I I: I I 1 1 1 1 1 I I I :I: ••:�: i1�i�i�%j: i1�:j�i�ii 1 1 I I Office of the County Commissioners Washington, Pa., Aug. 16, 1972 The Prison Board of the County of Washington met in the Commissioners' Conference Room at 11: 30 a.m., Wednesday, August 16, 1972 with the following members being present: Judge Curran; Judge DiSalle; Deputy Controller Criquellion; Commissioner Jones; Commissioner Paluso; and Judge Gladden. Absent being: District Attorney Costa; Sheriff Debreczeni; Commissioner Flynn; Judge Marino and Judge Sweet. Also present being: Warden Roupe; Reporter Robertson of the Observer -Reporter; and Reporter Roule of the Monongahela Publishing Company. Chairman asked if there were any corrections, additions or omissions to Minute No. 7-P, dated July 19, 1972, each member of the board having received a copy. Being none, the minutes will stand approved, as circulated. Warden's Report: Warden Roupe reported that Dr. Perry Smith, the physician at the Washington County Prison will be resigning effective August 4, 1972. Mr. Roupe suggested that the services of the Office of Family Services of the Washington Hospital be used in the form of a medical program, whereby five doctors from the hospital would come to the jail twice a week and be available at any other time they are needed. Mr. Roupe stated that the charge for this service would be $300. 00 per month, which is $313. 00 a year cheaper than Dr. Smith's salary. Judge Gladden recommended that this program be approved by the Prison Board, subject to the action of the Salary Board. Moved by Mr. Jones, seconded by Judge Curran, that the services of a staff of five doctors consisting of: Dr. George Schmelel, Director Dr. D. G. Seneviratne Dr. Penna Gonzales Dr. Stanley Wang Dr. Silverio Fno Jado in a medical program offered by the Office of Family Services of the Washington Hospital 1 F-, 1 be accepted at the rate of $300. 00 per month, effective August 4, 1972. BEYEC, JOHN MAZZA, COMMISSIONERS 1 Motion carried by unanimous vote cast by the board, signifying their approval verbally, by stating "Aye. " Moved by Mr. Paluso, seconded by Mr. Jones, that Warden Roupe and County Solicitor Capano be instructed to draw up the necessary papers or purchase of service agreement in conjunction with the above mentioned program. Motion carried by unanimous vote cast by the board, signifying their approval verbally, by stating "Aye. " Mr. Paluso recommended that the Chairman of the Prison Board be instructed to write a letter of thanks to Dr. Perry Smith for his services at the Washington County Prison. Mr. Elish entered the meeting. A discussion was held on the meeting which is to be held in the Court House this Friday, August 18, 1972 with the Governor's Justice Commission for the purpose of discussing the use of Crime Commission Funds for law enforcement projects. Judge DiSalle, who is a member of the Governor's Justice Commission, stated that Washington County has made less applications to the Governor's Justice Commission for funds in comparison to the other counties. Judge DiSalle stated that these applications are usually signed by the commissioners of the county concerned and that when talking about these funds at the meeting scheduled, whoever is speaking should make as broad a statement as they can. Mr. Paluso suggested that an effort be made especially for funds for fencing and re -doing of the recreation area. Mr. Paluso stated that we should have somebody to coordinate ideas for the things we could possibly apply for funds for. Mr. Elish suggested that Mr. Whalen, Mr. Roupe and Judge Gladden meet on this. Mr. Roupe stated that the crime commission should be ready in November for our application for the exercise yard and the other things we are going to request. As per the July Prison Board Meeting, where Commissioner Paluso and Sheriff Debreczeni were appointed to make an -inspection of the Jail; Mr. Paluso read said report signed by himself and Mr. Debreczeni. (Mr. Debreczeni was unable to attend this meeting) Copy of _said report attached and made a part of the minutes on Page 3-A August 15, 1972 SUBJECT: INSPECTION OF THE JAIL. THE MONTHLY INSPECTION OF THE WASHINGTON COUNTY JAIL WAS CONDUC- TED BY COMMISSIONER PALUSO AND SHERIFF ALEX DEBRECZENI AND A REPORT IS HEREBY SUBMITTED: FIRST FLOOR (GROUND) SALARY .M I N UT 0 E ,B ❑ K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN. JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS 1. THE KITCHEN, STORAGE ROOM, STOCKROOM, CLOTHING ROOM, ISOLATION ROOM, LATRINE AND MEDICAL ROOM WERE FOUND TO BE IN EXCELLENT CONDITION.. THE ROOMS HAVE BEEN PAINTED WITH A GREEN AND WHITE COLOR AND THE PIPES IN AN ALUMINUM COLOR. 2. IN NOTING FROM OUR PAST INSPECTION, MUCH EMPHASIS MUST BE PLACED ON THE ISOLATION CELLS. THE THREE CELLS HAVE NOW BEEN PAINTED WHICH HAS INCREASED LIGHTING AND BETTER VENTILATION IN EACH CELL. 3. ROOF AND PLUMBING THE ROOF AND PLUMBING REPAIRS HAVE BEEN COMPLETED. SECOND FLOOR 1. THE FIRST FLOOR CELLS WERE FOUND TO BE EXTREMELY CLEAN AND TIDY. THE FUMES, AS POINTED OUT BY WARDEN ROUPE, DISPOSEE OF THEMSELVES IN THE NEW PIPE OUTLET AT THE FAR END OF THE CELLS. 2. BARS THAT HAD BEEN SAWED BY INMATES HAVE BEEN REPAIRED. THIRD FLOOR 1. CELLS FOUND, AND OUTSIDE AREA, IN SAME MANNER AS THE LOWER CELL BLOCKS: NEAT AND TIDY. 2. WINDOW IN REAR OF CELL BLOCK, OUTSIDE CELL AREA, HAS BEEN RECONSTRUCTED AND PROVES TO BE VERY SECURE. 3. WE DID, HOWEVER, FIND THAT THE.INTERIOR SECTIONS OF THE WINDOWS, EAST SIDE, NEED SOME REPAIRS. WE WERE INFORMED BY THE WARDEN THAT THIS WILL BE DONE IN THE NEAR FUTURE. SCHOOL AREA 1, FOUND EVERYTHING IN ORDER. LIBRARY BOOKS FOR USE OF INMATES WERE IN PERFECT ORDER. 2. THERE IS A NEED OF REPAIR AS TO WINDOW SASH. THE WARDEN ONCE AGAIN STATED THAT THIS IMPROVEMENT IS PART OF THE AGENDA IN FUTURE PLANS. SHERIFF ALEX DEBRECZENI COMMISSIONER EDWARD PALUSO Commissioner Paluso commented that if anyone has any books, magazines, or other literature that they are through with, he thought it would be a nice gesture to donate them to the Jail's Library. In regards.to his comments at the last meeting regarding the air vent, Mr. Paluso still thinks there should be bars and a padlock on this opening to guard against a re -occurrence of this happening or any accidents or other embarrassing situations in regards to this problem. Prison Bills for the Month of July 1972: Prison bills for the month of July 1972 were read by Deputy Controller Criquellion in the amount of $4831. 03 (2915 Prison Days); a list of said bills attached hereto and made a part hereof. n Moved by Mr. Jones, seconded by Judge Curran, that the bills be approved for payment.
