Judge Gladden read correspondence directed to Perry Smith, M. D.
in appreciation of his service, which the board instructed him to write.
Mr. Roupe stated that one of the guards, Henry Witzeling, had a serious
heart attack and was taken to the Washington Hospital.
Meeting adjourned.

The Prison Board of the County of Washington met in the Commissioners'
Conference Room at 11:30 a, m. , Wednesday, October 18, 1972, with the following
members being present: Judge Curran; Sheriff Debreczeni; Controller Elish; Commissioner
Jones; Commissioner Paluso; and Judge Gladden. Absent being: District Attorney Costa;
Commissioner Flynn; Judge Marino; and Judge Sweet. Also present being: Administrative
Assistant Whalen; Chief Clerk Murphy; Warden Roupe; Reporter Roule of the Monongahela
Publishing Company and Reporter Budinger of the Observer -Reporter.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 9-P, dated September 27, 1972, each member of the Board having received a
copy.
Being none, the minutes will stand approved, as circulated.
Warden's Report:
Warden Roupe reported that specifications were being prepared for an
application for a grant from the Crime Commission for a new dishwasher, wash basins,
and an exercise yard at the jail, but funds would be withheld until the Closed Circuit TV
System (including cameras and monitors) is in operating condition.
Judge DiSalle entered the meeting.
Judge Gladden read correspondence under the date of October 10, 1972
addressed to Michael R. Flynn, Chairman, Board of County Commissioners, from F. D.
Whalen, Administrative Assistant. This is in regards to the Closed Circuit TV equipment
in our County Jail. Copy of said letter attached and made a part of the minutes on Page 2-A.

Dear Mr. Flynn:
Mr. Hart of Mosler Safe Company called today regarding the close circuit T. V.
equipment in our County Jail.
On the basis of their experience in reconditioning two (2) cameras and two (2)
monitors, parts and labor for these two (2) units being $368. 00, he states that their
estimated total cost for the complete reconditioning of our twelve (12) units (12 cameras
and 12 monitors) will not exceed $3000. 00. Since this is of an emergency nature, I advised
him to proceed forthwith with the work.
They are bringing back one (1) camera and two (2) monitors tomorrow - Wednesday
October 11, 1972, and will pick up the remaining ten (10) units to take to their shop for
reconditioning.
We also discussed a annual service contract which would include all parts and
labor with the exception of camera lenses. This contract would include two (2) inspections
per year. In the event service is required between inspections, we would pay the labor
charge and the travel mileage. The annual contract costs would be $2430. 00.
This should be confirmed at the next regular meeting of the Board as an emerge
expenditure item.

Commissioner Paluso questioned the need for the closed circuit TV
equipment in the jail and also the necessity for service contracts once the sets were
made operational. Mr. Paluso suggested the possibility that repairs be contracted
on a need basis as a less expensive alternative. The consensus of opinion was since the
sets were presently installed, they should be made operational.
Prison Bills for the Month of September 1972:
Prison bills for the month of September, 1972 were read by Controller Elish
in the amount of $4154. 46 (2894 Prison Days); a list of said bills attached hereto and
made a part hereof.
Moved by Mr. Jones, seconded by Judge DiSalle, that the bills be approved
for payment.
Motion carried by unanimous vote cast by the Board signifying their approval
verbally, by stating "Aye. "
Warden Roupe called it to the Board's attention that the service agreement with
the Hospital is being paid through the Prison Board Bills. Commissioner Paluso asked
