BEYEC, JOHN MAZZA, COMMISSIONERS F 1 Minute No. 47-S Office of the County Commissioners Washington, Pa. , October 25, 1973 The Salary Board of the County of Washington met in the Office of the County Com- missioners with the following members being present: Commissioners Jones and Flynn. Absen- being: Commissioner Paluso and Controller Elish. Also present being: Chief Clerk and County Administrator Whalen; Solicitor Hormell; Judge Simmons; Court Administrator David Posner; Reporter Budinger of The Observer -Reporter; Mr. Jack Merdian of WJPA; Mrs. Helen Miller of The League of Women Voters; June Lilly of The Canonsburg Daily Notes; Earl Bugaile of WKEG; and Eric . Bugaile of WESA. Meeting called to order and roll call taken: Mr. Jones - Present; Mr. Paluso - Absent; Mr. Elish - Absent; Mr. Flynn - Present. Chairman Flynn stated that in view of the fact that there was not a quorum as required by the statute in that the composition of the Salary Board be the three Commissioners and the Controller, he would like to have the Solicitor enter into the record how the Board could proceed with the meeting. (Sheriff Debreczeni entered the meeting. ) Mr. Hormell: The statute creating the Salary Board provides that the Salary Board is composed of the three Commissioners and the County Controller under normal circumstances; and it further provides that when the Board considers the number of employees of other offices or agencies as well as employees of the Court, then at that time, those offices constitute a member of the Board. I therefore rule that insofar as any matters pertaining to the Court are concerned , since the Board would be composed of five members, you have two majority Commissioners here and the Judge - that would constitute a quorum. Insofar. as anything relating to the Sheriff, since it would also be composed of five members, and two majority Commissioners and he make three, you have a quorum for that; and on those offices, you may act. But I do not believe that you can act on any others. ADULT PROBATION OFFICE: Moved by Judge Simmons, seconded by Mr. Jones, approving the temporary employ - ment of Frances Grudi, Clerk -Typist, replacing Thelma Foutz, at a salary of $153. 11 bi-weekly-, effective October 29, 1973; said temporary employment shall terminate within ninety (90) Calen- dar days of Monday, October 29, 1973. Roll call vote taken: Mr. Jones - Yes; Judge Simmons - Yes; Mr. Flynn - Yes. Motion carried unanimously. 272 SALARY �M I N UTE, BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P BEVEC, JOHN MAZZA, COMMISSIONERS (Mr. Jerry Kelanic - WWVA - entered the meeting.) Judge Simmons brought to the Board's attention that Mr. Kubovcik, Mr. Louis Wilson, and Ms. Passarella have complained that they are not getting an equal pay for equal work in their supervisory capacities as are their equivalents in the Juvenile Department. Judge Simmons further stated that this matter will be brought up when the preparation of the budget for the coming year takes place. Judge Simmons requested that he be informed as to when the budget hearing would take place, and Chairman Flynn , -assured Judge Simmons that he would be so informed. SHERIFF'S OFFICE: Moved by Mr. Debreczeni, seconded by Mr. Jones, approving the payment of $330. 00 to Dorothy Ulom, Matron, who worked a total of 11 days. Roll call vote taken: Mr. Jones - Yes; Mr. Debreczeni - Yes; Mr. Flynn - Yes. Motion carried unanimously. & Chief Clerk Whalen read for the record the following letter from him directed to Sheriff Debreczeni under date of October 16, 1973: "Dear Mr. Debreczeni: Please be advised that at the regular meeting of the Salary Board of Washington County on Thursday, October 11, 1973, that a motion was passed terminating Washington County's payment of $30. 00 per day for a matron for Mrs. Gilley. The final date for this charge for matron service will be Friday, October 26, 1973. " Copies of the above letter were also sent to Judge Sweet and District Attorney Costa. LIQUID FUELS: For the record: Resignation of John Reihner, effective October 18, 1973, MEN'S HOME: For the record: Resignation of Dorothy J. Bowland, effective October 7, 1973. Resignation of Alex Yanovich, effective October 7, 1973. Moved by Mr. Jones, seconded by Mr. Debreczeni, that the meeting adjourn. Meeting adjourned.
