BEVEC. JOHN MAZZA, COMMISSIONERS C Remarks: Mr. Elish: How many days did you say - 2900? That is almost a hundred a day. How do you put that many prisoners in there. Mr. Roupe: We are running way over a hundred. Mr. Elish: That is more than we have had for a long time. Mr, Paluso: I think, for the benefit of the news media, the state has inspected our jail and one of the interesting items in the inspection report is that it costs us $1. 10 a day to feed an inmate in our jail. The average total costs to maintain one inmate is $6. 02 a day, which is remarkable. (This information is from the inspection report of July 1971) Motion carried by unanimous vote cast by the board signifying their approval verbally by stating "Aye. TT TTTT�14`MT r Office of the County Commissioners Washington, Pa. , September 27, 1972 The Prison Board of the County of Washington met in the Commissioners' Conference Room at 11:30 a. m. , Wednesday, September 27, 1972, with the following members being present: Sheriff Debreczeni; Deputy Controller Criquellion; Commissioner Flynn; Commissioner Jones; Commissioner Paluso; and Judge Gladden. Absent being: District Attorney Costa; Judge DiSalle; Judge Marino; and Judge Sweet. Also present being: Chief Clerk Murphy; County Solicitor Capano; Warden Roupe; Reporter Robertson of the Observer -Reporter; Reporter Roule of the Monongahela Publishing Company. Chairman asked if there were any corrections, additions or omissions to Minute No. 8-P, dated August 14, 1972, each member of the Board having received a copy. Being none, the minutes will stand approved, as circulated. Warden's Report: Warden Roupe reported that as per the request of last month's meeting, Mr. Capano prepared a Purchase of Service Agreement with the Washington Hospital. BEVEC, JOHN MAZZA, COMMISSIONERS Roupe talked to Mr. Strasser of the Hospital yesterday, who informed him that the agreement.was in the possession of Mr. Cook, who was out of town. Mr. Strasser told. the Warden that he would have the agreement brought down to us, as soon as Mr. Cook returned, This agreement was satisfactory to them. � I Warden Roupe reported that in reference to the inspection made by Sheriff Debreczeni and Mr. Paluso for the last meeting the following has been done, (1) the windows have been repaired by county employees, (2) the school room has been painted, and (3) the open area in the school,room (air vents) has been closed with bricks. Mr. Paluso stated the subject of the air vents had been discussed at other meetings and there was talk of putting steel bars and a lock on this, but this way was much easier to see what is going on in the area. Judge Curran entered the meeting. Warden Roupe reported that he is to meet with a representative of the Mosler Safe Co. to make a survey of the monitors and check the cameras and he feels he can comply with the requests of the board. Mr. Whalen stated that previously, the main problem was that we couldn't get anyone to service the cameras. Mr. Whalen and Warden Roupe met with a representative of the Crime Commission on this subject, at which time Mr. Whalen called one of the local banks to determine who does their service. The bank gave Mr. Whalen the name of the Mosler Safe Co. Mr. Whalen called the Mosler Safe Co. , who in return set up the meeting for tomorrow. The Mosler Safe Co. said to put the thing in operating order, it would be a time and material basis as -far as cost is concerned and once it is in operating condition, the Mosler Safe Co, will discuss an annual service contract. Warden Roupe also reported that the Crime Commission will be ready for bids. Mr. O'Brien will be working on the steel stairway, Mr. Bruno on the wash -basins, Mr. Adams on the dishwashing machine, and Mr. Interval will be working with Mr. O'Brien on the steel work. Mr. Roupe hopes to have the specs and costs ready by the 13th of next month. Prison Bills for the Month of August 1972: Prison bills for the month of August 1972 were read by Deputy Controller Criquellion in the amount of $5911. 64 (3138 Prison Days) a list of said bills attached hereto and made a part hereof. Moved by Mr. Paluso, seconded by Mr. Jones, that the bills be approved for payment. Motion carried by unanimous vote cast by the Board, sy"nifying their approval verbally, by stating "Aye.
