DISTRICT #3: Barbara L. Traversari returned to work as of Monday, June 25, 1973. She and Pamela Olson are now full-time employees. MAGISTERIAL DISTRICT #6: Nancy Koslosky will be on vacation from June 26, 1973, until July 5, 1973. Mrs. Esther Gallo, part-time secretary, will fulfill Mrs. Koslosky's duties in her absence. Chapman, Maintenance Man -Watchman, replacing Matthew Pizzino who resigned, $183. 00 bi-weekly, effective June 28, 1973. Pete Angott - due to an error, his salary dshould increase from $183. 00 to $212. 00 bi-weekly (not $202. 00 bi-weekly), effective June 9, 1973. Jack Howell, Pharmacist, replacing, Thomas H. Baynham while on vacation, $80. 75 bi-weekly, effective July 7, 1973. Mr. Flynn suggested that a meeting be set up between the Board, the Sheriff, and the District Attorney in order to discuss the present and future status of the Yablonski trials. BEVEC, JOHN MAZZA, COMMISSIONERS Ea • ' JUVENILE DETENTION HOME: Moved by Mr. Paluso, seconded by Mr. Jones, that a voucher be prepared in the amount of $115. 60 for Daniel Luppino, Detention Home Counselor, who worked a total of 34 hours @ $3.40 per hour for the dates from June 20, 1973 - July 4, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Gillespie - Yes; Mr. Flynn - Yes. Motion carried unanimously. Acting Chief Clerk Whalen read the following letter dated June 21, 1973, from Honorable Judge Paul A. Simmons which is to be made a part of the record: Dear Mr. Flynn: Without prior consultation and without my consent, and contraryf to my wishes, Judge Sweet, Judge DiSalle, and Judge Gladden signed a letter on June 4, 1973, indicating that the President Judge was going to appear on my behalf in instances when employees who work in my office are up for discussion before the Salary Board. I am here to say in no uncertain terms that none of these judges are speaking for me at any Salary Board meeting which involves my Court Crier, Tipstaff, Secretarial Help or Audit Clerk. All of these jobs are within my jurisdiction as Presiding Judge of the Orphans' Court and I will appear for them in any matter appertaining to them. In addition, any employees that are to be hired in the above -mentioned categories will be appointed by me without the consent or prior consul- tation with Judge Sweet, Judge DiSalle, Judge Gladden or Judge Curran. In Judge Sweet's letter of June 4, 1973, he cites many sections of Purdon's Statutes, but it is conspicuous that he has failed to cite 16 P. S. Sec. 1625, subsection (c) which gives me the right to act for my employees as above specified. Within the very near future, I intend to appoint a Tipstaff and a Clerk -typist and I will be very happy to sit with the Salary Board at its convenience at the appropriate time. The employees who are presently working with me are completely satisfactory and I have no reason to come before the Salary Board in regard to them at this time. Although 1 did not receive a copy of the above referred to letter of June 4th, I am nonetheless sending a copy of this letter to all the judges here in the Washington County Courthouse.
