Office of the County Commissioners
Washington, Pa., November 8, 1973
The Salary Board of the County of Washington met in the Office of the County Com-
missioners with the following members being present: Commissioners Jones, Paluso and Flynn
and Controller Elish. Also present being: Chief Clerk and County Administrator Whalen;
Solicitor Hormell; Mrs. Helen Miller of The League of Women Voters; Mrs. June Lilley of the
Canonsburg Daily Notes; Mr. Jack Merdian of WJPA; Reporter Robertson of The Observer -
Reporter; Earl Bugaile of WKEG; Eric Bugaile of WESA; and Jerry Kelanic of WWVA.
Meeting called to order and roll call taken:
Mr. Jones - Present; Mr. Paluso - Present;
Mr. Elish - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions to Minute
Nos. 47-S and 48-S, each Commissioner and County Controller having received copies.
Moved by Mr. Jones, seconded by Mr. Paluso, that Minute Nos. 47-S and 48-S be
approved, as read.
Roll call vote taken:
Mr. Jones - Yes; Mr. Paluso - Yes;
Mr. Elish - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
MAGISTERIAL DISTRICT #8:
For the record: Eleanore Lutes will return to work on Monday, October 29, 1973. Delete
Albina Belsenti's name, effective the same date.
MEN'S HOME:
Moved by Mr. Jones, seconded by Mr. Paluso, that Rolland K. Armstrong be em-
ployed on a temporary basis as a Maintenance Man -Watchman at a salary of $192. 61 bi-weekly,
effective October 25, 1973.
WOMEN'S HOME:
Also included in this motion is that Clair Haffner is entitled to pay for the following
four holidays: Lincoln's Birthday, Washington's Birthday, Good Friday, and Personal Birthday.

CHILD WELFARE SERVICES:
Moved by Mr. Elish, seconded by Mr. Jones, that Herbert J. Caponi, Caseworker,
be granted an increment in salary from $8, 163. 00 to $9, 011. 00 annually, effective November 13,
1973.

Mr. Elish - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
JUVENILE DETENTION HOME:
Moved by Mr. Jones, seconded by Mr. Paluso, that a voucher be prepared in the
amount of $115.60 for Daniel Luppino, Counselor, who worked a total of 34 hours @ $3.40 per
hour for the dates from October 24, 1973 to November 6, 1973.

COUNTY PRISON:
For the record: Resignation of James Shoman, Guard, effective November ft 1973.
Moved by Mr. Jones, seconded by Mr. Paluso, that the following per diem and part-
time payroll be approved for payment:
Alverta Denson, Matron 8 days at $18. 34 per day $146. 72
Corrine Yaros, Matron 11 days at $18.34 per day $201. 74
James Dalessandro worked on his day off (Oct. 29, 1973)
(entitled to time and a half) $40. 26

PUBLIC DEFENDER'S OFFICE:
Moved by Mr. Jones, seconded by Mr. Paluso, that Clark Mitchell, Esquire, be
appointed to replace Salvatore F. Panepinto as Part -Time Public Defender, at the salary of
$111. 25 bi-weekly, effective November 12, 1973.

For the record: Donald and Mary Hamilton of Washington, Pa. , are available as a relief
couple for the matron and superintendent; salary to be determined.
