But, Mr. Roupe questioned if he would have enought inmates willing to participate in this, since they must sign a waiver. Mr. Roupe stated that he will try to cooperate on this matter. Mr.. Capano brought up the question: In the event of an emergency, who will make the decision if someone has to go to the hospital. Mr. Paluso stated that this has been done all over the country and has not proved to be any problem. adjourn. Roll call vote taken: Mr. Costa - Yes; Mr. Debreczeni - Yes; Mr. Elish - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Jones - Yes; Mr. Paluso - Yes; Judge Gladden - Yes. Moved by Mr. Elish, seconded by Judge Gladden, that the meeting Meeting adjourned. THE FOREGOING MINUTE READ AND APPROVED: 1972 ATTEST: SECRETARY Minute No. 6 - P Office of the County Commissioners Washington, Pa., June 21, 1972 The Prison Board of the County of Washington met in the Commissioners' Conference Room at 11:30 a. m. , Wednesday, June 21, 1972 with the following members being present: Sheriff Debreczeni; Judge DiSalle; Controller Elish; Commissioner Flynn; Commissibner Jones; Judge Marino; Commissioner Paluso; Judge Sweet and Judge Gladden. Absent being: District Attorney Costa and Judge Curran. Also present being: Warden Roupe; Solicitor Capano; and Reporter Robertson of the Observer -Reporter. Chairman asked if there were any corrections, additions or omissions to Minute No. 5-P, dated May 17, 1972 each member of the Board having received a copy. Being none, the minutes will stand approved as circulated. Warden's Report: Warden Roupe reported that on May 24, 1972, at approximately 7:45 p, m. two men -- Frank Sebetich and Michael Buhovecky escaped from the school room of the Washington County Prison. BEVEC, JOHN MAZZA, COMMISSIONERS cold air vent which leads up to the roof. At the present time they have not been apprehende . Since then, the opening has been properly secured. There was about a 90 foot drop from the top of this opening. A discussion was held on this escape. Mr. Roupe explained that these were cold air vents from the old heating system. Each corner of the rotunda has a v-shape in the all where cold air escapes and the hot air comes through in a lower vent, Mr. ' Roupe stated that these two men who escaped were untried, awaiting trial. Judge Sweet asked that it be made a part of the records that this escape was not the .result of fault or negligence or want of precaution onanybody's part, so there won't be any ominous attached to the management. Mr. Paluso suggested that there should be a hinged bar door with a padlock put on this opening, because grating isn't a sufficient deterrent at all. When Judge Gladden asked if additional steps had been taken, Mr. Roupe stated that Mr. Interval had secured the door with steel studs which were shot into the concrete with a gun. Pictures had been taken of the attic area in regards to repairing the roof. Mr. Paluso though that the advantage of a door with a padlock would be that you would have access to the place and could keep a check on security by checking the lock. Mr. Roupe stated that Dr. Wilson and Mr. Maloney were coming to the hospital area this afternoon to talk to some inmates about the drug testing program. We're getting ready to start on this program, if and when the necessary legal papers are okayed by the Courts. Mr. Capano stated that he had not seen these papers as yet. Judge Gladden answered that he assumed that Dr. Wilson and Mr. Maloney may have these papers when they come this afternoon. Prison Bills for the Month of May 1972: Prison bills for the month of May 1972 were read by Controller Elish in the amount of $3529. 98 (2379 Prison Days) a list of said bills attached hereto and made a part hereof. Moved by Mr. Elish, seconded by Mr. Debreczeni, that the bills be approved for payment. Motion carried by unanimous vote cast by the Board signifying their approval verbally, by stating "Aye. " Old Business: Mr, Flynn stated that at the time of the last Prison Board Meeting, He and Mr, Capano received notice to appear before the Pennsylvania Labor Relations Board to sit down and bargain for the jail guards. He brought up the question then, "who is the responsible party to sit down and bargain with any labor organization"?
