Washington, Pa., April 18, 1973
The Prison Board of the County of Washington met in the Commissioners'
Conference Room at 11:30 a.m. , Wednesday, April 18, 1973, with the following members
being present: Judge Curran; Sheriff Debreczeni; Deputy Controller Criquellion;
Commissioner Jones; Commissioner Paluso; and Judge Gladden. Absent being: Mr.
Costa; Mr. Flynn; and Judge Sweet. Also present being: Warden Roupe; Mr. Maloney;
and Bob Robertson of the Observer -Reporter.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 3-P, dated March 21, 1973, each member of the Board having received a
copy.
Moved by Mr. Paluso, seconded by Mr. Jones, that the minutes be
approved, as read.
Motion carried by unanimous vote cast by the Board signifying their
approval verbally, by stating "Aye. "
Warden's Report:
Warden Roupe stated that he attended the Warden's Association Meeting
in Camp Hill on April 5 and 6, at which time various subjects, such as: new standards of
prison health and welfare, and parole programs, were discussed. The Deputy Attorney
General brought up the fact at this meeting that there was going to be a moratorium placed
on all drug testing in state and county institutions until a hearing is held in June.
Remarks:
Judge Gladden: On that report, I have one question. Maybe someone else has a question.
Do I understand from what you said that the drug program in our County Jail has been
stopped all together until the results of these hearings is given?
Mr. Paluso: Judge, let me read this to you and maybe you can interpret this for me.
"These hearings are being held in order to determine what types of human experimentation,
if any, shall be permitted. Notice is further given that as of this date, the date of this
notice, all new human experimentation in state and county prisons is barred, pending the
outcome of the hearings noted above. However, all experimentation with human subjects
presently in progress is to be completed as quickly and as safely as possible. "
Judge Gladden: That sounds to me as if they are permitting the completion of a current
experimentation. It sounds to me as if, lets say, they are testing a drug and they need

a six week test or something like that, then we are permitted to finish that. But I would
think that the program itself would not be continued. You would not introduce a new

a new experiment until the results of this hearing. That is my interpretation. That which
is presently being conducted should be concluded.
Mr. Debreczeni: How many of these cases do we have now?
Mr. Roupe: None.
Moved by Mr. Debreczeni, seconded by Mr. Paluso, that the Drug Program
of the Washington County Prison be suspended and that we wait for the results of the hearings
and act accordingly.
Motion carried by unanimous vote cast by the Board signifying their approval
verbally, by stating "Aye. It
Mr. Roupe stated that he thought that somebody should appear at the hearings
in Harrisburg, and that he talked to Mr. Maloney about this. Mr. Maloney is willing to be
there. Judge Gladden requested that we have some representative of ourselves there, and
suggested that Mr. Roupe be authorized to attend said hearings.
Moved by Mr. Jones, seconded by Judge Curran, that Warden James O.
Roupe, be authorized to attend the above mentioned hearings in Harrisburg on the subject
of drug testing programs, on behalf of the Washington County Prison Board.
Motion carried by unanimous vote cast by the Board, signifying their
approval verbally, by stating "Aye. "
Judge DiSalle entered the meeting.
Mr. Elish entered the meeting.
Warden Roupe stated that at the last Prison Board Meeting the resignation
of Robert Evans, Psychologist, was accepted. Judge Gladden wrote Mr. Evans a letter
of thanks and recommended that Charles E. Burbridge be hired as a replacement for
Mr. Evans.
Moved by Judge DiSalle; seconded by Mr. Jones, authorizing the hiring of
Charles E. Burbridge, Psychologist for the Washington County Prison , effective June 1,
1973. This is a replacement for Robert Evans who resigned and is subject to the action of
the Salary Board.

verbally, by stating "Aye. it
Prison Bills for the Month of March 1973:
Prison bills for the month of March 1973 were read by Deputy Controller
Criquellion in the amount of $4782. 23 (2614 Prison Days); a list of said bills attached
hereto and made a part hereof.
