BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 46-=S Office of the County Commissioners Washington, Pa., October 11, 1973 The Salary Board of the County of Washington met in the Office of the County Commis- sioners with the following members being present: Commissioners Jones, Paluso, Flynn and County Deputy Controller Criquellion. Also present being: Chief Clerk and/Administratbr Whalen; Solicitor Hormell; Reporter Robertson of The Observer -Reporter; Reporter Liesch of The Brownsville Telegraph; June Lilly of The Canonsburg Daily Notes; Helen Miller of The League of Women Voters; Earl Bugaile of WKEG; and Eric Bugaile of WESA; and Jack Merdian of WJPA , Meeting called to order and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mrs. Criquellion - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 45-S, each Commissioner and County Controller having received copies. r ead. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 45-S be approved, as Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried unanimously. COMMISSIONERS' OFFICE: Moved by Mr. Jones, seconded by Mrs. Criquellion, that Cynthia Cerreta be employed on a temporary basis as a Stenographer at the salary of $167.61 bi-weekly, effective October 2, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried unanimously. PUBLIC DEFENDER'S OFFICE: Moved by Mr. Paluso, seconded by Mrs. Criquellion, that Christine Puskarich be employed on a temporary basis as a Stenographer at the salary of $184. 11 bi-weekly, effective October 1, 1973. Also included in this motion is that Salvatore F. Panepinto be promoted to Assistant Public Defender at the salary of $232. 11 bi-weekly, effective October 15, 1973. JUVENILE DETENTION HOME: Moved by Mr. Jones, seconded by Mrs. Criquellion, that a voucher be prepared in the amount of $144. 50 for Daniel Luppino, Counselor, who worked a total of 42 z hours @ $3.40 per hour for the dates from September 26, 1973 thru October 9, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried unanimously. CHILD WELFARE SERVICES: Moved by Mrs. Criquellion, seconded by Mr. Flynn, that the classification of James Henry be changed from Social Worker II to Casework Supervisor II and granted an increment in salary from $10, 954. 00 to $11, 501. 00 annually. Remarks: Mr. Paluso: I'm tired of these people getting raises, and the rest of the people can not. I think it is time that all of the counties start exhibiting a little fortitude and refusing these salary increases to certain specific individuals who happen to be associated with the state - where the state makes the rules, and the County pays the bills. Mr. Flynn: May I remind the gentleman that we have a contract with the Department of Welfare. It very specifically states that we must live up to the provisions of the Civil Service insofar as promotions, increments, and so forth, are concerned. Mr. Paluso: I'm aware of that, but I think it is time to voice our objections to it. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - No; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried. CLERK OF COURTS: Moved by Mr. Jones, seconded by Mrs. Criquellion, that Mrs. Janice Macioszek be employed on a temporary basis at the salary of $153. 11 bi-weekly, effective October 15, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried unanimously. 268 SALARY MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS SHERIFF'S OFFICE: Moved by Mr. Flynn, seconded by Mr. Paluso, that the salaries of the following employees be approved for payment: Mildred Pacilla, Matron John Jochynek, Special Deputy, Performing all duties Mart Egan, Special Deputy, Performing all duties Remarks: 12 days $360. 00 2 days @ $20. 00 $ 40.00 2 days @ $20. 00 $ 40.00 Mr. Jones stated that he did not understand what was meant by"Special Deputy, Performing all duties, " and that he would like to have an explanation of this. The Board was of the opinion that they should have a more indepth reasoning why these special deputies are necessary. Roll call vote taken: Mr. Jones - No; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried. Mr. Flynn stated that at the last meeting, he raised the question about the detention of Mr. Huddleston and why the gentleman was not being detained along with his daughter in the facility of the local bastille. Mr. Flynn stated that he read in the paper that a reply would be forthcoming; but it has not arrived in this office as of yet. On that basis and in view of the fact that the Court has saw fit to set bail at $250, 000. 00 for each of the two principles (Meaning if the necessary bail could be raised, they would be free to walk the streets), Mr. Flynn recom- mended that the Board go on record notifying the President Judge, the District Attorney, and the Sheriff giving them two weeks notice that the Board is withdrawing their support in pay- ment of that matron at $30. 00 per day. After discussing the matter further, Commissioners Jones and Paluso stated that they agreed with Mr. Flynn in his recommendation. Moved by Mr. Jones, seconded by Mr. Paluso, going on record that the Board of County Commissioners would notify the President Judge, the District Attorney, and the Sheriff that the Board is giving them two weeks notice that they are withdrawing their support in pay- ment of said matron as per above. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried unanimously. f'. BEYEC, JOHN MAZZA, COMMISSIONERS WASHINGTON COUNTY PRISON: Moved by Mr. Paluso, seconded by Mrs. Criquellion, that the following per diem and part-time payroll be approved: Alverta Denson, Matron Corrine Yaros, Matron Kenneth McMullen, Guard Ronald Herrnberger, Guard Remarks: 5 days @ $18. 34 $ 91.70 14 days @ $18. 34 $256. 76 12 days C $24. 15 - $289. 80 10 days @ $24. 15 $241 , 50 Mr. Jones stated that he would like to know the recommendations of the, Special Investigating Committee concerning the number of guards since this is extra payroll. Mr. Paluso suggested that any questions on why the report isn't done be directed to the Chairman of the Committee, Judge DiSalle. But if one wants to know why these guards are there, he suggested to contact the Warden since he is the man who calls these men out and tells them when to work. Mr. Paluso also stated that the inference is that the Investigating Board is causing money to be expended, out this is not true at all. More discussion was held. Mr. Flynn stated that on next Wednesday, there would be a meeting of the Prison Board; and the Commissioners will raise this question in order to obtain an explanation of why these guards are on the payroll. Roll call vote taken: Mr. Jones - No,-3; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried unanimously. WOMEN'S HOME: Moved by Mr. Jones, seconded by Mrs. Criquellion, that the salary of Patricia D'Connor, Registered Nurse replacing S. Martha Anderson, be set at $30. 00 per day, effective September 27, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried unanimously. For a matter of record: Resignation of Patricia Sinclair, effective October 12, 1973. Resignation of S. Martha Anderson, effective September 12, 1973. MEN'S HOME: For a matter of record: Resignation of Pete Angott, effective September 28, 1973. Resignation of Alice M. Chilensky, effective September 30, 1973. Mulloy be employed temporarily from October 15th through October 26th due to the two week vacation being taken by Jean Hamel, Chief Deputy and Secretary to the Coroner. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mrs. Criquellion - Yes; Mr. Flynn - Yes. Motion carried unanimously.
