Mr. Roupe how the Drug Testing Program was progressing and how many people are
participating in it. Warden Roupe stated that they have been working with groups of 24
and 36 on this program. Commissioner Paluso asked how the reactions have been on the
Drug Testing Program. Warden Roupe answered that so far there have been no bad
reactions.

The Prison Board of the County of Washington met in the Commissioners'
Conference Room at 11: 30 a. m. , Wednesday, November 15, 1972, with the following
members being present: District Attorney Costa; Judge Curran; Deputy Controller
Criquellion; Commissioner Flynn; Commissioner Jones; Commissioner Paluso; and
Judge Gladden. Absent being: Sheriff Debreczeni; Judge DiSalle; Judge Marino and
Judge Sweet. Also present being: Chief Clerk Murphy and Warden Roupe.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 10-P, dated October 18, 1972, each member of the Board having received
a copy.
Being none, the minutes will stand approved, as circulated.
Warden's Report:
Warden Roupe reported that he attended a Warden's Association Meeting
at Camp Hill, at which the topics of prisoners' rights, training personnel, federal funding,
the responsibilities of the Warden, and contraband in mail were brought up. The Warden
stated that he is planning to change the wording of the stamp used on prisoners' mail
from "censored" to "inspected", with the approval of the board. Judge Gladden asked
if there were any members who would disapprove of this change in the wording of the stam
and since there were no disapprovals voiced, it was assumed that this was approved.
The Warden stated that in connection with the drug testing program, he was following the
doctor's instructions on withdrawal. The Warden stated that a grant from the Crime

Commission for the wash basins, exercise yard, and dishwasher should start on January 1,
1973. Mr. Murphy stated that specifications have been prepared on these three items
and this would be advertised as required and the bids should be opened on December 7, 1972.
Judge Gladden stated that there was a sum of money set aside for use
on the work in the exercise yard which was not used in the time schedule provided and
there is a possibility that it may be necessary to repay this money; but money should be
received in another grant later.
Mr. Elish entered the meeting.
Judge Gladden read a letter under the date of October 24, 1972, from
E. Preston Sharp, Ph. D., General Secretary, The American Correctional Association
praising the services of Warden Roupe as a member of said Correctional Association.
Copy of said letter attached and made a part of the minutes on Page 2-A.

Dear Judge Gladden:
I am pleased to inform you that the above member of your staff is a member of the
American Correctional Association for the current year. This is an indication of his
career interest and desire to improve his services. The purpose of this letter is to inform
you in case you wish to make this part of his personnel file, indicating his interest in
professional growth.
We are using every method to inform our members of new developments and techniques
in the field of correction.

Warden Roupe stated that on Election Morning, the T. V. Cameras
and Monitors arrived, but two of the Monitors went bad immediately and were sent back.
Mosler Safe Co. said they should have them ready by last week.
Prison Bills for the Month of October 1972:
Prison bills for the month of October 1972 were read by Deputy
Controller Criquellion in the amount of $3977. 08 (2882 Prison Days); a list of said
bills attached hereto and made a part hereof.
Moved by Mr. Jones, seconded by Mr. Costa, that the bills be approved
for payment.

The Prison Board of the County of Washington met in the Commissioners' Con-
ference Room at 11:30 a, m. , Wednesday, December 20, 1972, with the following members
being present: Deputy Controller Criquellion; Judge Curran; Sheriff Debreczeni; Commissioner
Flynn; Commissioner Jones; and Commissioner Paluso. Absent being: District Attorney
Costa; Judge DiSalle; Judge Marino; Judge Sweet and Judge Gladden. Also present being:
Chief Clerk Murphy; Administrative Assistant Whalen; Reporter Robertson of the Observer -
Reporter; and Reporter Roule of the Monongahela Publishing Company.
Vice -Chairman asked if there were any corrections, additions or omissions to
Minute No. 11-P dated November 15, 1972, each member of the Board having received a copy.
Being none, the minutes will stand approved, as circulated.
Warden's Report:
Warden Roupe thanked the members of the Board for their cooperation during
the past year. The Warden reported that church organizations and the Salvation Army distribu-
ted Christmas gifts for the prisoners. The Warden stated that after this meeting, he will be
going to Beaver to meet with the Crime Commission on the capital improvement program,
which will include discussing the sub -grant application now in process. Warden Roupe reporte4
that the Prison received a total of $17, 340, 50 in income from other sources, which was turned
over to the Treasurer.
New Business:
Mr. Flynn questioned the need for excessive amounts of overtime hours for the
regular prison employees. Warden Roupe stated that he was looking for a man to work on a
standby basis. Mr. Jones suggested hiring a full time guard as a solution. Mr. Debreczeni
stated that if Mr. Roupe needed some names, he knew of some men who were in the law enforcf
ment field.
Prison Bills for the Month of November 1972:
Prison bills for the month of November 1972 were read by Deputy Controller
Criquellion in the amount of $4, 167. 19 (2767 Prison Days); a list of said bills attached hereto
and made a part hereof.
