BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 3 -P Office of the County Commissioners Washington, Pa., March 21, 1973 The Prison Board of the County of Washington met in the Commissioners' Conference Room at 11:30 a. m. , Wednesday, March 21, 1973, with the following members being present: Judge Curran; Sheriff Debreczeni; Commissioner Flynn; Judge Gladden; Commissioners Jones and Paluso. Absent being: District Attorney Costa; Judge DiSalle; and Judge Sweet. Also present being: Warden Roupe and Reporter Budinger of The Observer -Reporter. Chairman asked if there were any corrections, additions, or omissions to Minute No. 2-P, dated March 1, 1973, each member of the Board having received a copy. Being none, the minutes will stand approved, as read. (Controller Elish and Mr. Abe Nasin entered the meeting.) Warden's Report: Warden Roupe presented to the Board a copy of the existing insurance policy for liability which he received from the Drug Research Associates, Inc. Warden Roupe reported that the members of the Institutional Review Committee for the Washington County Prison are as follows: John Bell - Assistant District Attorney Wayne Edmunds - Social Worker Daniel E. Lester, M. D. - Chairman Samuel P. Trimacco Mr. Roupe stated that there is one missing and that they are going to contact Father Cicola of the Immaculate Conception Church. Warden Roupe stated that with the approval of the Board, he will be attending a meeting of the Warden's Association of Pennsylvania in Harrisburg on April 5th and 6th. Moved by Mr. Elish, seconded by Mr. Jones, that Warden Roupe be reimbursed for food, lodging, and mileage expenses incurred during his stay at the meeting of the Warden's Association of Pennsylvania in Harrisburg as per above. Motion carried by unanimous vote cast by the Board signifying their approval ver- bally„ by stating "Aye. " Warden Roupe stated that in reference to the renovation of the recreation yard in the capital improvement, everything that has been required has been submitted. BEVEC, JOHN MAZZA, COMMISSIONERS 1 E Warden Roupe reported that Mr. James Jones, Director of the Training Academy Erom Greensburg, along with some trainees from County Prisons, visited the Washington County Prison on the 13th of the month. Mr. Roupe read correspondence from Mr. James Jones which thanked Mr. Roupe for the nice reception that he received while he visited the County Prison, Warden Roupe read correspondence from Mr. Robert Evans, Psychologist at the County Prison, in which Mr. Evans informed the Board of his resignation. Mr. Evans stated that he would be glad to help the Board in finding a replacement. Moved by Mr. Jones, seconded by Mr. Elish, accepting the resignation of Mr. Robert Evans as Psychologist at the Washington County Prison. Remarks: Mr, Paluso suggested that a letter be sent to Mr. Evans and also that the Board take his recommendation in helping to find a replacement. Motion carried by unanimous vote cast by the Board signifying their approval verbally, by stating "Aye." Prison Bills for the Month of February 1973: Prison bills for the month of February 1973 were read by Mr, Abe Nasin in the .mount of $4, 515, 13 (2654 Prison Days); a list of said bills attached hereto and made a part aereof. ?ayment. Moved by Mr. Elish, seconded by Mr. Debreczeni, that the bills be approved for Motion carried by unanimous vote cast by the Board signifying their approval verbally, by stating "Aye. 11 Chairman stated that the report on the Inspection Tour of the County Prison will :)e given at the next meeting. Moved by Mr. Jones, seconded by Mr. Elish, that the meeting adjourn. Motion carried by unanimous vote cast by the Board signifying their approval verbally, by stating "Aye. " Meeting adjourned.
