BEYEC, JOHN MAZZA, COMMISSIONERS Mr. Roupe informed the Board that the Bureau of Corrections has proposed new rules and regulations for county prisons effective the first of 1974. We are complying. Mr. Roupe commented on a meeting in Harrisburg. We are charging $4. 50 to maintain the keep of federal prisoners. Some jails have raised it to $8 - $9 and $10. Mr. Roupe recommended that when the contract runs out that we boost the cost to at least $10. Thai will include military also. Mr. Debreczeni: I think that we should have an increase because not only money wise, but the federal courts have selected our jail as the outstanding jail in this area. Prison Bills for the Month of April 1973: Prison bills for the month of April 1973 were read by Controller Elish in the amount of $4, 460.47 (2592 Prison Days); a list of said bills attached hereto and made a part hereof. for payment. Moved by Mr. Jones, seconded by Sheriff Debreczeni, that the bills be approve3 Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye. it Moved by Mr. Elish, seconded by Mr. Jones, that the meeting adjourn. THE FOREGOING MINUTE READ AND APPROVED: ATTEST: SECRETARY Minute No. 6-P , 1973 Office of the County Commissioners Washington, Pa., June 20, 1973 The Prison Board of the County of Washington met in the Commissioners' Conference Room at 11:30 a.m., Wednesday, June 20, 1973, with the following members being present: Sheriff Debreczeni; Judge DiSalle; Controller Elish; Commissioner Flynn; Judge Gladden; Commissioner Jones and Commissioner Paluso. Absent being: District Attorney Costa; Judge Curran; Judge Simmons, and Judge Sweet. Also present being: Reporter Robertson of The Observer -Reporter. (Chairman requested that each member silently pay his respects to the late J. V. Murphy who served as Secretary of the Prison Board for many years) Chairman asked if there were any corrections,. additions, or omissions to Minute No. 5-P, dated May 23, 1973, each member of the Board having received a copy. FLYNN. „IOHN,P, BEYEC, JOHN MAZZA, COMMISSIONERS Warden's Report: Chairman Gladden stated that Warden Roupe was out of town due to a hearing in Harrisburg on human medical experimentation and read the following report: satisfactorily. (1) Our T. V. Monitors were returned on June 7, 1973 and are working (2) The large windows on the East side of the Big Jail have been installed. This was completed on June 15, 1973. (3) Mr. Roupe was notified by Mr. E. Drexel Godfrey, Jr., Executive Director of the Crime Commission in Harrisburg that a telegram will be issued to the County Commissioners this week, giving us the go ahead on our Capital Improvements in the prison. (recreation yard, wash basins and institutional dishwasher) (4) Mr. James P. Maloney and Mr. Roupe were notified to appear before Deputy Attorney General Theodore A. Adler on the second floor of the Capitol Annex Building, Harrisburg, Pa. The date of the hearings will be June 18, 19, 20 and 21. Mr. Roupe believes that the hearings will be over on the 18th or IPth. Mr. Roupe will present to the commission of Human Medical experimentation a detailed resume' on the responsibilities of the commonwealth with respect to human research in State and County Institutions. (attached to the Warden's Report was correspondence from E. Drexel Godfrey, Jr. and Charles F. Rinkevich, Regional Administrator, Law Enforcement Assistance Administration) Prison Bills for the Month of May 1973: Prison bills for the month of May 1973 were read by Controller Elish in the amount of $5, 231. 28 (2514 prison days); a list of said bills attached hereto and made a part hereof. t Controller Elish questioned the bill from Markl Supply Company in the amount of $60. 65 for mace for the jail, stating that mace has never been used before. Sheriff Debreczeni stated that the mace is used only when the guards see fit and affects only the prisoner and not the whole cell block. Chairman stated that he will request a report on the subject from Warden Roupe. Moved by Sheriff Debreczeni, seconded by Judge DiSalle that the bills .be approved for payment.
