BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 40-S Office of the County Commissioners Washington, Pa., July 19, 1973 The Salary Board of the County of Washington met in the Office of the County Com- missioners with the following members being present: Commissioners Jones, Paluso and Flynn and Controller Elish. Also present being: Administrative Assistant and Acting Chief Clerk Whalen; Assistant Solicitor Gilmore; Reporter Robertson of The Observer -Reporter; Mr. Jack Nlerdian of WJPA; and Earl Bugaile of WKEG. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - present; Mr. Elish - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 39-S, each Commissioner and County Controller having received copies. as read. Moved by Mr. Jones, seconded by Mr. Elish, that Minute No. 39-S be approved, Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. COUNTY GARAGE: Moved by Mr. Jones, seconded by Mr. Elish, that the salary of John Reihner, Watchman, be set at $183. 00 bi-weekly, effective July 17, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elfish - Yes; Mr. Flynn - Yes. Motion carried unanimously. BRIDGE DEPARTMENT: For the record only: Resignation of Ardelio Gavazzi, Carpenter, effective July 18, 1973. JUVENILE DETENTION HOME: Moved by Mr. Elish, seconded by Mr. Jones, that a voucher be prepared in the amount of $130. 90 for Daniel Luppino, Detention Home Counselor, who worked a total of 382 hours @ $3. 40 per hour for the dates from July 4, 1973 - July 17, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. BEVEC, JOHN MAZZA, COMMISSIONERS COMMISSIONERS OFFICE: For the record only: Resignation of Mary Margaret Homitz, effective August 10, 1973. (Judge Simmons entered the meeting) WASHINGTON COUNTY PRISON: Moved by Mr. Elish, seconded by Mr. Jones, that the salaries of the following employees be approved for payment: Frank Rosman Alverta Denson, Matron Corrine Yaros, Matron James Dalessandro, Guard 8 hrs. @ $3. 16 10 days @ $16. 80 10 days @ $16. 80 10 days @ $24. 15 $25. 28 $168. 00 $168. 00 $241. 50 Richard Brezenski, Guard 8 days @ $24. 15 $193.20 Also included in this motion is that the following be employed as Guards on a per diem at the salary of $24. 15 per day: Kenneth L. McMullen Joseph F. Bukovsky Ronald Herrnberger Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. ORPHANS COURT: NOTE: Chairman Flynn welcomed Judge Simmons as a new member of the Salary Board. Moved by Judge Simmons, seconded by Mr. Jones, that the salary of Cheryl Frances Spencer, Secretary, be set at $230. 00 bi-weekly, effective July 23, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. NOTE: Chairman Flynn stated that he would like for the record to show that the Commissioners are in receipt of a letter from the Honorable Judges Charlgs G. Sweet, Richard DiSalle, and Thomas D. Gladden regarding the role of the judges in their appointments and the representation at the Salary Board. Also, they are in receipt of a letter from Judge Paul A. Simmons stating that he will appear before the Salary Board in any matter appertaining to his employees. Judge Simmons stated that he would like for the record to show that he talked this matter over with Judge Marino and that Judge Marino fully agrees with him. (Judge Simmons left the meeting) SHERIFF'S OFFICE: Moved by Mr. Elish, seconded by Mr. Jones, that the salaries of the following employees be approved for payment. Motion carried unanimously. MEN'S HOME: For the record only: Resignation of Donald F. Osko, effective June 29, 1973. WOMEN'S HOME: Moved by Mr. Elish, seconded by Mr. Jones, that the salary of Ruth McGruder, Nurses Aide replacing Twila Clark, be set at $17. 20 per day or $172. 00 bi-weekly, effective July 9, 1973. Roll call vote taken: NIr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. For the record only: Resignation of Twila Clark, Nurses Aide, effective July 9, 1973. Acting Chief Clerk Whalen presented a letter to the Board from John A. Piganell, Chief Probation Officer - RE: Attorney William Mitchell, which gave a resume of the number of juvenile cases and detention hearings and pre-trial conferences attended by Attorney William Mitchell since March 30, 1973. Assistant Solicitor Gilmore gave an explanation of said letter and also a previous letter from Mr. Mitchell requesting an increase in salary. The Board tabled this matter until such, time that they receive recommendation from District Attorney Costa. Acting Chief Clerk Whalen read correspondence from John P. Liekar, Esquire, Public Defender - RE: Appointment of additional Public Defender. Said correspondence request -ad the appointment of an additional part-time Public Defender to handle Mental Health and Juvenile Hearings. It was recommended that correspondence be written to Mr. Liekar requesting that he recommend someone for said position of part-time Public Defender.
