BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 41-S Office of the County Commissioners Washington, Pa., August 2, 1973 The Salary Board of the County of Washington met in the Office of the County Commissioners with the following members being present: Commissioners Jones, Paluso and Flynn and Controller Elish. Also present being: Chief Clerk and County Administrator Whalen; Assistant Solicitor Gilmore; District Attorney Costal Reporter Robertson of The Observer - Reporter; Mr. Jack Merdian of WJPA; Mr. Earl Bugaile of WKEG; and Mr. Eric Bugaile of WESA. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Elish - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 40-S, each,Commissioner and County Controller having received copies. as read. Moved by Mr. Elish, seconded by Mr. Jones, that Minute No. 40-S be approved, Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; _ Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. DISTRICT ATTORNEY'S OFFICE: NOTE: Solicitor Gilmore explained to the Board the increased work load of Attorney William Mitchell. Moved by Mr. Costa, seconded by Mr. Paluso, that the salary of Attorney William Mitchell, Juvenile Prosecutor, be increased to $212. 00 bi-weekly, effective August 6, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Costa - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Elish, that the salaries of the following secretaries in the Magisterial Districts indicated be approved: MAGISTERIAL DISTRICT #8: Albina Bensenti replacing Eleanore Lutes while on vacation starting July 17, 18, 19 and 20. MAGISTERIAL DISTRICT # 13: Marlene Hancher, part-time secretary, will be replacing Marjorie Lee Moore while on vacation starting July 30, 1973, up to and including August 10, 1973. COURT HOUSE STAFF: For the record only: Resignation of Frances Kalich, effective July 27, 1973. CHILD WELFARE SERVICES: Moved by Mr. Elfish, seconded by Mr. Flynn, that Mrs. Mary Weaver, Case- worker, be granted an increment in salary from an annual salary of $9, 454. 00 to an annual salary of $9, 923. 00; said increment based on her Performance Evaluation Report. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. WASHINGTON COUNTY PRISON: Moved by Mr. Jones, seconded by Mr. Elish, that the following per diem and part-time payroll be approved for payment: Alverta Denson, Matron Corrine Yaros, Matron Roy Zimmerman, Guard Richard Brezenski, Guard James Dalessandro, Guard Ronald Herrnberger, Guard Kenneth McMullen, Guard Remarks: 12 days @ $16.80 per day $201.60 14 days @ $16.80 per day $235.20 5 days @ $24. 15 per day $120. 75 12 days @ $24. 15 per day $289. 80 10 days @ $24. 15 per day $241.50 10 days @ $24. 15 per day $241. 50 10 days @ $24. 15 per day $241. 50 Mr. Paluso stated that he would like an explanation of why these employees are paid on a per diem basis instead of bi-weekly. It was recommended that this be brought up at the next Prison Board Meeting which will be on Wednesday, August 15, 1973 - the day before the next Salary Board meeting. HOME FOR AGED WOMEN: For the record only: Resignation of Mary Vojtek, fVurses Aide, effective July 19, 1973. Moved by Mr. Elish, seconded by Mr. Paluso, that Helen Gottshall, Supervising 242 S A L ARY MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Housekeeper, be granted an increment in salary from $192. 00 to $202.00 bi-weekly, effective August 4, 1973; also that Naomi Dietz, Cook, be granted an increment in salary from $172.00 to $184.00 bi-weekly, effective July 28, 1973. Also included in this motion is that a voucher be prepared in the amount of $132. 60 for Daniel Luppino, Detention Home Counselor, who worked a total of 39 hours at $3.40 per hour for the dates from July 18, 1973 thru July 31, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. WASHINGTON COUNTY PLANNING COMMISSION: Moved by Mr. Jones, seconded by Mr. Paluso, that William J. Standish and Robert Schriskey be employed temporarily at the rate of $2. 90 per hour, effective July 31, 1973; this is in connection with the PennDOT Traffic Count, Program. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. BRIDGE DEPARTMENT: Moved by Mr. Jones, seconded by Mr. Elish, that Louis Comer be employed temporarily as Watchman at the Fair at the rate of $3. 15 per hour from August 12 thru August 19, 1973; also that Robert Bertolotti and Edward Maple, Laborers, be employed at the rate of $3. 15 per hour, effective June 23, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. JUVENILE PROBATION OFFICE: Moved by Mr. Jones, seconded by Mr. Elish, that the following employees of the Juvenile Probation Office receive the following salary increases due to the grant received from the Juvenile Court Judges Commission, said grant being retroactive to January 11, 1973. Sidney Manning from $305. 00 to $363.60 bi-weekly Thomas Stapulis from $305. 00 to $363. 60 " Ann Kruczek from $305. 00 to $363. 60 " Pamela Siegel from $305. 00 to $363. 60 " John Penderville from $305. 00 to $330. 00 " Also that Deborah McKenery be employed temporarily for a period of ten weeks at $225. 00 bi-weekly, effective June 4, 1973. PUBLIC DEFENDER'S OFFICE: Moved by Mr. Paluso, seconded by Mr. Jones, that the salary of Salvatore F. Panepinto, Esquire, part-time Public Defender handling the Mental Health and Juvenile Hear- ings, be set at $111.25 bi-weekly, effective August 6, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. - Motion carried unanimously. - - ADULT PROBATION OFFICE: Chief Clerk Whalen read a Court Order dated July 16, 1973, signed by the Honorable Judges Sweet, DiSalle, Gladden and Simmons, which stated that Geoffrey Smith, Probation Officer, is assigned to full -time duty with the Washington County Council on Alcoholism, effective at the end of the next pay period, i. e. , his last day on the County payroll will be August 3, 1973. Said Order further stated that Mr. Smith will continue to perform the duties of a probation officer for this court under the immediate supervision of Mr. Levers and under the more remote but genuine supervision of Judge Gladden in connection with the rehabilitation of alcoholic and drug offenders in the above program. Said Order also stated that as a result of this administrative change, Mr. Smith will no longer be carried on the payroll or
